# Housing permits for movers: distinguish buildings, units, and completed homes

Before treating housing permits as a territory signal, write down what each number measures. Keep buildings, housing units, and construction stages separate. Then place your own dated inquiry history alongside the public observations.

The practical question is narrow: which county deserves more research, and what information would support that research? A useful territory card ends with a question an owner can assign. It does not end with an automatically recommended truck, storage lease, or expansion date.

The [moving company intelligence overview](/intelligence/moving-companies) places permit evidence within a wider planning approach. This guide explains how to read the construction layer. For customer-level estimate and dispatch records, use the [moving company office guide](/for/moving-companies).

## Separate authorization from a completed home

In Census definitions, authorization is a local jurisdiction's approval through building or zoning permits. New Residential Construction distinguishes authorization, authorized but unstarted units, starts, units under construction, and completions. These stages are separate measures. [Census Building Permits Survey definitions](https://www.census.gov/construction/bps/definitions.html).

Put the stage in the heading of your worksheet: “Housing units authorized.” Avoid an abbreviated label such as “new homes” when it removes that distinction. Ask the person preparing the card to explain the measure before presenting a trend or a county ranking.

Keep occupied homes as another question. Do not relabel a permit authorization as a completion or a household's arrival. If your decision needs occupancy evidence, name that missing evidence and assign its review separately. Do not invent an occupancy date from the permit month.

For example, an owner might ask whether a neighboring county merits a closer look. The card can establish which source and period prompted that question. It cannot settle whether the company can serve a particular household on a particular day.

## Read buildings and units in different columns

A Census housing unit is a house, apartment, group of rooms, or single room intended as separate living quarters. Each apartment counts as a unit. Structure categories include one-unit, two-unit, three-and-four-unit, and five-or-more-unit buildings. The definitions exclude several accommodation types and publicly owned housing. Consult the [Census definitions](https://www.census.gov/construction/bps/definitions.html) before treating the survey as all housing activity.

The survey's key items include buildings, housing units, and valuation. [Census BPS methodology, data items](https://www.census.gov/construction/bps/methodology.html).

For the proposed territory worksheet, keep buildings and units side by side. Preserve each structure category. Do not combine a building count from one county with a unit count from another and call both “permits.” The label must identify the quantity being compared.

Consider a synthetic county with ten one-unit buildings and two twenty-unit buildings. That example has twelve buildings and fifty housing units. The arithmetic illustrates why the two measures differ. It says nothing about completion, occupancy, service requests, or which company might receive an inquiry.

Ask what operating question the mix raises. A company might review whether its approved service scope includes the relevant move types. Staff should inspect current business records before answering. The structure mix alone should not assign equipment, crews, access arrangements, or customer prices.

## Understand reported data and estimates with imputation

Census “Reported Data” includes respondent or Survey of Construction reports and excludes imputation. “Estimates with Imputation” includes reported and imputed data. [Census definitions of reported and imputed data](https://www.census.gov/construction/bps/definitions.html).

Monthly estimates include imputed activity for nonreporters and places not surveyed monthly. Starting in January 2025, the methodology describes a revised monthly imputation process. Use the period's applicable documentation rather than copying an older formula. [Census BPS methodology, sample design and imputation](https://www.census.gov/construction/bps/methodology.html).

Keep the two versions in separate columns when the selected product provides both. Do not add them together. Label the complete estimate as the estimate with imputation. A reader should be able to distinguish it from the reported-only figure without opening a footnote.

Do not describe the difference as confirmed late construction. Do not label imputation an error. For this planning worksheet, the difference is a reason to retain the data status and review the source. If the preparer cannot identify the basis, hold the comparison.

## Read a synthetic county comparison without forecasting demand

Every value in the following example is invented. Ridge County and Lake County are fictional labels. The sample illustrates reading choices, not a current Census release or a real company's performance. Both public-style columns represent authorized housing units for one synthetic month.

| Synthetic observation | Ridge County | Lake County |
| --- | --- | --- |
| Reported-only housing units | 80 | 110 |
| Housing-unit estimate with imputation | 120 | 115 |
| Difference between those versions | 40 | 5 |
| Company inquiries in a separate recent month | 8 | 12 |
| Company completed moves in that month | 3 | 4 |
| Confirmed future move dates from this table | Unknown | Unknown |

By the illustrative estimate, Ridge has five more authorized units than Lake. By reported-only units, Lake has thirty more than Ridge. The example shows why the table's basis matters. Neither ordering is a forecast of the company's next bookings.

The forty-unit difference in Ridge deserves a source-status note. It does not justify scheduling forty crews or expecting forty inquiry forms. Keep the note attached if the card is copied into a meeting document. A short summary should retain the uncertainty that could change the decision.

