# Groundwater record gaps and approval flags: prepare an inspection source history

An inspection office needs to know what a groundwater record covers before using it in a historical context note. A chart can look complete while the retained observations leave part of the requested period unanswered.

Prepare a source history that shows observed dates, missing coverage, review status, and later revisions. Give the inspection lead the record's limits alongside its values. Do not convert an empty interval into a low-water observation.

The [foundation and home repair overview](/for/foundation-and-home-repair) describes the wider office handoff. This task prepares evidence for that handoff. It does not establish a property's historical peak, diagnose a condition, or determine a repair.

## Choose the observation category before the period

USGS distinguishes automated continuous records from field measurements collected during visits. Daily data generally summarize a parameter's continuous observations using a statistic. Its separate discrete-sample category concerns collected samples and laboratory analysis. [USGS data collection categories, accessed 2026.10.28](https://waterdata.usgs.gov/data-collection-categories).

That distinction matters when someone requests “discrete groundwater readings.” Ask whether they mean occasional water-level observations or sample results. Record the actual publisher category instead of relying on the word discrete alone.

For this office workflow, treat a visit-based water-level observation as one dated observation. Do not describe the days between visits as measured merely because the chart connects the points.

For a continuous series, inspect the returned intervals. The category name does not authorize a claim that every expected interval is present in your retained extract.

For a daily summary, retain its statistic label. A daily mean and a daily maximum answer different questions. Neither should silently replace the other in a briefing paragraph.

Write the selected category, parameter, and statistic at the top of the worksheet. If the requested question requires a different kind of evidence, flag the mismatch before drafting a historical conclusion.

## Separate requested coverage from returned coverage

Start with the requested beginning and ending dates. Record them even if the source returns no rows. Then list the first and last observations actually retained, followed by the intervals that remain unanswered.

The USGS time-series metadata defines `begin` and `end` through the earliest and most recent observations. It warns that a series can contain large gaps. Its `end` metadata may also lag newer observations. [USGS time-series metadata schema, accessed 2026.10.28](https://api.waterdata.usgs.gov/ogcapi/v1/collections/time-series-metadata/schema?f=json).

Use those endpoints to orient the review. Do not treat the entire span between them as complete coverage. Check the retained rows for the question you are preparing.

Keep “source returned no matching rows” separate from “source could not be read.” Both leave the office without observations, but the evidence history must distinguish those results.

Also separate a filter mistake from a source gap. If the wrong parameter or date range was requested, correct the request record. Do not label that failure as a gap in the publisher's measurements.

The [USGS download page](https://api.waterdata.usgs.gov/download) provides date and parameter selection, plus location metadata options. Its metadata option can return a location even when no observations match the selected filters. Accessed 2026.10.28.

An identified well therefore does not by itself establish observation coverage. Retain the selection criteria with the extract so the inspector can see what the office looked for.

## Keep four dates with different jobs

Preserve observation time, source refresh time, office retrieval time, and brief preparation time. They answer four different questions: when the reading applies, when the database record refreshed, when the office retrieved it, and when the office summarized it.

In the USGS continuous schema, `time` is the observation time. `last_modified` is the database refresh time and need not indicate a changed measurement. `approval_status` and `qualifier` are separate fields. [USGS continuous-value schema, accessed 2026.10.28](https://api.waterdata.usgs.gov/ogcapi/v1/collections/continuous/schema?f=html).

Carry the original time notation into the retained evidence. Do not silently convert a date-only record to midnight. If the office displays a normalized time, preserve the original field alongside it.

The field-measurement schema also distinguishes date components and permits unknown time components. Preserve that uncertainty instead of inventing clock precision. [USGS field-measurement schema, accessed 2026.10.28](https://api.waterdata.usgs.gov/ogcapi/v1/collections/field-measurements/schema?f=json).

Use office retrieval time to identify the copy reviewed. Use preparation time to identify the briefing version. Neither changes the observation's age or supplies a missing measurement.

## Read approval status and qualifiers beside each value

USGS describes provisional information as preliminary and subject to revision. Its provisional-data statement explains that subsequent review can revise records. It cautions users about consequential uses. [USGS provisional-data statement, accessed 2026.10.28](https://waterdata.usgs.gov/provisional-data-statement/).

The continuous schema distinguishes Approved from Provisional. Approved indicates completed processing review and publication approval. A qualifier can identify conditions such as an estimated value. Preserve both fields. [USGS continuous-value schema, approval and qualifier fields](https://api.waterdata.usgs.gov/ogcapi/v1/collections/continuous/schema?f=html).

Do not translate Approved into “approved for this foundation inspection.” The label describes the source record's review status. Your inspection lead still needs to assess relevance and the limits of its use.

