# Groundwater depth and elevation: read the reference before a foundation inspection brief

An inspection coordinator receives a homeowner's concern and a link to a nearby groundwater well. The office needs a source note for the inspector. Start by identifying what the well record measures, where its reference begins, and when the observation occurred.

A number labeled only “water level” cannot carry that task. Preserve the measurement label beside the number before copying it into the job file. The inspector needs to see what remains unknown as clearly as what the source reports.

The [foundation and home repair overview](/for/foundation-and-home-repair) covers the larger handoff. This guide prepares one supporting reference. It does not estimate groundwater beneath a customer's building, explain movement, diagnose seepage, or select repairs.

## Define the office question before opening a map

Write the intended question at the top of the note: “What groundwater observations can we document for the inspection lead's review?” Keep the customer concern in a separate section. Do not turn the concern into the source's finding.

Set the scope of the office task before selecting evidence. A public record can support a question sheet. Do not promote it into a site measurement because it is the closest result on a map.

Keep three headings in the working note: customer-reported concern, public observation reference, and inspector questions. Put each statement under its own heading. This makes a copied source value harder to mistake for a field finding.

For example, “customer reports water at the wall” belongs with the customer's account. “A named well has a dated observation” belongs with the source. Whether they relate remains a question for qualified review.

## Identify the well and the measured parameter

USGS monitoring identifiers combine an agency code and a location number. Parameter codes identify the measured constituent and units. Preserve both identifiers, rather than relying on a well nickname. [USGS continuous-value schema, identity fields, accessed 2026.10.28](https://api.waterdata.usgs.gov/ogcapi/v1/collections/continuous/schema?f=html).

Record the complete source URL beside the identifier. If someone supplies a screenshot, ask for the underlying record. Until that record is checked, label the screenshot as supplied evidence with unverified measurement context.

Three USGS parameter definitions demonstrate why the parameter matters. Code `72019` describes depth to water level in feet below land surface. Code `62610` describes groundwater level in feet above NGVD 1929. Code `62611` describes groundwater level in feet above NAVD 1988. [USGS parameter 72019](https://api.waterdata.usgs.gov/ogcapi/v1/collections/parameter-codes/items/72019?f=json), [parameter 62610](https://api.waterdata.usgs.gov/ogcapi/v1/collections/parameter-codes/items/62610?f=json), and [parameter 62611](https://api.waterdata.usgs.gov/ogcapi/v1/collections/parameter-codes/items/62611?f=json), accessed 2026.10.28.

Copy the source's parameter name and code together. Retain the unit even when every row in the current worksheet uses feet. A later addition should not have to infer the unit from neighboring rows.

When a record lacks a readable definition, leave the interpretation open. Ask the reviewer to confirm the code before the value enters a narrative sentence. A polished description does not repair an unidentified parameter.

## Read depth and elevation in separate columns

Depth below land surface describes a downward distance from that reference. Water-level elevation describes a vertical position against its named datum. The parameter definitions above distinguish those references even when the unit is identical.

Use two columns in the office sheet: “reported measurement” and “reference.” Write the full depth or elevation label in the first. Write land surface or the named elevation datum in the second.

Avoid the shorthand “above sea level” when the record names a particular datum. Keep NGVD 1929 and NAVD 1988 as different labels. Do not remove the distinction to make a table narrower.

The USGS field-measurement schema includes `vertical_datum`, observation units, and a measurement value. Inspect those fields when available. A missing datum stays missing in the handoff. [USGS field-measurement schema, accessed 2026.10.28](https://api.waterdata.usgs.gov/ogcapi/v1/collections/field-measurements/schema?f=json).

An office note should not choose a conversion between datums. If a reviewer needs a comparison, ask for its documented technical basis. Retain the original values alongside any separately authorized calculation.

## Work through a fictional direction example

Every number and date in this example is invented. “Training Well A” is a fictional label. Assume the exercise explicitly supplies compatible references and defines land-surface elevation as 500 feet against Datum A.

The first fictional observation gives a depth of 12 feet below that land surface. The arithmetic is 500 minus 12, producing 488 feet against Datum A. The second gives a depth of 9 feet, producing 491 feet against the same datum.

The smaller depth corresponds to the higher elevation in this exercise. Copying 12 and 9 into an unlabeled column would hide that direction. The exercise shows why the reference belongs with the value.

| Fictional observation | Depth below the same land surface | Calculated elevation against Datum A |
| --- | --- | --- |
| Exercise visit one | 12 feet | 488 feet |
| Exercise visit two | 9 feet | 491 feet |

This arithmetic demonstrates labels. It supplies no actual USGS observation and no water level beneath a house. It also assumes away questions that a real record would need to resolve.

