# Flood zone maps on real estate neighborhood pages

For your real estate website, use a flood zone map as a sourced neighborhood resource with an address-check route. Show the map's status, effective date, legend, and official source beside it. Place a buyer or seller contact option nearby, with the selected property and question visible before submission.

FEMA's National Flood Hazard Layer (NFHL) combines effective digital flood maps with Letters of Map Revision. Its coverage extends to areas with digitized maps. [FEMA's products and tools overview](https://msc.fema.gov/portal/resources/productsandtools).

Treat the following requirements as a website brief. Choose the display you can maintain, then test the source links and inquiry path before accepting it.

## Choose between an official link and a website layer

Start with a readable flood-information section and a link to FEMA's address search. Explain what the visitor should enter. FEMA accepts an address, place, or coordinates and provides map products for the selected location. [FEMA's address search](https://msc.fema.gov/portal/search).

Keep that route available even if you commission an interactive layer. Do not require a contact form before visitors can reach the official source.

For a static illustration, record the source, map extent, date, legend, and display permission. Label it as a dated illustration. Keep its source link outside the image so visitors can check the current information.

For an interactive component, ask your developer to specify the flood data, background map, address lookup, and failure behavior separately. Confirm usage terms and required credit for each source before approving the build.

FEMA publishes an NFHL map service with separate availability, FIRM panel, revision, amendment, and flood hazard zone layers. The service supports map export and identification operations. These are available technical building blocks, not proof that a proposed website component works. [FEMA's NFHL service directory](https://hazards.fema.gov/arcgis/rest/services/public/NFHL/MapServer).

Ask the contractor to demonstrate the chosen layers in your intended area. Keep a missing-data result distinct from a successful lookup.

## Keep the neighborhood outline separate from the flood layer

Label your neighborhood boundary and explain its source. Give the flood overlay its own legend and controls. Require visitors to distinguish the guide area from the mapped flood information.

FEMA's Flood Hazard Zones layer contains polygon features with both a zone field and a zone-subtype field. Its renderer distinguishes categories such as annual-chance flood hazards and regulatory floodways. [FEMA's flood hazard zone layer](https://hazards.fema.gov/arcgis/rest/services/public/NFHL/MapServer/28).

Require the developer to preserve the source category and subtype. Reject a display that reduces every category to an unexplained shaded area. Keep the neighborhood name visible when visitors turn the flood layer off.

Avoid assigning one flood designation to an entire neighborhood from a single selected point. Ask for a location check when discussing a particular home. Show the selected address and let visitors correct the pin before using it as inquiry context.

Keep property outlines and building locations separately sourced if you include them. Ask the contractor to explain positional uncertainty near a flood boundary. Hold a disputed location for source review instead of guessing from a broad map view.

## Publish map status and dates beside the result

FEMA distinguishes preliminary, pending, effective, and historic products. Preliminary data can change. Pending products await their effective date. Historic products have been superseded. [FEMA's map-status definitions](https://msc.fema.gov/portal/resources/productsandtools).

Use the effective source for the main layer. If you add proposed changes, give them a separate control and explicit status. Keep comparison views clearly labeled when visitors switch between them.

Use this proposed source record in the build brief:

| Field | What to record and display |
| --- | --- |
| Publisher and dataset | FEMA, the exact product or service, and its source URL |
| Product status | Effective, preliminary, pending, or historic, as reported by the source |
| Map panel | Panel identifier and its effective date for the selected location |
| Applicable changes | Relevant revision or amendment references, with their own effective dates |
| Website data date | Retrieval date for a stored extract or illustration |
| Website review | Date checked and the person responsible for repeating the check |
| Coverage or failure | Available result, unavailable data, or service error |

FEMA's FIRM Panels layer includes panel identifiers and an effective-date field. Require the developer to obtain the date from the applicable panel. [FEMA's panel-layer fields](https://hazards.fema.gov/arcgis/rest/services/public/NFHL/MapServer/3).