The company observations belong in their own section with their actual period. Do not divide eight inquiries by 120 authorizations and call the result market share. The example establishes no link between the inquirers and the authorized units.

Ask a more useful question: what would the owner need to know before giving Ridge more attention? Possible research tasks include checking the company's existing service coverage and reviewing how staff recorded inquiry origins. Each task needs a responsible person and a dated answer.

## Preserve month, release, revisions, and gaps

Census tabulates monthly and year-to-date data. Year-to-date totals include late reports and corrections, so published monthly totals need not sum to the published year-to-date figure. The methodology also distinguishes revisions and annual processing. [Census BPS methodology, estimation](https://www.census.gov/construction/bps/methodology.html).

Record the observation month separately from the download date. Keep the release or file version beside both. If a later file changes an earlier observation, preserve the previous value in your research history. Mark which version supported the decision under review.

Do not replace a missing month with zero. Use “not available in this worksheet” until the preparer resolves its status. If a county lacks a comparable observation, say so before presenting a ranking. A gap should remain visible when the chart or table travels elsewhere.

If you compare county series, require the same period and data basis. Keep geography and coverage notes attached. Census surveys permit-issuing places. Areas requiring no construction authorization are outside the survey. Annual universe updates began in January 2023. [Census BPS methodology, survey design](https://www.census.gov/construction/bps/methodology.html).

For your own card, name every unresolved geography issue. A county label should not silently substitute for a city, a sales territory, or a service radius. Ask the preparer to explain what area the displayed record represents before using it in an expansion discussion.

## Build a territory card around a decision question

The following card is a proposed reading aid. It is not an official Census product. Adapt its fields to one county question that your owner and operations manager can review together.

| Card field | What to record |
| --- | --- |
| Geography | County name and state/county identifiers |
| Public observation | Reference month and construction stage |
| Measure | Buildings or units, with structure category |
| Data basis | Reported-only or estimate with imputation |
| Source version | File or release identifier and access date |
| Revisions | Changed observation and previous version |
| Gaps | Missing periods and unresolved coverage |
| Company history | Inquiry and completed-move periods and counting rules |
| Review question | One issue requiring a named person's judgment |
| Decision record | Owner, date, next action, and reason |

Start the review question with something staff can answer. “Check whether our inquiry origins were recorded consistently” is a bounded research task. “Open a depot here” requires a different level of commercial evidence and authorization. Do not let the table make that jump.

Keep capital purchases and leases outside the card's automatic output. The responsible owner decides whether further commercial work is warranted. Operations checks current service capability. Dispatch retains control of assignments and dates. This guide recommends no purchase or expansion.

## Compare company inquiries without inventing a lag

Choose a company observation period and write its counting rules. Decide how to handle duplicate contacts, incomplete origins, cancellations, and requests outside your approved service area. Ask the office coordinator to confirm those definitions before presenting a change over time.

Keep inquiry date and requested move date separate when your records contain both. A request with an unknown move date should remain unknown. Do not assign a date from the public construction month or from another customer's history.

If the owner wants to study timing, frame it as a research question. Ask which company records could establish a connection to the construction observations. Do not announce a fixed permit-to-move interval before that connection has been examined. Preserve contrary observations alongside examples that appear to fit.

For example, the company could investigate whether its inquiry geography changed after the synthetic Ridge observation. That investigation would still need later company records and a clear comparison period. The sample table supplies neither. It should end with an open question rather than an estimated move date.

## Keep the construction layer beside the migration layer

The [IRS county migration guide](/articles/irs-county-migration-data-moving-demand-limits) addresses a different public input and a different period. Use separate sections for annual tax-return flows and monthly authorizations. Do not add the counts or use one as a missing value for the other.

The [county moving-flow explorer](/tools/county-moving-flow) supports the migration question. It should not become your source for housing completions or occupancy. Check each tool's stated measure before transferring its result into a territory decision.

Keep accepted cards, unresolved questions, and the owner's decisions in records the company controls. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes how to retain that history across tools. A useful archive explains why the company researched a territory and what it learned.

Bring Scale With Search one county question and anonymized inquiry totals for a written planning scope. Name the staff member who will check the source interpretation. Keep site selection, equipment, staffing, dispatch, and commercial commitments with their responsible owners.

## Source and example note

The Census Building Permits Survey definitions and methodology pages were reopened on 2026.10.28. This guide publishes no current county permit counts. It establishes no release-specific local demand estimate. All county comparisons, company observations, and worksheet designs are synthetic or proposed. Before using an actual release, preserve its period, documentation, data basis, and revisions.
