# Write a freelance SEO proposal that diagnoses the problem before it names a price.

Many SEO proposals fail for the same reason. They list what the freelancer will do (keyword research, content work, link building) without showing why it matters or what the client gets. The prospect reads three such proposals, compares prices, and picks the cheapest.

A proposal that wins does a different job. It diagnoses the client's specific gaps and prescribes a plan for them. It justifies the cost with the client's own numbers. Its terms leave little to negotiate. This article builds that proposal section by section, then covers the format, the follow-up, and the mistakes that lose deals.

Write the proposal after a discovery call, never before. Without the prospect's business, goals, budget, and timeline, a proposal is a guess, and guesses rarely close.

## Use seven sections

A weak proposal reads like a resume: "Here is what I offer." A strong one follows problem, solution, and value: "Here is your problem, here is how I solve it, here is why it is worth the cost." Keep the whole document to 8 to 12 pages, and move extra data to an appendix.

### Section 1: summary

The prospect decides in the first 100 words whether to read on. State four things:

- the client's main problem, from the discovery call;
- your solution in one sentence;
- the expected result, quantified where you can;
- the timeline and the fee.

An example with placeholders for the figures from your discovery:

> [Company] gets [12]% of leads from organic search. Comparable B2B SaaS companies you named as competitors get [30 to 40]%. At your average deal size, closing half that gap is worth about [amount] in annual pipeline.
>
> I propose a 12-month program: pages for high-intent comparison and alternative searches, technical fixes that remove crawl waste, and link building from SaaS publications. On comparable engagements, organic leads grew [range] within 9 to 12 months.
>
> Timeline: 12 months. Fee: [monthly retainer] and [one-time setup fee].

It names the problem, sizes the opportunity, prescribes specific work, sets a realistic timeline, and states the price. There are no surprises later. Use only benchmarks and past results you can source.

### Section 2: current-state analysis

This section proves you did the homework. Draw it from GA4, Search Console, and a quick audit:

**Traffic:**

- organic sessions: [4,200] a month;
- organic conversion rate: [2.1]%, against [the benchmark you can source];
- top landing pages: home page [40]%, one blog post [15]%, one product page [12]%.

**Rankings:**

- [180] keywords in positions 1 to 50;
- [85]% of them informational;
- missing high-intent terms: "best [product] for [use case]," "[competitor] alternative," "[product] vs [competitor]."

**Technical findings:**

- mobile Largest Contentful Paint of [4.2] seconds against Google's 2.5-second threshold;
- [37] crawl errors in Search Console, from broken links and 404 pages;
- no structured data on product pages.

**Content gaps:**

- competitors have [15 to 20] comparison pages, and the client has [2];
- no pages for the main use cases.

**Link profile:**

- Domain Rating [28], against a competitor range of [45 to 55];
- [420] referring domains, against [800 to 1,200];
- little coverage in industry publications.

Compare every figure with a benchmark or a competitor. Each line should say, in effect, "this is where you lose." The [keyword gap analysis guide](/articles/keyword-gap-analysis) covers how to find the missing terms.

### Section 3: strategy

Prescribe the work that fixes the problems in Section 2, in phases.

**Phase 1, foundation (months 1 to 3):**

- *Keywords:* target 40 to 50 high-intent comparison, alternative, and "vs" terms with moderate competition, such as "best invoicing software for contractors" or "[competitor] alternative for small business."
- *Technical:* fix the [37] crawl errors, bring mobile LCP under 2.5 seconds, add Product markup, and point internal links at commercial pages.
- *Content:* publish two or three comparison or alternative articles a month, each with original research, feature tables, and a clear call to action.
- *Links:* run a digital PR campaign to SaaS and marketing publications. Target 8 to 12 links from sites rated DR 50 or higher.

**Phase 2, growth (months 4 to 9):**

- *Keywords:* add 60 to 80 mid-funnel terms: how-to guides, best practices, and use cases, such as "how to choose invoicing software" or "invoicing software setup checklist."
- *Content:* four or five articles a month, including cluster pages that link to the high-intent pages.
- *Links:* 12 to 15 a month through guest articles, podcast appearances, and partnerships.
- *Conversion:* test headlines, calls to action, and form length on landing pages to lift the organic conversion rate toward the benchmark.

**Phase 3, scale (months 10 to 12):**

- *Programmatic pages:* templates for integration pages, "[product] + [integration]," to reach long-tail searches.
- *Advanced links:* pitches to major technology and industry outlets.
- *Monitoring:* a monthly competitor review for new opportunities and threats.

Be specific. "We'll do keyword research" says nothing. "We'll target 45 comparison keywords such as 'best invoicing software for contractors,' because buyers searching them are choosing a product" says what and why.

### Section 4: deliverables and reporting

Define exactly what the client gets each month. This is your main defense against scope creep.

**Monthly deliverables:**

- 3 or 4 written, optimized articles on priority keywords;
- 8 to 12 earned links from sites rated DR 40 or higher;
- technical monitoring and fixes;
- on-page work on 5 to 10 existing pages;
- a Looker Studio dashboard of traffic, rankings, and conversions.

**Communication:**

- a weekly five-minute Loom video: what was done and what comes next;
- a monthly strategy call of 30 to 45 minutes;
- email or Slack support with a 24-hour response for urgent issues.

**Tools the client can see:**

- Ahrefs or Semrush for rankings, links, and competitors;
- GA4 for traffic and conversions;
- Search Console for performance and indexing;
- Screaming Frog for audits.