Do not erase a qualifier when shortening the note. Place its source wording or confirmed definition beside the affected value. If a code remains unexplained, write “qualifier interpretation unresolved.”

In this workflow, an empty qualifier field means no qualifier text was retained in that field. It does not authorize the office to declare an observation error-free. State what the source supplied.

## Work through a fictional gap

The following dates, values, labels, and series are invented. “Training Well B” is a fictional well. Assume the exercise uses feet below the same land-surface reference throughout.

The office requests October 1 through October 7. It retains observations for October 1 and October 2, then October 6 and October 7. It has no observations for October 3 through October 5.

| Fictional date | Retained depth | Retained status | Office coverage entry |
| --- | --- | --- | --- |
| October 1 | 12 feet | Approved | Observation available |
| October 2 | 11 feet | Approved | Observation available |
| October 3 through October 5 | None retained | Not applicable | Unresolved interval |
| October 6 | 10 feet | Provisional | Observation available with review limit |
| October 7 | 11 feet | Provisional | Observation available with review limit |

Reject a draft sentence that says, “The highest groundwater level occurred on October 6.” That date has the smallest retained depth in this fictional extract. The unobserved interval prevents the proposed whole-period claim.

Also reject a straight-line interpolation presented as observations. The office has no measured values for the missing dates. Connecting the points for visual convenience would not supply them.

The accepted exercise wording is narrower: “The fictional extract contains four dated observations and an unresolved three-day interval. It does not establish the full-period highest water level.”

That sentence does not determine whether a peak happened during the gap. It states the evidence limit. Keep the gap visible when the values move into a shorter briefing format.

## Preserve a fictional revision history

Continue with the same invented training series. On October 8, the office retrieves an October 6 observation of 10 feet, marked Provisional. It saves that source copy with its access time.

On October 15, a second fictional retrieval shows 10.2 feet for the same observation time, now marked Approved. This is an invented revision scenario. It is not a reported change in a real USGS series.

Keep both retrieved versions. Record that the value and status differ, identify the matching observation, and note which briefing used the first copy. Do not overwrite the older evidence silently.

The corrected note can say, “The later retained source revises the fictional October 6 reading from 10 to 10.2 feet and changes its status. Earlier briefing review required.”

Do not infer the revision's cause. If the retained source does not explain why the value changed, leave the cause unresolved. Database refresh time alone cannot supply that explanation.

If a customer-facing statement depended on the earlier value, route the correction through the account's existing review process. A revised source record does not authorize an automatic customer message.

## Keep measurement reference attached to the history

A coverage worksheet still needs a labeled measurement. Before comparing values, confirm the well identifier, parameter, units, and reference. Use the companion guide on [groundwater depth and elevation](/articles/groundwater-depth-elevation-foundation-inspection-brief) to prepare those fields.

Do not splice one well's missing period with another well's readings. An adjacent source can be retained as a separate reference. It cannot silently become the missing observations in this history.

Do not fill a water-level gap with a daily statistic for a different parameter. Name the substitution proposal and leave it for technical review. The coordinator's task is to expose the mismatch.

For repeated preparation, keep a stable source identity across versions. A renamed worksheet should still identify the original location, series or collection, parameter, statistic, and requested interval.

## Complete a coverage worksheet for the inspector

This worksheet is an editorial office aid, not a USGS requirement. Use a separate entry for each retained series. Leave unresolved cells explicit so a later reviewer can distinguish missing evidence from omitted work.

| Coverage field | Entry required for the handoff |
| --- | --- |
| Inspection question | What the office is trying to document |
| Location and series | Full well identifier and available series identifier |
| Measurement identity | Parameter, units, datum or depth reference, statistic if applicable |
| Source category | Continuous, field measurement, or named derived summary |
| Requested period | Beginning and ending dates used for selection |
| Returned observations | First, last, and retained observation intervals |
| Unresolved coverage | Missing intervals and failed-source reads, recorded separately |
| Timing | Observation time, source refresh, retrieval, and preparation times |
| Record conditions | Approval status and retained qualifiers per observation |
| Revisions | Earlier copy, later copy, changed fields, affected briefing |
| Inspector review | Named reviewer, open questions, and permitted next use |

End with an explicit unresolved finding. For the fictional history above: “Coverage is incomplete for October 3 through October 5. The extract cannot establish a full-period peak. Property relevance remains unassessed.”

Keep the source history with the job's approved records. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains retaining working context across repeated tasks. The [foundation intelligence page](/intelligence/foundation-and-home-repair) provides the wider public-source context.

Scale With Search can scope an office preparation workflow that retains source copies, gaps, and corrections for inspection-lead review. Bring one repeated handoff and its evidence limits.
