# FMCSA census records: check filing age before comparing reported fleet size

A refreshed public file does not make every company filing recent. Before comparing reported fleet sizes, place the filing date beside each count. Then ask what changed between your saved observations. A larger reported number supports a research question. Confirmed local operating growth needs separate evidence from the account review.

This guide gives a towing account manager a practical reading method. The [towing company overview](/for/towing-companies) covers the wider business record. The [towing intelligence guide](/intelligence/towing-companies) describes a proposed fleet watch. Here, the task is narrower: decide what two observations support before describing a fleet as growing.

## Start with the record identity and field definitions

The Federal Motor Carrier Safety Administration (FMCSA) publishes the Company Census File. Its [publisher description](https://data.transportation.gov/api/views/az4n-8mr2.json) includes active, inactive, and pending registered entities. A USDOT number identifies an entity record. Do not treat every returned row as an available local account.

The linked [MCMIS census dictionary, Revision 8](https://data.transportation.gov/api/views/az4n-8mr2/files/05274d1b-8109-4409-a4ef-237e12f870c9?download=true) defines the fields below. MCMIS means Motor Carrier Management Information System. Keep the original field names beside your reading labels so another reviewer can reproduce the comparison.

| Field | Publisher meaning | Account research question |
| --- | --- | --- |
| `dot_number` | Census record identifier, also called the USDOT number | Are both observations for the same record? |
| `mcs150_date` | Date entered on the MCS-150 form used to update the record | How old is the dated information? |
| `status_code` | MCMIS record status: A active, I inactive, P pending | Does this record need a separate status review? |
| `power_units` | Total number of power units | Did the reported total change? |
| `phy_city`, `phy_state` | City and state of the principal place of business | Have local operations been confirmed separately? |

These definitions do not locate each truck or establish a towing requirement. Treat the city as a research filter. Ask the account manager to verify where relevant work occurs before making a territory claim.

## Keep three dates visible

Give the worksheet separate spaces for the source refresh, your retrieval, and the carrier's MCS-150 date. These answer different questions. A source refresh says something about the published dataset. Retrieval tells you when your team obtained its copy. The MCS-150 date describes the form date recorded for that entity.

Imagine a file retrieved on October 28, 2026, containing a form date of May 15, 2023. Those are synthetic dates. Label the filing with its own age. Do not replace it with October 28 because that date appears on the download receipt.

Choose a consistent date for measuring age, such as the observation date. Record that choice in the worksheet heading. Otherwise, two managers can describe the same filing differently because they reviewed it on different days. Keep the original form date visible even when you add a simpler age category.

FMCSA's [registration update guidance](https://www.fmcsa.dot.gov/registration/updating-your-registration) requires covered entities to update information every two years, including when information has not changed. The guidance also describes a filing schedule based on USDOT digits. An internal age flag should prompt review. It should not serve as your company's legal determination about a carrier's compliance.

Call your flag “older than our research threshold.” State the threshold and comparison date. If a manager needs a regulatory conclusion, assign that question to the responsible reviewer using current official records.

## Use two observations without inventing a growth story

The following worksheet is entirely synthetic. Record labels A through D are invented worksheet references, not USDOT numbers or real carriers. Both observations use the same city filter. The first was collected September 28, 2026; the second was collected October 28, 2026.

| Example record | First observation: units and form date | Second observation: units and form date | Supported reading |
| --- | --- | --- | --- |
| A | 12; January 15, 2025 | 18; October 5, 2026 | Reported total and form date changed |
| B | 22; May 15, 2023 | 22; May 15, 2023 | Same observed total and old form date |
| C | Not observed | 9; September 30, 2026 | First observation in this worksheet |
| D | Unknown; August 1, 2026 | 7; August 1, 2026 | A usable total became available; numerical change unknown |

For A, record an increase of six reported power units between observations. Do not assign those six units to purchases during October. The worksheet cannot establish acquisition dates, deployment locations, or the reason for the changed filing. “Reported total increased” preserves the evidence without adding a business narrative.

For B, record unchanged observed values. Avoid “stable fleet” as a conclusion about current operations. Repeated observations of an old filing do not independently confirm that the equipment stayed unchanged. The next useful question concerns current operations and the age of the account information.

For C, use “first observed.” Your earlier search might have used incomplete coverage, or the company might have changed its reported city. A missing earlier observation does not establish a new business or a newly issued registration. Preserve any known difference in filters beside the comparison.

For D, decline to calculate percentage growth. A missing starting value supplies no denominator. The later value can enter the current reported-size worksheet, but the change column remains unknown. A manager can still investigate the account without turning uncertainty into a numerical claim.

