# Updated IRS disaster notices: retain the earlier source before changing a practice brief

A tax practice revisiting a disaster notice needs to know what changed before revising its working brief. Preserve the earlier source first. Then compare the current text with the version the preparer previously reviewed.

Separate three possible findings: the publisher describes a correction, two retained versions differ, or the practice has no earlier version. Each finding supports a different explanation. None supplies a taxpayer decision by itself.

The [bookkeeping and tax practice overview](/for/bookkeeping-and-tax-practices) covers work inside the firm. This guide proposes a public-source history and internal review worksheet. Every fictional version below is labeled synthetic and contains no taxpayer information.

## Start with a verified publisher correction

IRS release HI-2026-03, dated September 10, 2026, addresses the Hawaii County earthquake beginning May 22, 2026. The page carries an explicit correction statement. It says an April 15, 2026, payment exclusion was deleted. The statement also addresses taxpayers affected by both HI-2026-01 and HI-2026-03. See the [official Hawaii release and correction](https://www.irs.gov/newsroom/irs-announces-tax-relief-for-taxpayers-impacted-by-the-earthquake-in-hawaii-county-various-deadlines-postponed-to-feb-1-2027), reopened October 28, 2026.

That statement supports a precise research finding: the publisher reports a correction concerning payment treatment. It does not establish that this practice retained the superseded page. It also does not establish the exact earlier sentence.

Record the issue date without assigning it to the correction. On this read, the correction statement did not supply its own correction date. Preserve that uncertainty in the practice brief. An observation date records when the researcher saw the statement.

Give the preparer the current correction passage and its source reference. Leave the professional interpretation with that reviewer. Do not turn the notice's description into a blanket change across the firm's engagements.

## Give each source date a separate field

Begin the source record with the release identifier, complete URL, named event, and publication date. Add the practice's observation time and time zone. Include any explicit update date in a separate field.

Keep observation time independent from source time. A page opened today may carry a much earlier issue date. An undated correction seen today remains a correction observed today, with its publication time unresolved.

Retain a readable copy of the page's relevant content with the source identity. Record the method used to save it. Make the full page or surrounding sections available when a short excerpt could hide a qualification.

The [IRS disaster-relief index](https://www.irs.gov/newsroom/tax-relief-in-disaster-situations) lists releases by date. [Around the nation](https://www.irs.gov/newsroom/around-the-nation) provides state and locality navigation. Both were checked October 28, 2026. Use them to investigate related publications while preserving each release's identity.

If a related item has a different identifier, create a separate source record. Link the two records when their content supports that relationship. Do not rename a new release as version two merely because it concerns the same territory.

## Compare content without inventing a cause

Before comparison, confirm that both copies belong to the same release and URL. Check their titles, identifiers, event references, and saved observation times. Resolve a source-identity conflict before describing a revision.

Compare the relevant body sections first. Mark additions, removals, and changed wording against the retained earlier text. Keep unrelated navigation changes separate from relief provisions.

Use a change category that matches the evidence. Suggested categories include locality addition, corrected wording, changed relief provision, presentation change, and unclassified difference. These categories are editorial aids for the practice.

Choose locality addition only when the retained versions support that finding. A current list alone shows current wording. Without an earlier comparison or explicit publisher statement, it does not establish when a locality entered the list.

Likewise, a text difference does not prove that the publisher made an error. Describe an observed change unless the source supports a correction claim. Keep the publisher's explanation separate from the researcher's comparison.

## Work through two synthetic source versions

The following source versions are invented for training. They are not IRS quotations, actual notices, real locality lists, or historical reproductions. All identifiers and locality labels in this example are fictional.

Assume the practice saved Synthetic Notice DEMO-A at two observation times. The earlier practice brief references saved version A. A later researcher opens saved version B.

| Field | Synthetic version A | Synthetic version B |
| --- | --- | --- |
| Release identifier | DEMO-A | DEMO-A |
| Source identity | Same fictional URL | Same fictional URL |
| Covered-locality labels | Example Locality One | Example Localities One and Two |
| Publisher explanation | None retained | Training label says a locality was added |
| Relief-provision field | Training Provision P | Training Provision P |
| Practice observation | Training observation A | Later training observation B |

The retained copies support one observed list addition. The synthetic publisher explanation also describes an addition. Record those as separate evidence entries, even though they point toward the same category.

