# Choose an in-house SEO team, an agency, or a hybrid for your company stage.

The board asks why organic search costs so much and delivers so little. Your agency has changed account managers three times in two years. Your marketing director wants to hire an SEO lead. Your CFO wants to cut the agency. Nobody has a rule for the decision.

No model is better in general. One model is better for your company, at your stage, with your constraints. Companies that hire in-house too early spend money on talent they cannot use fully. Companies that outsource too long build no internal knowledge and stay dependent on vendors. Companies that mix both without clear roles get duplicate work, conflict, and blame when results fall short. This article maps company characteristics to a model and gives the criteria to switch models.

## Compare the three models

### Model 1: agency only

An external agency owns strategy, execution, and reports. Your company supplies subject knowledge, brand guidelines, and approvals. You have no SEO staff.

This model fits three kinds of company:

- Small companies with fewer than about 100 employees.
- Early-stage companies that need SEO capability without a full-time hire.
- Companies that want to test organic search as a channel before they commit to staff.

Cost is a monthly retainer plus content production. Mid-market agencies charge much less than enterprise agencies. At the upper end, an agency-only program can cost as much as two senior salaries each year. Current rates come from the proposals you request.

The advantages are immediate access to a full team (strategist, writers, technical SEO, and link builders), no recruitment or management overhead, and flexible scope. The agency also brings patterns from many clients.

The disadvantages come from the portfolio. Your account receives a fraction of the best strategist's attention. Knowledge stays with the agency. If you change agencies, you start the learning curve again. Depth on your specific business model stays limited.

### Model 2: in-house only

A full-time team owns strategy, execution, and reports, with no agency. The team ranges from one SEO manager to a department of 5 to 15 people or more.

This model fits three kinds of company:

- Large companies where organic search is a primary growth channel.
- Companies with complex technical systems that need constant SEO attention.
- Companies in highly competitive markets, where speed and integration with product and engineering decide results.

Cost is salary and benefits for each person. A mid-size team (a director, two specialists, and a content producer) costs more than most full-service agency programs, often several times more.

The advantages are full-time focus, knowledge that grows for years, close work with product, engineering, and marketing, and faster execution without agency approval layers. The processes and knowledge stay in the company.

The disadvantages are slow, competitive recruitment and the cost of a bad hire, which is 6 to 12 months of lost output. A team of one is a single point of failure. If that person leaves, capability drops to zero. In-house teams also develop blind spots without outside views. Growth takes months of recruitment, and a cut means layoffs.

### Model 3: hybrid

An in-house SEO lead owns strategy, vendor management, and work across teams. An agency executes: content production, link building, technical implementation, and reports. The lead directs the agency and translates between SEO and internal stakeholders.

This model fits three kinds of company:

- Mid-market companies that need strategic depth without a full team.
- Companies in transition from an agency to in-house capability.
- Companies in moderately competitive markets, where integration matters but volume does not justify a full team.

Cost is one in-house salary plus an agency retainer that is smaller than an agency-only retainer. In March 2026 figures, a hybrid cost less than a full in-house team and about as much as a larger agency-only program.

The advantages are strategic ownership inside the company and knowledge that stays with the lead. The agency supplies execution capacity without the overhead of a full team. The lead can hold the agency accountable, because the lead knows what good work looks like.

The disadvantages are the hiring challenge and the concentration of risk. You need a senior hire who can plan strategy and who accepts vendor management instead of hands-on work. The lead is a single point of failure. Agency management adds coordination work.

## Score your company on five factors

Each factor points toward one model. Where most factors point, choose that model.

### Factor 1: company size and budget

| Company size | Model | Reason |
|---|---|---|
| Small, early stage | Agency only | Cannot justify a full-time SEO salary. Needs breadth more than depth. |
| Growing | Hybrid | Can afford one in-house hire. Needs an agency for execution volume. |
| Mid-market | Hybrid or in-house | Budget supports a small team. Hybrid if organic is one of many channels. In-house if organic is the main channel. |
| Large enterprise | In-house, with specialist agencies | Budget supports a full team. Agencies handle special work such as technical audits and link building. |

### Factor 2: dependence on organic search

If organic search brings less than 10 percent of revenue, and the growth plan does not change that, an agency gives enough coverage. If organic brings 20 percent or more, or the plan makes it a primary channel, in-house ownership becomes critical.

High dependence needs close links between SEO and product and engineering decisions. An agency relationship makes those links very hard to build.

