# HPD violation classes and statuses: read two different fields before triage

A portfolio review needs separate answers to two questions. What classification did HPD assign, and what does its record currently say happened next?

Put those answers in separate columns. Keep building identity, source age, and the next human check beside them. A single red or green badge hides information the reviewer needs.

This guide explains a proposed review method for property managers. All buildings, work orders, and review situations below are synthetic. No example describes a real property.

The [property management office guide](/for/property-management) provides the broader service context. Here, the task is narrower: read an NYC HPD record before assigning a reconciliation question.

## Start with the publisher's four classes

HPD's dataset description defines A as non-hazardous, B as hazardous, C as immediately hazardous, and I as information orders. It describes most violations as inspection-based, with class I generally issued administratively. [HPD publisher metadata, checked 2026.10.28](https://data.cityofnewyork.us/api/views/wvxf-dwi5.json).

The attached dictionary expands the class I explanation. It describes informational notices about property status, including agency orders, vacancy, or invalid registration. [HPD dictionary, Column Information tab, checked 2026.10.28](https://data.cityofnewyork.us/api/views/wvxf-dwi5/files/de45a113-0a6f-413f-aaaf-d3106793366f?download=true&filename=HPD_Code_Violations_Data_Dictionary.xlsx).

Keep the publisher's classification on the review sheet. Do not rename class I as a fourth severity level above C. Give it a separate review question about the underlying notice or order.

For A, B, and C, preserve the recorded class even when the agency status changes. Otherwise, a reviewer cannot distinguish the classification originally recorded from the later handling of that record.

Treat any internal priority as a separate management decision. Label who assigned it and which evidence they considered. An internal priority should never overwrite the source class.

HPD's clearance guidance directs readers to their notice for correction and certification dates. Have the responsible owner and qualified reviewer check the notice before setting obligations. [HPD Clear Violations, certification section, checked 2026.10.28](https://www.nyc.gov/site/hpd/services-and-information/clear-violations.page).

## Read four fields without collapsing their meanings

The dictionary identifies four different fields: `Class`, `CurrentStatus`, `CurrentStatusID`, and `ViolationStatus`. Its column definitions distinguish classification, the detailed status and its identifier, and the broad open or close value. [HPD dictionary, Column Information tab](https://data.cityofnewyork.us/api/views/wvxf-dwi5/files/de45a113-0a6f-413f-aaaf-d3106793366f?download=true&filename=HPD_Code_Violations_Data_Dictionary.xlsx).

| Field | What to retain | Question for the reviewer |
| --- | --- | --- |
| Class | The published letter | Which classification applies to this record? |
| CurrentStatus | The exact published text | Which agency event or handling stage is recorded? |
| CurrentStatusID | The identifier as received | Does the detailed status match the current dictionary? |
| ViolationStatus | The published open or close value | How is the agency record broadly categorized? |

Display the text and identifier together when staff review a status mapping. Keep unfamiliar values visible. Do not infer a meaning from the number's size or its position in a sorted list.

Avoid calling the detailed status a universal repair progress field. Several dictionary entries concern notices, documentation, access, or certification. They describe different kinds of agency events.

A mismatch between an unfamiliar status and your existing categories deserves review. Preserve the original value, mark the interpretation unresolved, and assign someone to inspect the current documentation.

## Read the status table before writing a summary

The dictionary's Current Status tab distinguishes open records with different histories. Its on-time certification entry remains open. Its closed entry is closed. Its defect-letter entry describes a corrected condition with missing closure documentation. [HPD dictionary, Current Status tab](https://data.cityofnewyork.us/api/views/wvxf-dwi5/files/de45a113-0a6f-413f-aaaf-d3106793366f?download=true&filename=HPD_Code_Violations_Data_Dictionary.xlsx).

Three labels illustrate why the distinction matters:

| Published CurrentStatus label | Dictionary grouping | Review implication |
| --- | --- | --- |
| NOV CERTIFIED ON TIME | Open | Review the certification evidence and subsequent agency history |
| VIOLATION CLOSED | Closed | Retain the closure record without extending it to the whole building |
| DEFECT LETTER ISSUED | Open | Inspect the requested documents and the responsible person's next action |

These are selected dictionary examples, not a complete list of possible statuses. Use the attached table when an actual record contains another value.

The dictionary also requires care with a reinspection label. Its FAQ explains that the label can reflect an associated database record without guaranteeing a completed or attempted inspection. [HPD dictionary, FAQs tab](https://data.cityofnewyork.us/api/views/wvxf-dwi5/files/de45a113-0a6f-413f-aaaf-d3106793366f?download=true&filename=HPD_Code_Violations_Data_Dictionary.xlsx).

Accordingly, write a question about the next verified agency event. Do not turn that label into a booked visit, confirmed access arrangement, or promised inspection date.

When a manager needs to explain a completed work order beside an unresolved record, use the companion guide to [repair, certification, and closure evidence](/articles/hpd-repair-certification-agency-closure-records).

