# HVAC building comparisons: choose a peer group and explain its limits

A commercial building comparison is useful when an estimator can explain which properties entered it and why others stayed out. Choose that peer group before discussing a building's position. Preserve the uncertain cases beside the result.

For an HVAC sales lead, the immediate decision is whether the evidence warrants estimator review. A public-data comparison does not approve a technical assessment, identify failed equipment, or justify a replacement recommendation. It prepares a narrower discussion about a named property.

The [commercial building intelligence guide](/intelligence/hvac-contractors) describes how that discussion fits a research queue. The [HVAC contractor page](/for/hvac-contractors) covers approved operating records. This article focuses on membership in the comparison and the limits a reviewer should explain.

## Write the comparison question first

Start with one sentence the estimator can accept or revise. For example: “Among the selected single-building office records, how does this property's reported site EUI compare for the same calendar year?” This is a proposed research question, not a statement about any real building.

Next, identify the decision it supports. The sales lead might want to decide whether to request an internal estimator review. Keep that decision separate from the later question of whether the owner needs mechanical work.

Choose the energy measure before choosing neighbors. The [site and source EUI guide](/articles/site-source-eui-hvac-building-assessment) explains why site, source, normalized, and unadjusted figures need separate labels. Do not change measures to retain a property that otherwise lacks the required value.

EPA [recommends source energy for building comparisons](https://www.energystar.gov/buildings/benchmark/understand-metrics/source-site-difference) because it accounts for production and delivery losses across different fuel mixes. This article's site EUI example describes reported consumption intensity within a selected sample. It does not rank equivalent energy efficiency across fuels.

EPA notes that energy intensity differs by property type in its [EUI guidance](https://www.energystar.gov/buildings/benchmark/understand-metrics/what-eui). That supports checking use before comparing values. It does not supply a universal local peer group for your sales process.

Treat the remaining choices as your documented research rules. Name the intended territory, property use, size field, size band, observation year, and completeness requirements. Give the estimator authority to hold an unsuitable comparison.

## Distinguish the property use fields

Seattle's metadata separates a high-level building classification, an EPA-calculated property type, and the largest reported use. It also provides second and third use fields. Read the [Seattle field definitions](https://data.seattle.gov/api/views/teqw-tu6e.json) before treating those labels as interchangeable.

The dataset defines primary use for `EPAPropertyType` as a function occupying more than half of the property. Its largest-use field instead names the largest use by floor area. Preserve both when a mixed-use record needs review.

For this article's proposed office comparison, hold mixed-use properties outside the initial cohort. That is an editorial choice for a clear example. It is not a declaration that mixed-use properties are unsuitable for every benchmarking exercise.

Ask the estimator what mixture would change the question. If the public record leaves that unanswered, keep the property in a separate review list. Do not create a precise use share from a label that contains no area breakdown.

A building owner may offer better current information. Record the approved correction beside the dated public observation. Avoid rewriting historical source labels as if the publisher had supplied the new information.

## Choose a size band without hiding its edges

For a proposed first screen, choose building area excluding parking and define a band from 40,000 through 80,000 square feet, inclusive. These limits are invented for this example. They are not EPA thresholds or Seattle eligibility rules.

Seattle distinguishes building area from total area including parking. It also separates confirmed and self-reported figures in its [area field definitions](https://data.seattle.gov/api/views/teqw-tu6e.json). Record the exact area field used to select the cohort.

Write whether the endpoints are included. A property at exactly 40,000 square feet should not move in or out because two analysts interpret the word “between” differently. Keep the written rule beside the result.

If only a few properties remain, report that count. Widening the band may be reasonable, but it creates a different comparison. Name the changed rule and review the result again. Do not widen it quietly until the subject looks unusually high.

Use the same discipline when the subject lies near an edge. A proposed wider band can be shown as a separate comparison. If the interpretation changes, explain that the result depends on the membership choice.

## Align the reporting year and completeness rules

Seattle defines `DataYear` as the calendar year each record represents. Its metadata also defines compliance fields for that reporting year. These definitions appear in the [official dataset metadata](https://data.seattle.gov/api/views/teqw-tu6e.json).

Select one reporting year for the initial comparison. Keep the retrieval date separate. Do not fill an incomplete recent year with older property observations while presenting the result as one current-year cohort.

For this proposed worksheet, require a usable property identifier, chosen area, selected EUI, use label, and reporting year. Hold duplicate identities, missing values, and unresolved campus boundaries for review. Keep a reason for every hold.

A reported zero deserves its own review. Do not replace it with a typical value or assume it means missing data. Ask whether the source and property reviewer can explain it before deciding whether the observation belongs.

Source compliance labels also need their source meaning. Do not turn a reporting status into a statement about equipment condition, ownership conduct, or willingness to buy. If the source status is unresolved, keep that uncertainty visible.