**Measures:**

- organic traffic month over month and year over year;
- ranking movement in positions 1 to 10, 11 to 20, and 21 to 50;
- new referring domains;
- organic conversions such as leads, signups, demos, or purchases.

### Section 5: fee and terms

Present the price so that it is clear, justified, and hard to renegotiate.

**Monthly retainer:** [fee]. It covers everything in Section 4, email and Slack support, and monthly reporting and planning.

**One-time setup fee:** [fee]. It covers:

- a full technical audit: crawl, speed, and structured data review;
- keyword research and competitor analysis for 100 or more target keywords;
- a 12-month content strategy and editorial calendar;
- GA4 and Search Console configuration.

Show the first-month total (retainer plus setup) and the monthly amount for months 2 to 12, so the client sees the full commitment.

**Payment terms:** invoiced on the first of the month, due within 15 days; card or bank transfer; first month and setup fee due before work starts.

**Contract length:** 12 months, because SEO results take 6 to 9 months to show. Either party can end the contract with 60 days' notice after month 6. The contract becomes month-to-month after the first term.

**Not included:** emergency website fixes unrelated to SEO (quoted separately), content beyond the agreed volume (priced per article), and paid advertising.

### Section 6: proof

Answer the unspoken question: "Will this work?"

Include one or two case studies from a similar industry, business model, or problem. Add testimonials with specific results, and credentials. A case study structure with placeholders:

> **Client:** [type of company, anonymized if needed].
> **Challenge:** crowded market; organic traffic flat at [3,500] sessions a month; [8]% of leads from organic.
> **Approach:** high-intent comparison content, topical clusters around use cases, and links from industry publications.
> **Results:** organic sessions from [3,500] to [14,200] a month in [10] months; organic share of pipeline from [8]% to [38]%; [18] high-intent keywords in positions 1 to 5.
> **Testimonial:** "[Client's own words about the result]" [Name, title, company]

Then add a short credentials block. List years of experience and specialties, publications, certifications, and your average client tenure. Use only facts you can support. ### Section 7: next steps

Make yes easy.

1. **Review:** "If you want to discuss or adjust scope, book a 30-minute call: [link]."
2. **Sign:** "I will send the agreement through PandaDoc for e-signature."
3. **Pay:** "The first month and setup fee are due before kickoff, by card, bank transfer, or wire."
4. **Kick off:** "Within a week of signing, we hold a 60-minute kickoff to confirm strategy, priorities, and access."
5. **Start:** "I begin with the technical audit and keyword research. Your first update arrives within 7 days."

Add the dates: "If you sign this week, work begins on [date]. Expect early movement in rankings and traffic by month 3 or 4, and a positive return by month 6 to 9." A start date tied to the signature gives the prospect a concrete reason to decide.

## Deliver it in a format that can travel

Avoid a raw word-processor file. It looks unfinished and is hard to pass around inside the client's company.

- **PDF:** the most common format. It is polished, shareable, and fixed. Design it in Canva, Figma, or Adobe InDesign.
- **Interactive proposal:** Proposify, PandaDoc, or Better Proposals create tracked, e-signable proposals. You see when the prospect opens it, how long they read each section, and whether they share it.
- **Google Doc:** faster and less polished, and useful when the client wants to negotiate terms in the document.

Use headings and short lists, not walls of text. Add visuals: GA4 charts, ranking tables, and page mockups. Use your brand colors and logo. If you send a PDF, DocSend can track opens and time per page.

## Follow up four times, then stop

Many deals die in the follow-up, not in the proposal.

1. **Day 1, send:** "Here is the proposal we discussed: the current-state analysis, the strategy, the deliverables, and the fee. I can talk this week if useful: [calendar link]."
2. **Day 3:** "Following up on Monday's proposal. Have you had a chance to review it? I can answer questions or adjust the scope."
3. **Day 7:** "Checking in on the proposal. If the timing is wrong or priorities changed, tell me and I will close the loop."
4. **Day 14, last:** "I haven't heard back, so I'll assume this isn't a priority now. If that changes, get in touch. I'll keep your audit findings on file for six months."

After four contacts, stop. A prospect who does not answer is not interested, is not the decision-maker, or has no budget.

When a prospect asks to change scope or price, treat it as a negotiation, not a rejection. Change the scope, not the rate: "I can lower the retainer if we reduce content from four articles to two and links to six a month. Would that work?"

## Avoid five mistakes

**Services without context.** "I'll do keyword research, on-page work, link building, and reporting" says nothing. "I'll target 45 comparison keywords such as 'best invoicing software for contractors,' optimize your product pages for them, and earn links from SaaS publications" says what and why.

**Vague timelines.** "Results appear within a few months" invites doubt. "Ranking movement by month 3, measurable traffic growth by months 4 and 5, and a positive return by months 6 to 9" sets expectations you can be held to.

**A price without justification.** A bare fee invites comparison with the cheapest competitor. List what the fee buys: four articles, ten links, technical work, and reporting, with senior attention and no account-manager layer.

**No proof.** "I have six years of experience" proves nothing. "In the past 18 months, I helped three SaaS companies grow organic leads. Here is one in detail" does.

**A weak close.** "Let me know if you're interested" stalls. "If you're ready, sign the agreement here and we'll kick off within seven days" moves.

Include the fee in the first proposal. A missing fee leaves the budget question open and stalls the decision. The exception is a complex enterprise deal where scope discovery must come first.
