# Grants.gov forecasts and posted notices: decide when to prepare an application

A forecast can justify gathering existing program records. It should not, by itself, authorize a finished application or a promise to fund a project. Give each preparation task a reason, an owner, and a limit tied to the information available.

Grants.gov describes a forecast as advance information about a planned opportunity before its official funding announcement. The forecast is not guaranteed to become an announcement. That distinction supports early preparation while keeping the pursuit decision provisional. [Grants.gov Forecast Tab help, checked 2026.10.28](https://www.grants.gov/help/search-grants/forecast-tab).

For a nonprofit director, the practical question is what staff can usefully prepare before the full requirements exist. This guide proposes a staged answer. The [churches and nonprofits overview](/for/churches-and-nonprofits) covers the wider office context. Here, the deliverable is a preparation decision your grants lead can inspect.

## Read the publication stage before assigning work

Start each review with the official opportunity record. Copy its opportunity number, agency, title, status, source link, and access date. Treat the number as a reference to preserve when comparing records. A similar title is insufficient evidence that two notices belong to the same pursuit.

The synopsis summarizes a posted opportunity, including its number, dates, and applicant categories. Grants.gov directs readers from that summary to application instructions and documents in the Related Documents and Package tabs. Read those materials before approving notice-specific writing. [Grants.gov Synopsis Tab help, checked 2026.10.28](https://www.grants.gov/help/search-grants/synopsis-tab).

Keep your own decision labels separate from the official publication stage. “Preparing background records” describes your team's work. “Forecast” describes the source. Combining them into a single “active grant” label hides the distinction a director needs when allocating staff.

Ask the grants lead to write one sentence explaining the current authorization. For example: “Gather the approved program summary; application drafting waits for the posted notice.” That sentence can accompany the internal task without claiming the organization qualifies.

## Give every date its own meaning

Forecast creation guidance distinguishes estimated synopsis publication, application due, award, and project start dates. Those fields describe different planned events. Preserve the word “estimated” wherever it appears. [Grants.gov Create Forecast help, General Information, checked 2026.10.28](https://www.grants.gov/help/grantors/create-forecast).

Use separate rows for these dates in your preparation sheet. Add a source date beside each value. Leave absent values explicitly missing rather than calculating a deadline from last year's cycle. Historical dates can support a question, but your worksheet should never present them as current instructions.

Consider the following entirely fictional sequence. It describes no actual agency, program, or open funding opportunity. The dates illustrate preparation choices only.

| Reading event | Fictional source information | Proposed staff authorization |
| --- | --- | --- |
| November 3 review | Forecast SAMPLE-COMMUNITY-01 estimates a January 15 synopsis; due date missing | Gather existing program records and list unresolved requirements |
| December 10 review | Revised forecast estimates a February 12 synopsis; due date still missing | Update the review calendar and pause notice-specific writing |
| February 12 review | Posted synopsis lists an April 2 close date and links the full notice | Read the full documents and prepare a pursuit decision |

At the first review, January 15 is a date to check for publication. Do not turn it into an internal application deadline. At the second review, record the changed estimate without describing the shift as an application extension.

At the third review, reopen the complete document set. A posted summary supplies a new reading task. It does not automatically approve the budget, applicant fit, proposed activities, or staff commitment.

## Prepare material that remains useful if the forecast disappears

Use early preparation for records your organization already needs. Ask the program owner for a current mission summary, approved service description, aggregate program measures, and the person responsible for each record. Record when those materials were last checked.

Separate approved evidence from proposal language. An approved service description describes work your organization performs. A draft expansion describes a possible future project. Label each clearly before placing it in the same preparation folder.

A useful background packet might contain the following items:

- A short description of current services, with an internal owner and verification date.
- Aggregate results that the program owner has approved for external use.
- A list of existing partnerships, with permission status for any proposed reference.
- An inventory of current organizational documents, with their responsible staff roles.
- A capacity note identifying work the team could discuss and work it cannot currently support.

Choose a bounded preparation allowance before assigning the packet. For example, a director might authorize one short review meeting and collection of already approved records. This is an editorial planning example, not a benchmark for application effort.

If staff must create a new evaluation plan or obtain a partner commitment, move that task into the pursuit discussion. The work may be sensible later. The forecast alone should not make it an automatic assignment.

## Hold the parts that depend on the full notice

Keep a visible waiting list beside the reusable background packet. Put scoring-specific narratives, final project design, application forms, budget commitments, and partner promises on that list until the grants lead checks current requirements.

