Track button clicks and form interactions separately. Keep issued policies in the agency's authorized business records. Agree on these definitions before accepting a marketing report. A button label does not tell you whether a person reached the team or completed a policy transaction. ## Name the stages you intend to measure Write down the evidence for each stage. They require implementation and testing. Do not assume your existing analytics already distinguish them. ## Choose a small set of useful report fields Consider the source page, broad requested service, intended office, observed receipt date, and delivery status. Ask the agency reviewer which fields may enter the report. Keep the customer's detailed question in the approved agency system. Separate test requests, suspected spam, duplicates, and unanswered legitimate inquiries. Document the classification rule. Do not silently remove requests because staff did not convert them into business. If two submissions appear similar, preserve the original records for review. Define how the report counts repeat attempts without erasing a customer's later question. ## Keep identifying details out of analytics Google Analytics prohibits sending information it can recognize as personally identifiable. Its guidance warns about identifiers in URLs, page titles, form content, and event dimensions. Have the implementer inspect proposed event names, parameters, confirmation URLs, and page titles. Keep names, email addresses, personal phone numbers, policy identifiers, and free-text customer answers out of the analytics design. Treat a privacy review as part of approving the measurement plan. A tidy dashboard does not establish that the underlying data collection is appropriate. ## Test delivery and reporting against the same request Use synthetic details in the agreed test environment. Test a valid submission, invalid required field, unavailable receiving service, and repeated attempt. Ask staff to confirm what arrived. Compare each received request with its report entry. Check that a failed delivery does not count as a received inquiry. Record where a third-party quote system prevents you from observing later stages. If you connect records later, use an agency-approved process with an explicit purpose and access limits. Ask a provider to report unresolved delivery failures alongside totals.