### Factor 3: technical complexity

A single marketing site on WordPress or Webflow needs little ongoing technical SEO. An agency can run periodic audits and give recommendations.

Other sites create constant technical SEO work. Examples are multi-domain systems, JavaScript applications built on React or Next.js, ecommerce sites with thousands of products, and platforms with user-generated content. These sites need an in-house technical SEO specialist who joins sprint planning and code reviews.

### Factor 4: competition

In a market with little competition, an agency that publishes steady content can win and keep rankings. Software, finance, insurance, and legal are highly competitive markets. There, rankings need deep strategy, fast response to competitors, and tight coordination across content, technical work, and links. High competition favors an in-house team that can move without agency coordination.

### Factor 5: ability to hire

Can you recruit and keep SEO talent where you are? Companies in major tech hubs compete with thousands of employers. Companies in smaller markets, or in industries that do not attract tech workers, struggle to attract experienced people.

## Know when in-house becomes cheaper

An in-house hire becomes cheaper once you need more than 40 to 50 hours of SEO work each month. When this article was first published in March 2026, a typical mid-market retainer bought 30 to 40 hours a month of mixed-seniority agency time. Its annual cost was close to the fully loaded cost of one in-house hire who gives 160 or more focused hours each month. The hire also brings internal knowledge, work across teams, and full-time availability that the agency cannot match at the same cost.

A marketing generalist can handle basic SEO: publication, rank checks, quarterly audits, and simple agency oversight. For competitive markets, technical problems, or a program that must drive growth, you need a specialist. The generalist approach works when competition is low and fails as complexity rises.

## Plan the transitions

### From agency only to hybrid

This is the most common move. Your program has matured, and strategic oversight must sit closer to the business.

1. Hire the in-house SEO lead 60 days before you change the agency contract. The new lead needs time to learn the program, audit the agency, and build internal relationships.
2. Redefine the agency scope. Move strategy and stakeholder management to the lead. Keep content production, link building, and technical implementation with the agency.
3. Reduce the retainer in proportion. The lead negotiates a scope cut that matches the moved work.
4. Evaluate for 90 days. If the hybrid gives better integration and the same execution quality, make it permanent. If not, adjust the split.

Hire at the level the role needs. If the lead will manage an agency and work with vice presidents, hire a director. If the lead will mainly execute and report to a marketing director, hire a manager. A manager-level hire cannot lead conversations at the VP level or direct an agency's strategy.

### From agency to full in-house

This move takes 12 to 18 months. If you end the agency contract at once, you create a gap that damages organic performance.

| Months | Action |
|---|---|
| 1 to 3 | Hire the SEO director or manager. Start to build internal knowledge. |
| 4 to 6 | Hire the first specialist, content or technical, by your main need. Start the knowledge transfer. The agency still executes. |
| 7 to 12 | Hire the rest of the team. Narrow the agency to the functions the team has not yet taken over. |
| 12 to 18 | Complete the move. End the agency contract, or convert it to a small advisory retainer for audits and an outside view. |

### Reverse the decision when conditions change

Sometimes an in-house team underperforms, and an agency would serve better. Four signs point that way:

- The team is too small to cover every function, and critical work gets dropped.
- The team has strategic blind spots and resists outside views.
- Key people leave, and replacement takes months.
- The program has stopped growing despite steady investment.

A reversal does not mean the first decision was wrong. It means conditions changed. Treat it as a portfolio adjustment, not a failure.

## Protect knowledge in every model

Knowledge continuity is the factor companies weigh least. Agency account managers change often. Each change resets what the agency knows about your business. When an in-house hire leaves, the same reset happens.

The hybrid protects knowledge best. The in-house lead keeps the strategic context. Agency staff can change without a loss, because the context lives with the lead.

A company that changes agencies every 18 to 24 months, with no internal SEO knowledge holder, restarts its program each time. The compound growth that makes organic search valuable never has time to develop.

Protect knowledge in any model:

1. Record the strategy, not only the tactics.
2. Record why you made each decision, not only what you did.
3. Own every asset. That covers the domain, the Search Console property, the Analytics property, the content files, the link relationship data, and the strategy documents.
4. Put an IP and knowledge-transfer clause in every agency contract.
5. Review the documentation once a year.

If a change of agency would force you to rebuild from zero because the agency holds the strategy documents, you are exposed. Correct that now, whichever model you choose.
