# General contractor AI rules: data, approvals, and spend

Write the operating rules before giving an AI function access to project files. Start with one preparation job, such as a bid packet or change comparison. Name what it can read, what it can produce, and who releases the result.

A construction rule should resolve a practical question. Can this draft include an access code? Which drawing revision controls the scope? Who can accept a revised price? What happens when the function reaches its spending limit?

Use the [general contractor hub](/for/general-contractors-and-construction) to choose the office job. The controls below are a proposed business policy. State-specific legal examples remain labeled. Have the responsible business adviser establish which requirements apply to your actual records and work.

## Separate project information from protected office records

Create a data list before importing an archive. For each class, record its purpose, owner, permitted readers, approved destination, and retention rule. Keep access to the original file distinct from permission to upload it to a new service.

Use this starting boundary:

| Record | Proposed AI handling |
|---|---|
| Approved service descriptions | Permit in the chosen preparation function |
| Accepted scope and selected drawing revisions | Permit only for the named project and output |
| Customer contact and site photographs | Use the minimum approved subset after checking purpose and recipients |
| Door codes, alarm details, and key locations | Exclude from general drafting and routine receipts |
| Payroll, identity documents, and bank instructions | Keep in their established restricted systems |
| Payment-card data | Keep outside the AI preparation path |

These are operating choices, rather than a claim that every listed record has the same legal status. Add restrictions from your contracts, insurer, project owner, and applicable law before connecting a provider.

The FTC recommends collecting and keeping sensitive personal information only for a legitimate business need. [FTC information-handling guidance, checked 2026.10.26](https://www.ftc.gov/business-guidance/resources/protecting-personal-information-guide-business).

## Keep legal and licensing decisions with people

North Carolina's general-contractor statute defines covered contracting work and includes exceptions. It is a jurisdiction-specific rule. [North Carolina G.S. 87-1, checked 2026.10.26](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_87/GS_87-1.html).

Use the applicable licensing authority and current project facts when deciding who may bid or perform work. Do not ask a model to determine an exemption from a short customer description. Keep the business's accepted conclusion and its supporting source in a controlled record.

For privacy incidents, North Carolina G.S. 75-65 distinguishes businesses that own or license covered personal information from businesses that maintain it for others. It sets notification duties for a security breach within its scope. [North Carolina breach statute, checked 2026.10.26](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_75/GS_75-65.html).

Do not turn that example into a nationwide notification schedule. Name a person who contacts the appropriate adviser when an exposure is suspected. The preparation function can preserve its run identifiers. It should not decide legal notification duties or send notices on its own.

## Keep payment collection outside the drafting path

Give the AI job a payment status or approved invoice reference when needed. Do not provide a card image, card number, or security code to draft a project update. Keep payment collection in the business's authorized payment process.

PCI SSC states that card verification codes cannot be stored after authorization, including for recurring transactions. [PCI SSC FAQ 1280, checked 2026.10.26](https://www.pcisecuritystandards.org/faqs/1280/).

A practical policy is to reject payment attachments before the AI request is made. Name the office owner who handles an accidentally received file. Check prompts, temporary files, saved drafts, and logs during the response. Removing a number from the final answer alone does not verify those other locations.

Treat a request to change bank instructions as a separate, verified business action. Never let text found inside a project document become permission to change a payment destination.

## Approve exact project commitments

Separate preparation from sending, accepting, purchasing, and scheduling. Give the preparation function read access and a draft destination. Keep operational permissions with the people or systems that execute those actions.

Use this approval map:

| Output or action | Required business check |
|---|---|
| Bid readiness packet | Estimator checks source revisions and unresolved quantities |
| Customer proposal | Contractor checks scope, price, exclusions, and recipient |
| Change comparison | Project manager checks requested versus accepted work |
| Revised price | Authorized commercial approver checks the exact version |
| Progress update | Site supervisor checks observations; project manager approves send |
| Crew or supplier commitment | Responsible operations or purchasing person approves separately |

Approval should identify the project, output version, recipient, attachments, and accepted terms. If a customer changes scope after approval, return the changed draft for review. Do not reuse approval from an earlier version.

The [contractor permit FAQ guide](/articles/contractor-website-permit-faq) addresses public explanations of another boundary. Keep project-specific permit decisions with the responsible person and authority.

## Review the provider before the first upload

Record the actual service and account selected for the function. Read its current data-use terms, storage arrangements, deletion controls, and access permissions. Identify any additional services that receive the file during processing.

Ask who can change the account settings. Decide whether staff may use personal accounts. Define the approved route for project photographs and third-party drawings. A customer's approval to perform construction should not be treated as an answer to every data-sharing question.

Test the permitted source list with synthetic projects. Put a distinctive fictional fact in each project. Confirm that a run for one cannot read the other. Also test a document asking the function to ignore its rules or send files elsewhere. Treat that text as source content requiring review.

Keep the approval record with the function. Review it again before switching providers, adding attachments, or widening the source folders.

## Enforce a budget for every function

Set separate monthly limits for bid preparation, scope comparison, and reporting. Name the budget owner and the person receiving alerts. Include the model calls, document processing, and any other metered component within the scope you are measuring.

Before a run starts, check whether its permitted maximum cost fits inside the remaining budget. Reserve that amount so simultaneous runs cannot each spend the same balance. Reconcile the reservation against actual charges when the run finishes.

Set limits on document size, output size, repeated attempts, and batch size. Stop rather than repeatedly retrying a file with missing pages. An alert is useful, but the system also needs an enforced stop at the limit.

Each receipt should show project identifier, function, source versions, model, attempts, actual or pending cost, output location, and approval state. If billing data arrives later, label the amount pending. Do not present an estimate as a reconciled charge.

Keep sensitive content out of receipts. A cost report needs enough reference information for an authorized reviewer to investigate. It does not need the customer's access instructions.

## Rehearse rejection, correction, and shutdown

Test a superseded drawing, a missing scope page, an unapproved price, a forbidden attachment, and an exhausted budget. Each case should end with a useful blocked record and a named next owner.

Correct a project fact in the controlling source and run the function again. Confirm that the corrected version appears in the new output. Then test the approval step with a changed recipient and a changed attachment. Both changes should require another review.

Finally, pause the function and confirm no new calls start. Teach the office how to find pending drafts and continue the work manually. Keep incident response and any required records available while processing is stopped.

[AI systems](/ai-systems) describes the owned record, review method, and spend receipts. Bring Scale With Search one construction function through the [written scope form](/work). Include the records it must never read and the person who approves its result.