## Build a synthetic triage sheet with source age

The following table is a proposed staff worksheet. The building labels and snapshot ages are invented. The status labels illustrate the dictionary entries above.

| Synthetic building | Class | Agency CurrentStatus | Snapshot age at review | Next human check |
| --- | --- | --- | --- | --- |
| Demonstration Cedar | C | VIOLATION CLOSED | Captured this morning | Confirm the building match and retain the closure evidence |
| Demonstration Maple | B | NOV CERTIFIED ON TIME | Captured yesterday | Compare certification records with the latest agency history |
| Demonstration Pine | A | DEFECT LETTER ISSUED | Captured eight days ago | Refresh the source and review the documentation request |
| Demonstration Elm | I | Unreviewed publisher value | Capture time missing | Recover the snapshot, then read the underlying order |

The C record does not become the same question as the B record merely because its letter appears more severe. Review its closure evidence separately.

The eight-day-old snapshot creates a source freshness question. It does not prove the record changed during those eight days. Refresh it before describing the present agency record.

The missing capture time creates an evidence gap. Do not invent a retrieval date from the file's name, a forwarded message, or the day someone opened it.

For each row, assign one next check and one responsible role. Separate source verification from a site visit, document review, or spending decision.

If an immediate condition concern reaches the office independently, use the company's established response procedure. Do not make staff wait for a public-data reconciliation exercise.

## Confirm the building before attaching the finding

HPD describes one violation per dataset row, identified by a unique violation ID. The dictionary separately identifies the building ID. [HPD publisher metadata](https://data.cityofnewyork.us/api/views/wvxf-dwi5.json) and [Column Information tab](https://data.cityofnewyork.us/api/views/wvxf-dwi5/files/de45a113-0a6f-413f-aaaf-d3106793366f?download=true&filename=HPD_Code_Violations_Data_Dictionary.xlsx).

Require a reviewed connection between that building identifier and the authorized portfolio entry. Keep the violation identifier attached to every later note about the same item.

An address resemblance is a reason to investigate. It should not become a confirmed property attribution without the identity check your manager requires.

Use separate lists for confirmed matches and unresolved matches. Otherwise, a person reading the total may assume every item belongs to a managed building.

When a portfolio entry changes, preserve the earlier mapping decision. Record who reviewed the new mapping and why. This helps the next reviewer understand a changed attribution.

For this exercise, exclude apartment numbers, occupants, owner contacts, and allegations about identifiable properties. The sample needs only synthetic building labels and the fields under discussion.

## Explain why a borough total cannot establish a building condition

A borough summary answers a question about the records included in its grouping. A building review asks about a specific matched property and specific violation history.

Do not cross that gap with an inference. A large borough total supplies neither a building match nor evidence about the physical condition at one managed property.

Before presenting an aggregate, write down the selected date field, period, status filter, and counting unit. Distinguish a count of violation records from a count of buildings.

For example, a synthetic chart titled “October records by class” needs a definition of October. Is the selection based on inspection, notice, or another event?

It also needs a definition of status timing. A record selected by an earlier event date can carry a status obtained from a later snapshot.

Without those definitions, readers may interpret the chart as new unresolved conditions. Hold that interpretation until the source selection and status timing support it.

The [property management intelligence overview](/intelligence/property-management) connects public records with authorized work orders. Its useful unit for staff review is the matched exception, with its evidence attached.

## Keep agency evidence separate from site evidence

The publisher explicitly says an open violation may concern a physical condition that the owner has already corrected. [HPD dataset description, checked 2026.10.28](https://data.cityofnewyork.us/api/views/wvxf-dwi5.json).

Use two statements when staff have different evidence. One describes the agency record at the captured time. The other describes the internal repair evidence and its reviewer.

For synthetic Maple, the maintenance supervisor might confirm a documented repair. The compliance reviewer might still have a certification or agency-history question. Both notes can remain visible.

Avoid broad labels such as “building compliant” or “building unsafe” on this worksheet. Record the specific question the evidence can support and identify what still needs checking.

Retain the source snapshot after a later refresh. A changed status should add a new observation, with a comparison to the previous record.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains the broader value of retaining sources and corrections. For this task, preserve the exact evidence behind each interpretation.

## End the review with a usable handoff

Consider a synthetic handover between two coordinators. The first coordinator reviewed Demonstration Maple yesterday and left a note saying “certification checked.”

The second coordinator cannot tell which document was checked, which violation it concerned, or whether the source changed afterward. Replace that shorthand with references.

Identify the source snapshot, certification document, and review decision separately. State that the on-time certification label remains open in the reviewed version.

The receiving coordinator can then repeat the comparison without reconstructing the first person's assumptions. If the next snapshot changes, the earlier observation still has meaning.

Use the same discipline for an item transferred to another team. Keep the record's classification and agency status visible during the transfer.

Changing the responsible person should change the task assignment. It should not erase the evidence gap or make an unreviewed interpretation appear settled.

Ask the coordinator to prepare one short record per unresolved question. Include the matched building reference, violation identifier, class, detailed status, and broad status.

Add the source capture time and the date of the review. Identify the document or observation still needed, the responsible role, and the next review point.

Write the uncertainty as an explicit question. “Has the requested document been accepted?” is more useful than a generic instruction to investigate compliance.

Give the recipient access to the supporting evidence through the company's approved storage. Keep sensitive maintenance records outside a public example or website download.

At handoff, read the summary against the original fields once more. Confirm that no internal priority, work-order state, or interpretation replaced an agency value.

If you need this review connected to your company's records, bring a blank worksheet and synthetic examples to Scale With Search. Define the evidence and human review boundaries in writing.