## Walk through a synthetic peer table

The following table is entirely invented. Every row represents calendar year 2024. The selected measure is unadjusted site EUI in kBtu per square foot per year. The proposed area band is 40,000 through 80,000 square feet, inclusive.

| Synthetic property | Reported use | Building area, square feet | Selected EUI | Proposed treatment |
| --- | --- | --- | --- | --- |
| A | Office, one building | 50,000 | 80 | Include as the subject |
| B | Office, one building | 45,000 | 60 | Include |
| C | Office, one building | 65,000 | 90 | Include |
| D | Office, one building | 75,000 | 100 | Include |
| E | Mixed office and food service | 55,000 | 130 | Hold for use review |
| F | Office campus, shared record | 70,000 | 110 | Hold for boundary review |
| G | Office, one building | 60,000 | Missing | Exclude from calculation |

There are seven candidate records and four eligible observations, including the subject. Three candidates do not enter the numerical comparison. Keep those counts together so the result does not imply that all seven support it.

Property E needs a decision about use. Property F needs confirmation of what the shared record covers. Property G lacks the selected energy measure. Those are three distinct reasons. A generic “excluded” label would hide the next question each requires.

Do not divide the campus EUI among buildings or substitute a source EUI for Property G. Either action would create information the table does not supply. A later verified update may support a new comparison with its own date and membership record.

For the four eligible observations, the ordered values are 60, 80, 90, and 100. Building A sits above one observation and below two. That is a description of this small synthetic sample. It says nothing about a city's buildings as a whole.

## Explain a sample percentile without borrowing an official score

One possible local convention is to count eligible observations strictly below the subject and divide by the eligible count, including the subject. Under that convention, Building A has one lower observation out of four, or 25%.

Call it “25% of this selected sample had lower reported EUI.” State the rule and denominator. With this convention, tied values are not counted as lower. Other percentile conventions can produce different numbers, so the method belongs beside the label.

This direction also matters: higher reported EUI occupies a higher position under this calculation. Do not describe that position as better performance. Prefer plain counts when the audience could confuse direction or when the cohort is small.

The ENERGY STAR score is a different measure. EPA describes a national comparison that accounts for building characteristics and operations. Its [score calculation guidance](https://www.energystar.gov/buildings/benchmark/understand-metrics/how-score-calculated) explains that the comparison is based on national reference data, rather than other Portfolio Manager entries.

EPA also explains that its score uses source energy and accounts for weather and property-use details. A local ordering of four site EUI observations does not reproduce that method. Label any reported ENERGY STAR score separately from your own sample calculation.

Never rename the synthetic 25% result an ENERGY STAR score. Do not subtract it from one hundred to imply an official rating. If a source score is unavailable, leave that field unavailable.

## Preserve exclusions when the shortlist changes

Keep a brief membership note with each comparison: rule version, reporting year, source access date, eligible count, excluded count, and exclusion reasons. Save the selected observations through your approved research process.

When someone resolves a hold, describe what changed. For example, a reviewer might confirm that the campus record cannot represent the subject building alone. Keep the hold with that reason rather than forcing an inclusion to complete the table.

If a property joins the cohort after clarification, issue a new comparison. Retain the earlier explanation so an estimator can understand why the subject's position changed. Membership changes should not masquerade as changes in energy performance.

Distinguish a corrected source value from a different editorial rule. Both may change a result, but they answer different questions. Name which changed and who accepted it before using the revised interpretation in an owner discussion.

The [building energy comparison demo](/tools/building-energy-comparison) provides a public place to inspect comparison labels. Read its current measure, cohort description, and limitations directly. The proposed convention in this article is not a claim about that demo's implementation.

## Give the estimator the unresolved questions

A comparison is ready for estimator review when its assumptions can be stated and its gaps can be assigned. Use the following proposed handoff questions. They support a discussion and do not prescribe a technical assessment method.

Ask whether the public identifier and property boundary match the account. Confirm whether the report describes one building, several buildings, or shared services. Keep uncertain matches on hold before connecting public observations to private service records.

Ask which current uses differ from the selected peers. Confirm what the reporting year predates, including any owner-confirmed changes. Request approved operating and assessment records when the responsible reviewer needs more context.

Ask whether the energy accounts cover the spaces under discussion. Have the technical lead decide what additional evidence is needed before assessing equipment. Leave site access, procurement, dispatch, pricing, and technical recommendations with their authorized owners.

Finally, ask whether the comparison still supports the original research question. The estimator can reject it because the peer group is unsuitable. Record that decision as useful property history rather than treating it as a failed sales lead.

## Keep the decision with its explanation

The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes retaining accepted facts and corrections for later work. For building research, retain the cohort rule and exclusions with the reviewed property observation.

A later reviewer should be able to see why the team proceeded, paused, or rejected the comparison. Preserve uncertainty until someone authorized resolves it. A percentile alone cannot carry that record.

Bring Scale With Search one building comparison, its source definitions, and the estimator who will use it. The written scope can define the research boundary and the review handoff.

Source note: EPA EUI, source/site, and score calculation guidance and Seattle dataset metadata were reopened on 2026.10.28. Seattle metadata required a direct fetch after the web reader failed. Access dates describe retrieval, not the observation year. The table uses no live property values. All size bands, membership rules, sample percentile conventions, and handoff questions are editorial examples.
