# IRS nonprofit ruling dates: separate exemption recognition from a recent opening

A nonprofit appearing in your research list this month needs a date check before it receives a label such as newly formed. Start with four separate dates: recognition letter month, return period, extract posting, and your practice's observation.

For a bookkeeping practice, those questions determine what to investigate next. They do not establish that an organization opened recently, needs an accountant, or belongs in your service territory. Keep the evidence behind each answer visible before choosing a candidate for further research.

The [bookkeeping and tax practice overview](/for/bookkeeping-and-tax-practices) describes work inside an engagement. This guide addresses the earlier research step. Its proposed worksheet uses public records and synthetic examples, without client returns or personal contact information.

## Give each date one job

The IRS defines `RULING` as the year and month on a ruling or determination letter recognizing exempt status. `TAX_PERIOD` identifies the latest filed return's tax period. Both use `YYYYMM`. The definitions appear on pages 3 and 4 of the [January 2026 EO BMF information sheet](https://www.irs.gov/pub/foia/ig/tege/eo-info.pdf#page=3), accessed October 28, 2026.

The [EO BMF catalog](https://www.irs.gov/charities-non-profits/exempt-organizations-business-master-file-extract-eo-bmf), accessed October 28, 2026, describes a cumulative extract and shows an updated data posting date. That date describes publication. A practice first-seen date is your own observation record, separate from the IRS fields.

Build a worksheet with four labeled date columns. Preserve the original six-character values beside readable year-and-month labels. Keep day precision for your observation date, where you have it. Do not invent a day for a source that supplies only a month.

Choose labels that remain clear when the row leaves its original spreadsheet. Prefer recognition letter month, return tax period, extract posting date, and first observed by practice. A column named date invites the next reader to choose a meaning without evidence.

In particular, do not rename `RULING` to opening date. That change would insert a business event the field does not describe. If opening history matters, give it a separate question and a separate source slot.

## Work through a synthetic record

Consider a fictional organization labeled Example Nonprofit A. The following values are invented for training. They describe no actual organization, taxpayer, or location.

| Worksheet field | Synthetic value | Reading permitted for this exercise |
| --- | --- | --- |
| Recognition letter month | `200805` | Recognition letter month: May 2008 |
| Return tax period | `202412` | Latest return period shown: December 2024 |
| Extract posting date | October 13, 2026 | Publication date recorded for the selected extract |
| Practice first observation | October 28, 2026 | First entry in this practice's research history |
| Operating launch | Unchecked | No operating-history evidence attached |

The recent observation creates a review task for the practice. It does not turn the 2008 recognition letter month into a 2026 event. The return period also remains December 2024. Downloading the row in October 2026 does not make its financial information October 2026 information.

Write a finding that names the evidence: first observed in our October review; older recognition letter month; return-period verification pending. That wording gives the next reviewer something to check. Avoid new nonprofit in town, which would combine organizational age and geography without support.

Suppose a prior practice worksheet contains no matching row. Before treating that absence as a change, compare the worksheets' coverage. One may cover a different state, category, or selection rule. An absent row in an incomplete comparison cannot establish an organizational event.

The first collection should be labeled baseline. It gives you a starting observation, with no earlier practice collection to compare. Later collections can support a first-observed finding within the coverage you retained. Preserve that coverage qualification with the finding.

## Check geography before choosing a local territory

The IRS catalog groups state and regional files by filing address. Headquarters location can differ from operating locations. The information sheet states the same geographic limit on page 1. [IRS extract geography](https://www.irs.gov/charities-non-profits/exempt-organizations-business-master-file-extract-eo-bmf), checked October 28, 2026.

For local research, name the territory question before applying a filter. Are you looking for headquarters in a state, organizations serving a county, or organizations with an office your practice can support? These are different selection rules.

Use the source city and state as filing-location clues. Leave actual service area unchecked until a suitable organization source supports it. A headquarters match can justify reading further. It should not become proof that every program operates nearby.

For a county worksheet, include a geography evidence column. Record what supports the county assignment and what the assignment means. If your available source supplies no checked county assignment, leave that part unresolved. Do not fill it from a familiar city name.

Keep street addresses and in-care-of names outside the shared research worksheet. The territory decision does not need a personal contact record. A reviewer can record a source reference and a geographic conclusion without reproducing those details.

Consider a second fictional candidate whose filing state fits your filter but whose public program description names another territory. Preserve both observations. The owner can decide whether the practice's service model fits, without forcing the record into a local-opening category.

