# Population-weighted degree days: choose regional context without replacing local weather

An HVAC territory review can use both a regional weather measure and local station observations. Choose each series for the question it can answer. A regional population-weighted value does not become the weather at every location within its boundary.

Before bringing a chart to the operations meeting, identify the geography represented by each line. Then record the weighting basis, dates, and product edition. Those labels let the manager decide whether the comparison fits the company's service territory.

The [HVAC intelligence overview](/intelligence/hvac-contractors) describes weather as one part of operating preparation. The [HVAC contractor guide](/for/hvac-contractors) covers approved internal records. This article focuses on choosing the geographic weather context before connecting it to a business review.

## Define what the weighting represents

EIA defines [population-weighted degree days](https://www.eia.gov/tools/glossary/index.php?id=Population-weighted) as heating or cooling degree days weighted by the population in the relevant areas. Its national explanation multiplies regional degree-day readings by their population shares and sums the products.

That weighting answers a different aggregation question from giving every area equal importance. A region with a larger population receives a larger contribution under the population-share method. The weighting basis should therefore travel with the resulting number.

For a contractor's proposed review, keep population weighting distinct from the company's customer distribution. A population share is not automatically your share of accounts, booked visits, equipment, or open work. Those business quantities would require their own approved definitions and evidence.

Do not label a population-weighted value “our territory demand.” A useful meeting label might be “regional population-weighted cooling degree days.” Put the region and period alongside it, then explain which narrower operating question the team wants to investigate.

The companion [heating and cooling degree-day guide](/articles/hvac-heating-cooling-degree-days-base-period) handles daily calculations and period matching. Resolve those labels first. Geographic weighting cannot repair a comparison that mixes heating and cooling measures or different bases.

## Use a synthetic region to see the effect

Every value below is invented. Assume a fictional region has two subareas, each represented by one fictional local station for this teaching example. Both station totals cover the same complete seven-day period and use Fahrenheit cooling degree days at a 65°F base.

The example uses each station total as its subarea value by assumption. It does not reconstruct an official CPC product. Actual product processing and geographic coverage must come from that product's documentation.

| Fictional subarea | Assumed population share | Local station CDD | Share multiplied by CDD |
| --- | --- | --- | --- |
| A | 75% | 28 | 21 |
| B | 25% | 84 | 21 |
| Regional result | 100% | Not a station reading | 42 |

The weighted result is (0.75 × 28) + (0.25 × 84) = 42 cooling degree days. An equal average of the two station totals would be 56. Those two results differ because they answer different aggregation questions.

Neither station recorded 42 CDD in this example. Station A recorded 28 and Station B recorded 84. The regional statistic combines the subarea values under the stated shares. It should not be presented as another station observation.

Imagine the contractor serves only Subarea B. A slide showing the regional 42 without the local 84 hides a distinction relevant to that discussion. Keep both visible if the meeting needs regional context and a closer description of the chosen locality.

Now imagine the contractor serves both subareas, with an unknown distribution of customers. Preserve that unknown. Do not replace missing account geography with the synthetic population shares and describe the result as a company workload estimate.

## Compare changes at the same geographic level

For a second invented seven-day period, let Station A record 35 CDD and Station B record 77 CDD. Keep the assumed population shares unchanged. The weighted total becomes (0.75 × 35) + (0.25 × 77) = 45.5 CDD.

Compared with the first synthetic period, the regional total rises by 3.5. Station A rises by seven, while Station B falls by seven. The regional direction and one local direction differ without any arithmetic error.

That example provides a useful meeting question: which geography supports the decision under discussion? A regional trend can frame a broad review. A contractor examining Subarea B should also inspect the series selected for that local question.

Keep the same geography when describing a change over time. Do not compare the first period's Station B value with the second period's regional value and call the difference a local weather trend. That comparison changes both time and scope.

If a territory boundary changes between business periods, record it beside the call-history comparison. The weather series may retain the same geographic boundary while the company measure changes. Explain that mismatch before attributing the business difference to weather.

## Read CPC's product family before selecting a file

The [CPC degree-day directory](https://www.cpc.ncep.noaa.gov/products/analysis_monitoring/cdus/degree_days/) distinguishes newer products using 2010 population information and 1981–2010 normals from older links using earlier reference periods. Its page also separates observed daily data from forecast products.

The older [CPC degree-day explanation](https://www.cpc.ncep.noaa.gov/products/analysis_monitoring/cdus/degree_days/ddayexp.shtml) describes station and weighted summaries. It references 2000 population weights. Treat that as documentation for the stated legacy method, rather than silently assigning its population edition to a newer file.

This distinction matters when an analyst finds a familiar weekly table through an old bookmark. A recent access date does not establish the table's population basis or normal period. Reopen the directory and read the selected product's labels before reusing it.

For this proposed workflow, retain the exact product URL and the publisher's wording about the population edition. If that information is unavailable, mark the field unresolved. Do not infer a current edition from a filename containing the current year.