Use questions that identify the missing instruction. “Need more information” gives the next reader little direction. “Which activities may the project budget include?” points to a concrete reading task. Assign the question before asking someone to write around it.

For eligibility, record the applicant category and the unresolved organization-specific question separately. A broad category is a starting point for review. Ask the grants lead to compare the complete requirements with the organization's actual circumstances before recommending pursuit.

The budget needs its own pause point. Use the companion guide to [grant cost-sharing flags and budget review questions](/articles/grant-cost-sharing-flag-budget-review-questions) when a matching field appears. Keep finance approval attached to the terms finance reviewed.

The objective is a usable boundary between preparation and commitment. Staff should be able to point to the document that released a waiting task. If that document is unavailable, keep the task waiting and name the person responsible for resolving it.

## Reopen the decision when an estimate changes

Return to the fictional December revision. The director previously expected a January reading task and reserved a program meeting for that period. The revised estimate now points to February.

First, preserve the November reading in the preparation record. Then add the December reading with the changed field. Ask the grants lead which assigned tasks depend on the original timing. Do not restart unrelated background work merely because a date changed.

Next, update the internal review event. A useful entry might say: “Check the official record on February 12 or earlier if a revision arrives.” Give that event an owner and a backup. This is a suggested team cadence, not a Grants.gov notification guarantee.

Finally, tell the director whether the preparation allowance needs a new decision. If the existing packet remains current, the answer may be no additional work. If program evidence will be outdated by the revised estimate, identify only the records requiring another check.

A revision should produce a specific action or an explicit decision to wait. Avoid a generic status message that leaves old tasks and dates untouched.

## Use a preparation checklist with named owners

The following checklist is a proposed internal handoff. Complete it at each reading event. Keep blanks visible so the director can distinguish unanswered questions from completed checks.

| Checklist field | What to record | Suggested owner |
| --- | --- | --- |
| Source identity | Official link, opportunity number, agency, and title | Grants lead |
| Source version | Displayed version or update marker, plus access date | Grants lead |
| Publication stage | Exact stage shown in the official record | Grants lead |
| Date meaning | Each displayed date, its label, and whether it is estimated | Grants lead |
| Missing dates | Explicit list of absent timing information | Grants lead |
| Reusable preparation | Existing records authorized for collection | Program owner |
| Waiting tasks | Work requiring full instructions or another approval | Grants lead |
| Budget questions | Missing match terms and finance reviewer | Finance lead |
| Next review event | Date or source change that reopens the review | Grants lead and backup |
| Staff authorization | Task owner, allowance, and approving director | Executive director |

If the source displays no version, write that fact and retain the access date. Do not invent a revision number. Keep the official record separate from your internal worksheet version.

For each waiting task, include the evidence needed to release it. “Full notice read and project activities checked” is more useful than “after publication.” The former describes a completed review; the latter describes an event that may precede it.

## Move from posted summary to a pursuit meeting

At the fictional February review, ask the grants lead to assemble a reading packet rather than a finished proposal. Include the posted summary, full notice, relevant attachments, unresolved questions, and the background records already collected.

The director's meeting should answer four questions. Does the proposed project serve the mission? What terms remain unresolved? Who must review those terms? What work, if any, is authorized next?

A practical outcome is “research” when a material condition remains unclear. Record the exact question, the official source or contact to consult, and a return date. Do not let a research decision become quiet permission to draft the entire application.

A “prepare application” decision should name the current document set and internal owners. Ask finance to review the budget basis. Ask the program lead to review delivery commitments. Keep submission authority outside this preparation worksheet.

If the director defers, preserve the reason. “Staff capacity unavailable for this proposed period” gives a future reader more information than “not a fit.” Retain only the organizational detail needed to explain that decision.

## Keep the preparation history your team can reuse

Store the source readings, decisions, and corrections in records your organization controls. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains the broader value of keeping approved context outside individual conversations.

For this preparation task, a short history is enough: what the official record showed, what staff were authorized to do, and what changed. Keep donor names, participant stories, and personal account details outside the public research packet.

The [nonprofit intelligence overview](/intelligence/churches-and-nonprofits) places notice reading within a wider source-review process. This article's worksheet can be used manually. It makes no claim that your organization needs software before making a sound preparation decision.

If your team later needs help organizing source history and review handoffs, bring Scale With Search an approved sample and the responsible reviewer. Use the scope form to describe the work and its limits.