Keep the panel's effective date separate from the website's retrieval and review dates. If the displayed area crosses panels, identify each applicable date instead of presenting one unexplained date for the whole neighborhood.

Letters of Map Change can revise or amend information without republishing the FIRM. FEMA advises checking the letter's own effective date, even when it appears under Effective Products. [FEMA's change-document guidance](https://msc.fema.gov/portal/resources/productsandtools).

Ask the reviewer to check the relevant source documents when the map and a supplied letter appear to disagree. Record unresolved differences before publishing a property-specific explanation.

## Explain the limits in ordinary page text

FloodSmart states that every zone carries some flood risk. It also distinguishes undetermined risk from an absence of risk. [FloodSmart's flood-zone explanation](https://www.floodsmart.gov/flood-zones-and-maps/what-is-my-flood-zone).

Use that distinction when reviewing page copy. Reject labels such as “flood-free” or “safe from flooding” based on an unshaded result. Describe unavailable coverage as unavailable coverage. Keep an empty response from becoming a reassuring label.

Put the source explanation, dates, and official lookup link outside the interactive map. Require a readable text result and a contact option when the layer fails. Add labels or patterns so color does not carry the full meaning.

Keep the contact invitation within your real estate services. Invite questions about a selected home or the documents needed for further review. Avoid turning the website result into an insurance quote or a final property determination.

FloodSmart directs readers to the Map Service Center or a local floodplain administrator for map information. It directs insurance-cost questions to an insurance agent. Link those next steps where relevant to the visitor's question. [FloodSmart's map and insurance FAQs](https://www.floodsmart.gov/flood-zones-and-maps/what-is-my-flood-zone).

## Carry the selected property into the inquiry

Place the contact option beside the map explanation. For a buyer, invite a question about a selected property. For a seller, invite a question about preparing the home's website information and supporting documents.

Request only the context your receiving agent needs. Let visitors review the address, neighborhood, question, source page, and map reference before sending. Keep a seller's corrected address separate from an earlier map selection.

If you retain the displayed zone in the message, identify it as website map context with its source and date. Ask the recipient to verify it before using it in a property-specific answer.

Name the receiving destination in the brief. Arrange a labeled test from the neighborhood page through the form to that destination. Compare the received address and question with the submitted values. Repeat after changing the selected property to catch stale context.

Count received buyer and seller inquiries separately from map interactions. Record their stated questions. Keep the cause of an inquiry unknown when you cannot establish it. Do not describe a map selection as a qualified buyer, a listing appointment, or a completed sale.

## Require evidence before accepting the page

Agree on checks before work begins. These are proposed acceptance tests, not results from an implemented component.

| Check | Required result |
| --- | --- |
| Source comparison | Displayed geometry and labels agree with the selected FEMA source at the reviewed location |
| Panel and dates | The selected location shows its panel, effective date, and any relevant change references |
| Status change | Preliminary or pending information stays labeled when toggled or shared |
| Boundary selection | The address and pin can be reviewed; an ambiguous result remains unresolved |
| Missing coverage | The page explains the gap and retains an official lookup route |
| Service failure | Source text and contact options remain available without the layer |
| Phone and keyboard | Visitors can reach controls, text results, source links, and the form |
| Buyer inquiry | The agreed destination receives the correct property context and question |
| Seller inquiry | The agreed destination receives the seller's confirmed or corrected address and question |

Save the checked source, page address, date, and failure evidence. Leave a failed row open until the repair passes a repeat check.

Assign a maintenance owner before handoff. Recheck stored data, public labels, source links, and inquiry delivery after a map revision or component change. Keep old illustrations visibly dated until they are replaced or removed.

## Bring the flood resource into the website brief

Bring your website address, neighborhood pages, selected FEMA sources, proposed display, maintenance owner, and intended inquiry destination. Include the acceptance table and unresolved source questions.

Use the [$2,000 whole website fix for real estate agents](/for/real-estate) to scope the page and its inquiry path. Confirm the flood component and acceptance checks in writing before treating custom integration as agreed work.
