Explain what staff need to review the request. Keep the submission receipt separate from the certificate itself. Start with your agency's current certificate process. Have the responsible licensed reviewer approve the page, fields, document route, and confirmation before implementation. ## Explain the request without promising new coverage For certificates within its statutory definition, North Carolina law says a certificate is not an insurance policy. It does not amend, extend, or alter the referenced coverage. That is a jurisdiction-specific source. Have the agency reviewer establish the applicable requirements for the business and customers your page serves. Use the page to start the agency's reviewed process. Do not let a requested date, description, or certificate-holder detail become an automatic promise of coverage. ## Agree on fields before building the form Ask staff to identify the minimum information needed for their first review. Do not copy a customer's entire contract into a public free-text field. ## Preserve questions that require staff judgment Have the agency reviewer identify requests that need clarification or a separate policy discussion. Preserve the customer's words and the unresolved question. Keep the website from filling in unconfirmed insurance descriptions. Do not infer additional-insured status, cancellation rights, or a policy change from a checkbox chosen by the requester. The cited North Carolina statute also says a certificate cannot confer rights beyond those the referenced policy expressly provides. Have staff approve any statement about response timing or document delivery. Use synthetic business details for acceptance testing. Confirm that staff receive the intended recipient, original request, and desired timing without turning a preference into a commitment. Test a missing required answer and an unavailable receiving service. Confirm that neither produces a completed-certificate message. Arrange delivery tests separately without issuing a fabricated certificate. ## Name a maintenance owner Save the reviewed field list, destination, confirmation, and test result.
