# Build an in-house SEO team in the right hire order and reporting line.

A company hires one "SEO person" and waits for results. A year later, the technical fixes sit in the engineering backlog, the content calendar ignores keyword data, and the SEO person spends Fridays on reports.

SEO is three connected disciplines: technical optimization, content strategy, and authority building. Each needs a different skill set, and each touches engineering, marketing, and product. A senior generalist who can do all three well is rare. One person who must also manage stakeholders and plan strategy will not keep up at any real scale. The wrong hire order wastes budget.

The wrong reporting line creates friction that stops output before it can grow. This article covers when to build in-house, which roles to hire in which order, where the team reports, and how to measure it.

## Decide whether in-house SEO makes sense

### When in-house wins

In-house teams pay off for companies with more than 500 pages, a proprietary content advantage, or a complex technical architecture. Knowledge of the business grows over time. An in-house team knows the internal politics, the product plans, and the engineering limits, so it executes faster than an agency.

The cost comparison favors in-house once annual SEO spend passes roughly the cost of two senior full-time salaries. Below that level, agencies and contractors usually give more value, because they spread tool costs, management overhead, and specialist knowledge across many clients.

### When an agency wins

Early-stage companies, businesses in stable markets with small content needs, and companies that cannot justify dedicated staff should use an agency. An agency gives access to specialist skills, such as a [technical SEO audit](/articles/technical-seo-audit), link building, and content strategy, without fixed salaries.

Mid-market companies often do best with a hybrid: one in-house SEO lead who manages an agency. The lead supplies context and sets priorities. The agency supplies execution capacity and specialist depth.

Many companies start with an agency even when they plan to build a team. The agency gives immediate capability while you define the in-house role. It also shows you how SEO work runs, which helps you judge candidates later. Many companies keep an agency after the team exists, for specialized projects.

### Find the transition point

You need in-house capability when the cost of agency coordination exceeds the cost of a hire. Suppose your marketing team spends 10 or more hours each week to brief, review, and coordinate the agency. That overhead justifies a move of at least part of the work in-house.

## Hire the five core roles

### SEO director or head of SEO

Reports to the VP of marketing or the CMO. This is the first hire if the budget allows it. If not, promote the second hire into this role later.

This person owns strategy. The director turns business goals into an SEO plan, wins engineering time, builds executive reports, and manages the team. The key skill is influence inside the organization, not SEO technique. The director must secure sprint time, align the content calendar with keyword strategy, and [report results in terms executives use](/articles/seo-reporting-for-stakeholders).

A common mistake is to fill this role with a strong technical practitioner. Technical excellence does not predict skill with internal politics, and this role depends on that skill.

### Technical SEO specialist

Reports to the SEO director, with a dotted line to an engineering lead. This is the first or second hire.

This person owns site architecture, crawlability, page speed, structured data, and index strategy. The specialist works with engineering on Core Web Vitals, JavaScript rendering, and site migrations. The specialist knows Screaming Frog, Google Search Console, and server logs, and can ideally read code.

This role connects SEO strategy and technical execution. Without it, SEO recommendations stay in the engineering backlog, because nobody turns them into specifications that fit a sprint.

### SEO content strategist

Reports to the SEO director, with a dotted line to the content lead. This is the second or third hire.

This person maps keyword research to the editorial calendar and writes content briefs that balance search intent with brand voice. The strategist also runs the refresh cycle: which pages need an update, a rewrite, or a merge. Typical tools are Ahrefs, Semrush, Clearscope or Surfer SEO, and Google Analytics 4.

This is not a writing role. The strategist researches, plans, and briefs. Writers write. If one person does both, you get a strategist who writes weak copy or a writer who researches too little.

### Link building or digital PR specialist

Reports to the SEO director. This is the third or fourth hire.

This person earns backlinks through outreach, digital PR, content partnerships, and competitor link analysis. Many companies outsource this role even with a large in-house team, because effective link building depends on relationships that specialists build over years.

Think carefully before you hire it in-house. If your industry offers natural link opportunities, such as original research, free tools, or data sets, in-house makes sense. If links depend on cold outreach at scale, an agency with existing relationships is usually more efficient.

### SEO analyst

Reports to the SEO director or the analytics lead. This is the fourth or fifth hire, or an embedded member of an existing analytics team.

This person builds dashboards, runs [keyword gap and competitor analysis](/articles/keyword-gap-analysis), and watches ranking changes. The analyst pulls insight from Google Analytics 4, Google Search Console, and third-party tools. The analyst turns raw data into recommendations.

A company with an analytics team often puts SEO reporting in that team instead of a separate SEO analyst role. Either structure works. One structure does not: the SEO director who also does all analytics while managing strategy, stakeholders, and a team.

## Place the team in the org chart

Where SEO reports changes what it can get done. There are three common options.

| Option | Reports to | Strengths | Weaknesses |

| A: under marketing | VP of marketing, beside paid media, content, and brand | Content alignment, shared KPIs, one message | Technical work competes with marketing for engineering time; SEO becomes a requester, not a peer |
| B: under product or engineering | Product and engineering leadership | Direct access to engineers; technical work gets priority | Content strategy drifts from marketing; SEO metrics do not match engineering KPIs |
| C: cross-functional unit | CMO, with dotted lines into engineering and content | Coordinates all departments as an internal service | Coordination overhead that small companies cannot carry; fits marketing organizations of about 100 people or more |

For most companies, use option A with a dotted line into engineering. SEO sits in marketing for strategic alignment. The technical SEO specialist has a direct working relationship with an engineering lead who commits sprint capacity to SEO. Put that commitment in writing. Do not leave it to goodwill.