## Use a dated worksheet the next reviewer can finish

Start each review with a named question and a review date. The following structure is a recommendation for practice research. It is not an IRS form or a substitute for a preparer's assessment.

| Worksheet section | What to record |
| --- | --- |
| Research purpose | The category and territory the owner wants to understand |
| Source version | Catalog URL, recorded posting date, selected file, and access date |
| Identity | Organization identifier and organization name, with match status |
| Date evidence | Original ruling value, original tax period, and practice observation date |
| Coverage | States, categories, and selection rules included in this review |
| Geography | Filing location separately from checked operating or service territory |
| Document review | Return period sought, document found, and unresolved differences |
| Disposition | Research next, hold for evidence, outside scope, or no further action |
| Responsibility | Reviewer role, decision date, and next question |

Keep the source version with the worksheet rather than only in an email announcing completion. A later reviewer should be able to reconstruct why the practice selected a row. An organization name and a recent date alone will not explain the original decision.

Use an explicit unresolved status for incomplete identity work. Do not combine similarly named organizations because their locations look plausible. Check the identifier on the underlying document before transferring a date or financial amount into the reviewed record.

Where two sources disagree, preserve the competing values with their source dates. Ask the assigned reviewer to resolve the discrepancy. Replacing one value silently would remove the reason for the review.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source records and accepted corrections can remain available for later work. Apply that principle here by keeping the original observation beside the dated reviewer finding.

## Read the underlying document with a specific question

The IRS [Tax Exempt Organization Search page](https://www.irs.gov/charities-non-profits/tax-exempt-organization-search), accessed October 28, 2026, provides access to return information and determination letters. Use the appropriate document to answer the question you wrote down. A letter and a return serve different research purposes.

Before using a return, compare its organization identifier with the research row. Then read the period printed on the document. The 2025 [Form 990, page 1](https://www.irs.gov/pub/irs-pdf/f990.pdf#page=1) has separate tax-year beginning and ending entries, along with the organization identifier. Use the actual filed version for a real review.

Ask the reviewer to record whether the document period corresponds to the period being investigated. A document found today may answer an older question. Record a mismatch as a mismatch rather than selecting whichever date makes the row look current.

For recognition history, request a checked letter reference. For operating history, seek an organization source that addresses that history directly. Keep unknown when the available material does not establish a launch event. An incomplete worksheet can still support a decision to defer research.

Use the following questions as a reading sequence:

1. Does this document belong to the organization in the research row?
2. Which reporting period or recognition event does it address?
3. Does it support the date label we proposed?
4. What remains unknown about operating history and territory?
5. Which unanswered question would change the owner's research decision?

Record short answers with page references. Do not turn a reading task into an unsolicited assessment of bookkeeping quality. Nothing in this date comparison establishes that the organization's books are late, incomplete, or poorly maintained.

## Separate a changed observation from a growth claim

Imagine a second review finds a newer `TAX_PERIOD` for Example Nonprofit A. Write that the return period shown changed between the two retained observations. Compare the underlying documents before describing what changed in the organization.

If the period stays unchanged but a financial amount changes, send a different question to the reviewer. Ask which source document supports each amount. Do not describe a month-to-month revenue increase when both rows may concern the same reporting period.

Use the [income, revenue, and asset field guide](/articles/irs-nonprofit-income-revenue-asset-research-bands) for that amount comparison. It addresses source lines and research bands. Keep date interpretation in this worksheet so the two reviews share the same period evidence.

The [public-signals overview for bookkeeping practices](/intelligence/bookkeeping-and-tax-practices) places this review within a broader research list. Before advancing any candidate, require a checked identity, an explained period, and a service-fit question the owner considers relevant.

## Prepare a useful handoff to the practice owner

End the worksheet with a decision-sized statement. For Example Nonprofit A, a useful handoff could read: older recognition letter month; first observed in this review; underlying return period awaiting confirmation. Proposed next step: verify the return before discussing whether further research fits.

Give the owner alternatives tied to evidence. Research next means a specific unanswered question warrants another document read. Hold means the evidence cannot support the proposed label. Outside scope means the owner's stated territory or service criteria do not fit.

Keep those decisions distinct from an engagement recommendation. Public records can organize research. The responsible practice owner and preparer decide professional scope, suitability, and any later action through their own review process.

For a proposed research function, bring Scale With Search the territory rule, a synthetic worksheet, and the handoff your reviewer needs. Define the source evidence and acceptance checks before connecting private systems.