The directory also identifies heating-fuel customer weighting separately. Do not collapse population-weighted and fuel-customer-weighted results into one category. Choose the basis deliberately and preserve its label when moving a value into a report.

## Check the geographic dictionary and territory fit

CPC publishes geographic dictionaries alongside its daily weighted products. The [Census division dictionary](https://ftp.cpc.ncep.noaa.gov/htdocs/degree_days/weighted/daily_data/regions/CensusDivisions.txt) pairs division identifiers with names. The [state dictionary](https://ftp.cpc.ncep.noaa.gov/htdocs/degree_days/weighted/daily_data/regions/StatesCONUS.txt) pairs state abbreviations with state names.

Use the relevant dictionary to interpret a selected column or identifier. A number without its dictionary can become the wrong region in a later export. Keep the dictionary version or access date with the source note.

Next, describe the company's approved territory in the meeting's own terms. List the service zones that the reviewer has confirmed. State whether the chosen weather geography covers all of them, part of them, or a wider area.

A broader series can still supply context when its boundary is explicit. A narrow station series can still leave parts of the territory unrepresented. Choose the series that fits the question and explain the uncovered areas, rather than declaring either form universally better.

When considering a real local station, record its identifier, location, publisher, observation period, and missing-data treatment. Confirm those details from its documentation before quoting observations. This article selects no real station and reports no current local measurement.

## Keep revision information beside the observation period

A weather-context record needs more than the retrieval date. Record the start and end of the observation period, the selected series, and any stated preliminary or revised status. Keep a forecast issue time separate from the period a forecast describes.

CPC's [directory notes](https://www.cpc.ncep.noaa.gov/products/analysis_monitoring/cdus/degree_days/) identify some archive data as preliminary and describe historical corrections. That supports checking status for the selected product. It does not establish that a particular current file has changed since your last review.

Use a proposed revision note such as: “Retrieved on this date; publisher status recorded as shown; no earlier saved version available.” If you have no earlier version, avoid claiming the values are unchanged. An empty comparison history is an unresolved fact.

When the publisher revises a value, retain the prior meeting's evidence and add the newly accepted version. State whether the interpretation changed. Do not overwrite the old worksheet and leave later readers unable to explain the original decision.

## Choose the comparison before drawing the chart

Start a proposed territory review with a written question such as: “How did regional cooling context differ between these two covered periods?” For that question, retain one documented regional series across both periods. Show the chosen reference and leave the company's operating figures separately labeled.

A different proposed question might ask whether two confirmed service zones experienced similar local conditions. That calls for checking the documented fit of each local series. Put both periods beside each location, then explain any coverage gap that prevents the comparison.

Avoid selecting the series because it produces the strongest relationship with the business count. In the synthetic example, the regional line rises while Station B falls. Choosing between those lines after seeing a preferred business story would conceal the geographic choice from the reader.

Instead, save the original question and the reason for selecting each series. If a reviewer requests a wider regional view, add it as another labeled comparison. Keep the local view available so the new chart does not erase the earlier evidence.

Close that review with a specific source decision. Record whether the manager accepted the regional context, requested a better local match, or held the comparison. Assign unresolved geography to a named internal role before preparing another period.

## Build a source note the manager can read

The following worksheet is an editorial recommendation for a territory review. It can hold a regional measure and two local series on separate rows. A missing metadata field remains visible until the responsible reviewer resolves it.

| Field | Regional series | Each local station series |
| --- | --- | --- |
| Purpose | Broad comparison question | Local comparison question |
| Publisher and product | Named weighted product and URL | Named station product and URL |
| Geography | Identifier, boundary, dictionary | Station identifier and documented location |
| Measure | HDD or CDD, units, base | HDD or CDD, units, base |
| Period | Covered dates and completeness | Covered dates and completeness |
| Weighting | Population basis and edition | State whether a weighting applies |
| Comparison reference | Prior period or stated normal years | Same reference, or explain the mismatch |
| Version | Access date and stated revision status | Access date and stated revision status |
| Territory fit | Covered and uncovered service zones | Location represented and remaining gaps |
| Review result | Accepted interpretation and open question | Accepted interpretation and open question |

Before accepting the comparison, ask someone to explain each line without seeing the chart. The reader should identify which geography it represents and why the team selected it. Resolve ambiguous names before discussing a trend.

Keep dispatch, equipment diagnosis, sizing, and working-condition decisions outside this regional statistic. Those decisions need their own evidence and responsible reviewers. A weighted degree-day total supplies geographic weather context, not a building assessment or promised workload.

Retain the accepted source choice and its limits with the meeting record. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes preserving decisions and corrections. Here, the useful correction might explain why a station was replaced or a wider region remained only a reference.

Bring Scale With Search the territory question, candidate series definitions, and the manager who will use the comparison. A written scope can define one source-selection and review function around those inputs.

Source note: EIA's population-weighted glossary and CPC's directory, legacy explanation, and geographic dictionaries were reopened on 2026.10.28. The directory and legacy guide identify different product editions. All numerical examples are invented; no official station, regional observation, or call forecast is quoted.