The draft handoff could read: “Training Well A has two fictional observations with compatible exercise references. The labels indicate a higher second water-level elevation. Property relevance remains unassessed.”

Keep that last sentence in the training exercise. Even internally, a complete-looking calculation should not become an implied property conclusion when someone extracts a paragraph.

## Reject an example with incompatible references

Consider a second fictional worksheet. A colleague supplies 500 feet of land-surface elevation against Datum A and 488 feet of water-level elevation against Datum B. The worksheet proposes a depth of 12 feet.

Reject that subtraction as unsupported. The matching unit does not establish matching references. The office has no documented basis for treating Datum A and Datum B as interchangeable.

Record the unresolved issue: “The two elevations use different references. No depth calculation accepted. Inspector or technical reviewer must confirm whether a supported comparison is appropriate.”

Also reject an apparent comparison between two wells when one record omits its reference. Do not borrow the other well's datum. Do not infer it from the county, the website layout, or the similarity of the numbers.

If the reference later becomes available, add the checked source and date. Keep the original rejected calculation visible as a correction entry. Explain why the replacement is eligible for review.

## Preserve aquifer and well information

The USGS example location EHR-LUS12 is identified as a well. Its page lists land-surface altitude, altitude datum and accuracy, aquifer information, and well depth. These are separate metadata fields. [EHR-LUS12 location details, accessed 2026.10.28](https://waterdata.usgs.gov/monitoring-location/USGS-345222086303301/).

The point of that example is the field structure. This guide does not select that Alabama well as relevant to any customer. It does not use its observations to describe current conditions elsewhere.

Include an aquifer field in your worksheet. Add well depth and available construction references. If screen or open-interval information is unavailable, write “not confirmed in retained source” rather than leaving an unexplained blank.

Do not substitute total well depth for depth to water. Keep each source label intact. Do not describe a deep well record as shallow groundwater context without a qualified relevance assessment.

Proximity can be a search aid. In this workflow, proximity alone never qualifies the reference for a property conclusion. Ask the inspection lead which missing construction or aquifer details prevent useful interpretation.

Avoid a private scoring formula that awards relevance solely by distance. The office can record distance if verified, but the reviewer must still see the underlying metadata and the limits of the proposed use.

## Show source age beside observation age

Put the observation date in the same row as the value. Add the source access date separately. A page reopened today does not make an older measurement current.

If the page provides a refresh timestamp, retain its label. Do not relabel a database update as a new well visit. When time precision is unclear, preserve the displayed precision and ask for clarification.

The companion guide on [groundwater record gaps and approval flags](/articles/groundwater-gaps-approval-flags-inspection-history) explains coverage and review status. Use it before describing a sequence as a complete history.

In the job note, use explicit wording such as “observation dated” and “source accessed.” Avoid “today's groundwater” unless a qualified owner has separately established what that phrase can support.

If a customer supplies a newer observation, keep it as a separate evidence item. Do not overwrite the public record or silently combine its units and reference with the customer's report.

## Complete an inspection-question sheet

The following worksheet is an editorial preparation aid. USGS does not prescribe this inspection workflow. Replace each prompt with retained evidence or an explicit unresolved entry.

| Worksheet field | What the coordinator records | Question if unresolved |
| --- | --- | --- |
| Job reference | Internal identifier without public household details | Which authorized job needs this note? |
| Well identity | Agency, full location identifier, source URL | Have we checked the original record? |
| Measurement | Parameter code, full label, value, unit | Is this depth or elevation? |
| Reference | Land-surface reference or named datum | What reference is missing? |
| Observation age | Observation date, time, stated precision | How old is the actual observation? |
| Source age | Access time and labeled source refresh time | Are we confusing retrieval with measurement? |
| Well context | Aquifer, well depth, construction evidence | What remains unconfirmed? |
| Review status | Source approval label and qualifiers | Does a condition limit interpretation? |
| Relevance decision | Named qualified reviewer and unresolved questions | Can this reference inform the inspection? |

End with a bounded finding: “The office has documented a groundwater source reference. Relevance to the inspection remains unresolved pending technical review.” This gives the inspector a useful starting point without declaring a site condition.

Keep accepted corrections with the retained source. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes keeping working records available across repeated preparation tasks. The [foundation intelligence page](/intelligence/foundation-and-home-repair) places this reference beside other public context.

Scale With Search can scope a preparation workflow around approved sources, missing-reference checks, and an inspection-lead handoff. Describe the record you need and its review boundary.