## Sequence the hires by team size

### One or two hires

Hire an SEO lead with technical skill who can both plan and execute. Use an agency for content production and link building. This person must work alone in Screaming Frog, Ahrefs or Semrush, Google Search Console, and Google Analytics 4.

### Three or four hires

The SEO director, the technical SEO specialist, and the content strategist form the core. Outsource link building. Add an analyst when the director spends more than 30 percent of their time on reports.

### Five or more hires

## Avoid four hiring mistakes

Do not hire writers before a strategist. Volume without strategy produces pages that do not rank. Hire the strategist who picks the right topics, then contract writers. One strategist who directs five freelance writers produces more than five staff writers with no strategy.

Do not expect one person to do everything. A generalist's limit is time, not ability. One person who runs technical audits, content strategy, link building, and leadership reports does none of the four at full depth.

Do not hire for tool skill instead of problem-solving. Tools change and vendors merge. Hire people who understand how search works and can adapt to any tool.

Do not place SEO too low. An SEO manager who reports to a coordinator, who reports to a director, who reports to the VP, cannot secure engineering resources. If SEO cannot negotiate directly with engineering leadership, technical work will always lose to feature work.

## Interview for strategy, not vocabulary

If you do not know SEO, run a short exercise. Give each candidate 30 minutes with Screaming Frog output or Google Search Console access for your site. Ask for three priorities. The reasoning behind the findings tells you more than the findings.

Then ask a scenario question: "If you joined us and could work on only three SEO initiatives in the first 90 days, how would you choose them?" Strong candidates describe a diagnosis first: audit, rank by impact and effort, then build the business case. Weak candidates list tactics before they understand the business.

Also ask about a recommendation that failed. A candidate who can explain the failure and the lesson shows the analytical maturity that separates senior practitioners from junior ones.

## Measure the team

Track three kinds of indicators.

Leading indicators, each month: pages published against plan, technical tickets closed, the content refresh rate, and growth in keyword coverage. These show whether the team executes.

Lagging indicators, each quarter: organic traffic growth, organic conversion rate, organic revenue, and organic customer acquisition cost compared with paid. These show whether execution produces results.

Team health indicators:

- Backlog growth. A growing backlog means too little capacity.
- The rate at which engineering rejects SEO tickets.
- The ratio of planning time to execution time.

Expect six to nine months from the first hire to measurable traffic gains. The first 90 days go to audits, strategy, and internal workflows. Months 4 to 6 produce content and technical improvements. Months 7 to 9 show early ranking and traffic gains. Revenue impact usually appears between months 9 and 14.

AI tools such as ChatGPT, Claude, and Jasper speed up drafts and data analysis. They do not remove the need for strategic direction, technical implementation, or coordination across teams. The roles stay the same; each person produces more.

## Keep the people you hire

### Know why SEO staff leave

SEO professionals leave for three main reasons. They cannot get engineering support, so they know what to fix but cannot get it built. Their results are invisible, because leadership does not understand or credit the work. And the role has a ceiling, with no path to leadership.

Address all three early. Commit engineering sprint capacity to SEO. Even 10 to 15 percent of each sprint prevents the backlog frustration that drives turnover. Build reports that connect SEO work to revenue. Create a career path: SEO specialist, SEO lead, SEO director, then VP of organic growth or VP of marketing.

### Show the career paths

Strong SEO professionals build skills that transfer: data analysis, content strategy, technical troubleshooting, project management across teams, and executive communication. Common next roles are:

- VP of marketing, for directors who ran programs across teams.
- Head of growth, for leaders who owned acquisition across the funnel.
- Product management, for technical specialists who understand user behavior.
- Analytics leadership, for analysts who built measurement systems.

Describe these paths during hiring. Strong candidates want to know that the role grows.

### Pay beyond base salary

SEO talent was in demand in 2026, especially technical specialists who work between marketing and engineering. Strong packages add four things to base salary:

- A performance bonus tied to organic traffic or revenue milestones, often 10 to 20 percent of base.
- A conference budget for events such as BrightonSEO, MozCon, or SearchLove.
- An education budget for courses and certifications.
- Remote flexibility, which most SEO candidates now expect.

## Equip and connect the team

### Buy tools by team size

| Team size | Tools |
|---|---|
| One or two people | Google Search Console and Google Analytics 4 (both free), Screaming Frog, and Ahrefs or Semrush |
| Three or four people | Add a content tool such as Clearscope or Surfer SEO, a rank tracker such as AccuRanker, and Looker Studio (free) or Tableau for dashboards |
| Five or more people | Add enterprise tiers for more data, continuous technical monitoring from Lumar or Conductor (which bought ContentKing in 2022), and a project management tool with SEO templates |

When this article was first published in March 2026, the full tool stack for a five-person team cost less than one analyst's salary. Current prices are on each vendor's site. An enterprise subscription that saves a skilled analyst 15 hours each month returns many times its cost. Present tool spend as a multiplier on personnel spend, not as a separate line item. Underspend on tools, and you waste the expensive hours those tools would save.

### Build SEO into existing workflows

SEO fails when it runs as a side project. Put it into four existing processes:

- Sprint planning: review and rank SEO tickets beside feature work.
- The editorial calendar: use keyword strategy to choose topics, not to decorate topics chosen already.
- The product launch process: include an SEO checklist for URL structure, metadata, structured data, and internal links.
- QA and deployment: test canonical tags, robots directives, page speed, and structured data before release, not after crawl errors appear.

Remote SEO teams need more structure than teams in one office. The hallway talk with an engineer and the whiteboard session with the content lead do not happen on their own. Replace them with three fixed touchpoints:

- A weekly engineering standup for SEO tickets.
- A content planning session every two weeks.
- One shared board in Asana, Jira, or Notion that tracks SEO work beside marketing and engineering work.