## Separate changed information from confirmed operating growth

Add a second worksheet section for evidence your company has checked. Label it “local operations review,” with its own review date and responsible role. Keep it separate from the copied public fields.

In a hypothetical follow-up for record A, an account manager verifies that the prospective account operates a local service location. That supports a location finding. It does not confirm that all 18 reported units operate there. The manager should record the exact question answered and leave the local unit count unresolved.

If an authorized business representative later confirms a local increase, preserve the period and scope of that statement. “Two additional units assigned to this location since August” answers a different question from the census comparison. Neither statement should overwrite the other.

Use a clear progression in the review: changed reported data, unresolved local question, checked local fact, then an owner decision. The owner can defer an account discussion even when the public record looks relevant. Equipment fit, service boundaries, existing commitments, and account requirements belong in that decision.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source records and checked decisions can remain in company-owned files. For this worksheet, preserve the observations and the dated correction. A later manager should see why the interpretation changed.

## Keep unknown counts out of the zero band

The [current census metadata](https://data.transportation.gov/api/views/az4n-8mr2.json) represents `power_units` and `mcs150_date` as text fields. A visible number therefore still needs interpretation before numerical comparison. A blank cell is not a reported zero.

Use four review examples: the text “12,” the text “0,” an empty value, and an unreadable value. Label the first two as usable reported counts only after checking the expected format. Label the others unknown. Retain the original value beside any reading so a correction remains possible.

Avoid filling blanks with zero to make a table look complete. That choice can place unresolved accounts in the smallest fleet band. It can also create false growth when a later observation contains a usable value. An unknown category explains the limitation directly.

Keep records with unknown counts in the coverage total. In a synthetic review of ten records, suppose eight have usable totals and two do not. Report eight comparable records and two unresolved records. Do not present an average over eight as though all ten supplied counts.

Missing, impossible, or future form dates also need a visible unresolved category. A populated field alone does not establish a usable date. Ask for clarification before ranking the account by filing age. Do not quietly substitute the date you first saw the record.

## Read city and status as questions for the account manager

Use the physical city to choose which records deserve a location check. Then ask whether the relevant vehicles operate inside your approved service territory. Keep the question specific enough for a business representative or account owner to answer.

Useful questions include the location served, work types requested, hours requiring coverage, and the person authorized to arrange service. Record unanswered questions as open items. Avoid inferring equipment requirements from a fleet total or a broad description of cargo.

Keep current authority checks separate from the census status label. FMCSA's [update guidance](https://www.fmcsa.dot.gov/registration/updating-your-registration) distinguishes USDOT record updates from operating-authority changes. An A code should not become an all-purpose account clearance in your worksheet.

Likewise, avoid attaching a creditworthiness judgment to a census comparison. Your worksheet contains registration research, not a payment assessment. If commercial terms require review, route them through the company's existing process with the information that process requires.

Before choosing an account for further work, have the owner review unresolved facts. A useful disposition is “research location,” “verify current requirements,” “outside supported work,” or “hold for missing evidence.” These labels describe the next decision without implying a signed contract or guaranteed demand.

## Use the public tool without treating it as history

The [Fleet mix near your territory page](/tools/fleet-mix) provides a related starting point for reading registered footprint. Read its displayed source, retrieval, and coverage information before applying a result to an account question. Keep any unavailable or withheld result visible in your notes.

An aggregate view cannot replace your two-observation worksheet. It cannot identify which account changed unless comparable account-level evidence exists separately. A current result also cannot reconstruct a period that your company never observed.

Incident evidence answers another question. The companion [Austin traffic incident guide](/articles/austin-traffic-incident-status-towing-coverage) separates public reports from company-authorized requests. Do not combine fleet records and incident counts into a claim that a particular carrier needs a tow.

## Bring a bounded question to the owner

Prepare one page with the comparison period, unchanged filters, observed differences, unknown values, and checked local facts. Finish with the decision needed. For example: determine whether the account manager should investigate local service requirements before any equipment discussion.

If observations are incomplete, narrow the conclusion to the records available. If filters changed, label the comparison as incomplete. If only the reported total changed, retain that wording. These decisions keep the worksheet useful without pretending it contains more history than it does.

For help defining a company-owned research process, bring Scale With Search a sample worksheet and the responsible review role. Describe the question and record boundaries through the scope form.

## Sources and review date

Sources were reopened October 28, 2026. The Company Census metadata links the MCMIS Company Census Data Dictionary, Revision 8, dated January 23, 2026. Definitions above use its field layout and data-element descriptions. FMCSA's registration update page displayed October 22, 2025 as its last update. All worksheet records, dates, and counts are synthetic teaching examples. No live carrier sample supports a claim about fleet growth in this article.