Do not infer a change to Training Provision P. Its retained value is the same in this exercise. Give the preparer the unchanged field beside the added-locality finding, so the scope of the difference remains visible.

Now change one exercise condition. Suppose version B contains a training label stating that Provision P corrects earlier wording. The publisher explanation then supports a correction category. Preserve the exact retained versions before updating the practice summary.

In either exercise, leave applicability unresolved for every fictional working case. A source comparison answers what the copies show. The preparer must separately assess whether that change matters to an obligation under review.

## Reject a history that lacks its earlier evidence

Consider a second synthetic exercise. A researcher finds a current source naming Example Localities One and Two. A colleague recalls that the earlier list contained only One. No earlier copy or publisher update statement is available.

Reject the proposed finding Locality Two added yesterday. The current page and a recollection cannot establish that history. Record the present list, observation time, and missing baseline.

Use a clear disposition: earlier wording unknown; baseline retained today. If a preparer previously relied on another version, request its saved reference. Do not recreate that earlier version from memory.

Apply the same limit to the real Hawaii correction. The publisher describes a deletion, which supports reporting that description. Without a retained original, do not present an invented before-and-after quotation.

If the earlier source becomes available later, label its origin and preservation history. Compare it only after checking its identity. Keep the original unresolved finding alongside the later evidence and revised assessment.

## Prepare a change worksheet for the preparer

Keep the worksheet short enough to inspect while preserving the underlying copies. The following structure is a recommended practice design.

| Review field | Evidence or question to record |
| --- | --- |
| Source identity | Issuer, release identifier, URL, event, and issue date |
| Earlier evidence | Saved copy reference, observation time, time zone, and completeness |
| Current evidence | Current copy reference, observation time, time zone, and completeness |
| Publisher statement | Exact location of update wording and any explicit update date |
| Observed difference | Section, prior passage reference, current passage reference, and proposed category |
| Limits | Missing earlier text, incomplete capture, or unresolved source identity |
| Working brief | Identifier and version of the internal summary previously reviewed |
| Potential impact | Private references to working records that need professional review |
| Preparer decision | Accepted interpretation, decision date, reviewer, and open questions |
| Follow-through | Approved brief revision and records requiring another review |

Do not place private case facts in the public-source collection. Use references to approved private records. The public research history should remain readable without tax returns, personal addresses, or account identifiers.

For an observed provision change, ask which working records cite the changed passage. For an added locality, ask which territory reviews need another look. Keep both questions pending until the preparer accepts the underlying comparison.

If a source cannot be reopened, record the failed read. Preserve any earlier copy with its observation date and limitations. Do not mark the source unchanged after an unsuccessful access attempt.

## Revise the practice brief after review

Keep the earlier internal brief before preparing its replacement. Give the proposed revision its own date and the source versions supporting it. State which finding changed and why.

Use separate states for research complete, preparer review pending, and brief revision accepted. These are recommended workflow labels. They prevent a completed comparison from looking like an approved filing decision.

When the preparer accepts a revision, record the accepted language and affected working-record references. Retain the earlier decision as history. Do not silently replace the evidence that supported it.

Keep downstream questions explicit. Does another federal release need review? Is state guidance still unchecked? Did an earlier internal worksheet cite the changed paragraph? Assign each unanswered question to a reviewer.

This workflow stops at internal research and approved brief maintenance. A public deadline page, client communication, or engagement instruction requires its own checked facts and authorization. A source change alone should not trigger those actions.

## Keep source history useful across reviews

Use the companion guide to [covered localities and affected-taxpayer review](/articles/irs-disaster-relief-localities-affected-taxpayer-review) when a changed notice requires a new applicability question. Preserve locality evidence separately from taxpayer, records, and preparer facts.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes retaining sources and accepted corrections. Here, the useful record is the relationship between a source version, an internal brief, and a dated professional decision.

For a bounded build, test the review process with a saved baseline, a labeled correction, and an unavailable source. Add a case with no earlier copy. A reviewer should see the missing history without reading a fabricated comparison.

The [tax practice intelligence guide](/intelligence/bookkeeping-and-tax-practices) places notice monitoring beside other public-source research tasks. Scale With Search can scope one notice-history function with retained copies, visible review states, and a preparer handoff.
