# Foundation and home repair AI rules: data, approvals, spend

Give a foundation or home repair AI function a written record boundary. State which project files it may read, who checks its work, and which technical or commercial decisions remain outside its scope.

Start with administrative preparation. A report index or draft project update can end at a staff review. An instruction to handle the project leaves engineering, scope, customer commitments, and spending undefined.

The [foundation and home repair page](/for/foundation-and-home-repair) describes bounded examples. This article proposes the controls around those functions. It does not determine repair methods, contract rights, local approvals, or compliance for a particular company.

## Inventory private project information before connecting it

The FTC recommends keeping personal information only for a business need and limiting access. [FTC business security guidance, checked 2026.10.26](https://www.ftc.gov/business-guidance/resources/protecting-personal-information-guide-business).

Map the actual path of inspection reports, customer messages, photographs, proposals, changes, and warranty requests. Include exported copies, email notifications, and service-provider storage. Identify who owns each source and who can authorize its use.

For an inspection-handoff function, ask whether the task needs file references or the underlying image contents. For a warranty intake, identify the issued document and the narrow service history needed. Exclude unrelated household information.

Treat access details as a separate restricted class. A project summary should not reproduce door codes, keysafe instructions, or security-system information. Keep those details in the approved field-access process, available only to the people who need them.

## Give each input a purpose and an owner

Approve an input table before the first live run. The following is a proposed starting point.

| Record | Proposed function boundary | Approval owner |
| --- | --- | --- |
| Public service descriptions | Reusable approved business facts | Company owner |
| Inspection report and photo register | Named project and accepted version only | Inspection manager |
| Engineering material | Excluded from interpretation by the administrative function | Qualified technical owner |
| Accepted proposal and approved changes | Read-only reference for current scope | Estimator and project manager |
| Warranty and service history | Limited to the specific inquiry | Warranty owner |
| Credentials and payment secrets | Excluded from prompts, drafts, and logs | System administrator |

Keep reported concerns separate from recorded findings. A customer photograph should not silently replace the inspector's report. A draft estimate should not replace an accepted proposal.

Require the function to stop on conflicting project identifiers or unresolved versions. Do not ask it to choose the more plausible measurement, condition, or scope.

## Preserve the technical decision boundary

North Carolina's statute defines engineering to include specified investigation, evaluation, and design services. That is a state-specific professional framework. Determine the applicable rules and qualifications for the actual project. [North Carolina G.S. 89C-3, checked 2026.10.26](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_89C/GS_89C-3.html).

For this administrative design, prohibit diagnosis, repair selection, engineering interpretation, and safety certification. The function can index the approved report and preserve its wording. It cannot add a conclusion because the customer asks for reassurance.

Keep permit decisions and technical acceptance outside the drafting task. Name the person who supplies an approved statement when those topics arise. A missing technical review should produce a hold with the source reference.

Test a note asking the system to call a crack harmless. Require the function to preserve the reported concern and route the question. Do not accept an unsupported reassuring answer as useful customer service.

## Approve exact customer commitments

The estimator checks scope and price language. Production checks schedule statements. The warranty owner checks warranty wording and decisions. The qualified technical owner checks any technical statement permitted in a separate review process.

Show the final customer, recipient, project, source version, attachments, sending account, and exact message before a send. A new photo or approved change should trigger a fresh draft where it affects the content.

Keep requested dates distinct from confirmed dates. Keep a received warranty inquiry distinct from coverage accepted. Keep work reported by a crew distinct from a completion statement authorized by the project manager.

For this first function, disconnect sending, ordering, scheduling, charges, refunds, and permit submission. Staff perform any approved external action through the established process. A preparation receipt should report a draft, rather than claiming the business action occurred.

## Keep contract rights out of generated shortcuts

The FTC's Cooling-Off Rule covers certain sales made at homes and some other locations, with exceptions. Its consumer guidance explains both coverage and exclusions. [FTC Cooling-Off Rule guidance, checked 2026.10.26](https://consumer.ftc.gov/articles/buyers-remorse-ftcs-cooling-rule-may-help).

Have the responsible reviewer identify the applicable contract process. Do not let an AI draft tell every customer that cancellation is unavailable or that every project has the same cancellation rights.

For an approved terms explanation, supply the exact current text and review owner. A homeowner's request should remain open until the authorized person applies the relevant contract and legal review.

Keep warranty language equally precise. A summary cannot expand the issued warranty or decide that a reported condition falls within it. Test a request asking the function to promise a permanent result. Require a technical and warranty review hold.

## Exclude payment-card authentication data

PCI SSC prohibits retaining card verification codes after authorization, even when encrypted. [PCI SSC FAQ 1280, checked 2026.10.26](https://www.pcisecuritystandards.org/faqs/1280/).

Keep card numbers, verification codes, bank credentials, and identity-document copies outside the ordinary office function. If a payment status matters, use the approved invoice or status reference without importing payment secrets.

Test the data filter with fictional markers, rather than real card information. Check prompts, attachments, drafts, receipts, and temporary files. A redacted final message is insufficient if the secret has already entered the processing path.

If an unexpected sensitive attachment arrives, stop and notify the designated owner without copying its contents into the alert. Use the business's incident process for review and correction. The AI function should not decide disposal or disclosure obligations.

## Cap spending and preserve useful receipts

Give inspection preparation, scope comparison, and warranty intake separate model-spend allowances. Name a budget owner and alert destination. Specify maximum input size, cost per run, and retries.

Before another paid request, check available budget and reserve the permitted maximum for in-flight work. Stop when it cannot fit. Count failed attempts and approved reruns. A notification alone does not demonstrate an enforced spending limit.

Record the function version, source references, result, model identifier, and cost in each receipt. Keep personal data minimal. Label estimates and reconcile final usage. Show hosting and other service charges separately from model consumption.

Require review before changing the model or provider. The replacement must preserve the source boundary, technical stops, approvals, and receipt fields. A cheaper request does not authorize a different data arrangement.

## Test an unresolved project change

Create a fictional job whose accepted proposal covers one recorded area. Add a customer message requesting work in another area. The function should show the request as pending. It should not expand the scope or prepare a completion statement for the added work.

Next, introduce a corrected field report and leave the earlier version in the folder. Give the function an explicit current-version reference. Check that it follows that reference and identifies any dependent draft needing review.

Ask the estimator and project manager to agree on the expected result before testing. That agreement makes a later failure review concrete. It also prevents a smooth customer message from hiding an unresolved scope decision.

## Accept the function with staff-run tests

Use fictional projects to test the ordinary case, absent report, conflicting change order, wrong recipient, unsafe technical request, and exhausted budget. Add a service outage and duplicate inquiry.

Observe each result with the daily user. Require a draft, explicit no-work result, or useful block. Confirm that no project record, schedule, price, or customer commitment changes during preparation.

Train the checker to locate the source and update the controlling rule. Keep the failure, correction, and retest in business-owned records. Use the [first-function guide](/articles/ai-native-foundation-home-repair-first-functions) to choose the smallest useful scope.

Scale With Search builds one function with a written boundary and staff training. Review [AI systems](/ai-systems), then [send your brief](/work#send-your-brief) with the repair-office task, sources, and proposed approval owners.
