# Fixed-price AI builds vs hourly AI work

Compare fixed-price AI builds and hourly AI work by asking what is known before work starts. Use a fixed price when you can define the function and its acceptance checks. Consider bounded hourly investigation when a specific unknown prevents that definition.

Neither label tells you whether the purchase is useful. Read what the price covers, what the buyer provides, and how additional work is authorized. Compare proposals for the same function before comparing their totals.

This guide provides a purchasing framework. It does not supply market rates or predict which arrangement will cost less for your business.

## Define the two arrangements in the proposal

For this comparison, a fixed-price build means a stated price for a defined result under written assumptions and exclusions. An hourly engagement means paying for authorized time under the agreement's billing rules.

Ask the supplier to confirm its own terms. A proposal may combine a fixed discovery stage, hourly investigation, a fixed build, and separate ongoing support. Label each part rather than treating the entire relationship as one pricing model.

Keep payment timing separate from price structure. A fixed price can have a particular payment schedule. Hourly work can require advance payment. Read the actual terms instead of assuming either model includes milestones, credit, refunds, or a trial.

## Start with the function, rather than the estimate

Describe one job with an input, output, reviewer, and stopping point. An illustrative example is preparing an internal weekly summary from approved project updates. Keep sending or publishing outside the scope unless expressly included.

List what your business already knows: the current template, authoritative sources, expected volume, and owner of each approval. Then list unresolved questions. Ask the supplier to separate questions it can resolve during normal delivery from unknowns that need investigation first.

Use the [build acceptance guide](/articles/what-a-build-acceptance-list-contains) to describe completion. If the proposed output cannot be checked, revise the scope before asking a supplier to defend its estimate.

## Use a fixed price for a bounded result

Consider a fixed build when both parties can describe the function, identify the source material, and agree on representative checks. Write the assumptions next to the result.

Ask what happens if the supplied files differ from those assumptions. For example, the proposal might assume one approved report template. If your business later requests different formats for several departments, establish whether that is additional work.

Look for a price that covers the complete agreed function, including tests, operating instructions, and training. Do not assume these are included because the proposal says implementation. Have the supplier state each deliverable and identify how your team will accept it.

## Bound hourly investigation around one question

Consider hourly work when the useful purchase is an investigation with a clear decision at the end. An example is determining whether an existing system exposes the records needed for a proposed reporting function.

Authorize a specific question, a spending cap, and a stopping point. Request a record of time used and a short finding that identifies evidence, remaining uncertainty, and available next steps.

Decide in advance what happens when the cap is reached. Require a new decision before extending the investigation. Do not convert a limited question into open-ended implementation by default. After the finding, ask whether the resulting function is defined well enough for a separate build scope.

## Compare what each price excludes

Read exclusions beside the deliverables. Ask about source cleanup, account setup, tests, training, deployment, monitoring, and documentation. Mark each item included, buyer-provided, separately priced, or unnecessary for this function.

A low headline total should not settle the comparison if one proposal omits work your business needs. Equally, avoid paying for a wider program when one smaller function answers the current problem.

Government Digital Service guidance on buying technology asks buyers to consider initial costs, ongoing costs, training, and support. It also warns that open-source software is not completely free. [Be open and use open source](https://www.gov.uk/guidance/be-open-and-use-open-source) (checked October 26, 2026). Apply those cost categories to either proposal.

## Separate build price from operating spend

Ask for a list of the services the function needs after handoff. Include model usage, hosting, storage, connectors, and maintenance where applicable. Identify the account holder and payer for each.

Request usage assumptions and the method used to estimate recurring charges. Ask which cost information appears immediately and which arrives later from a service provider. Mark estimates clearly.

Specify a monthly spend limit for each function, who receives an alert, and what happens at the limit. Request a cost line in each run record. Do not assume that a fixed implementation price also fixes third-party usage costs. Keep those two decisions visible to the budget owner.

## Define a defect and a change

Ask both parties to agree on examples. Under the proposed scope, define a defect as failing an agreed acceptance check with valid inputs. If the buyer requests another destination or source, assess it under the agreed change process.

Record the supplier's correction obligations and any time limits. Keep those terms distinct from ongoing maintenance. Avoid relying on a general promise to look after things.

For additional work, request a written change with the new result, price structure, effect on delivery, and acceptance checks. Require authorization before the work begins. This rule is useful whether the supplier originally priced by function or by hour.

## Put the proposals into one comparison

Use a short table to expose differences before choosing a payment structure:

| Decision | Fixed-price proposal | Hourly proposal |
| --- | --- | --- |
| Purchased work | Named function and deliverables | Authorized activities or investigation |
| Finish line | Agreed acceptance checks | Agreed output and spending boundary |
| Unknowns | Written assumptions and exclusions | Questions to resolve within the cap |
| Buyer contribution | Required sources, access, and decisions | Required sources, access, and decisions |
| Additional work | Written scope change | New authorization beyond the boundary |
| Ongoing spend | Separate service and support list | Separate service and support list |

Fill the cells with the supplier's actual wording. Do not score an answer as complete because it sounds familiar. Ask for a revision when a proposal leaves a field open.

## Check ownership under either structure

Ask which records, rules, code, tests, and instructions your business receives. Identify licenses and services that remain outside the transfer. Confirm whether another provider can maintain the delivered function.

Do not use the pricing label as evidence of ownership. Put the agreed rights and operating access in the scope. Then include a practical handoff exercise in acceptance.

The [ownership transfer checklist](/articles/ai-system-ownership-transfer-checklist) explains how to check access and independent operation. Ask your future operator to locate one rule, change it safely, run the relevant check, and restore the previous version. Make training part of the purchase when your team needs it.

## Choose the structure for the next decision

Review the unresolved questions with the person who will run the function. If you can name the inputs, output, exclusions, and acceptance checks, request a fixed price for that defined result.

If one unknown blocks the scope, define a bounded investigation. Decide what evidence would let your business proceed or stop. Keep expansion into additional functions separate until the first decision is complete.

Record why you chose the arrangement and what would require another approval. That note gives both sides a reference if the work changes. It also helps the budget owner distinguish money spent learning whether to build from money spent delivering an agreed function. Use the [AI agent buying questionnaire](/articles/questions-before-buying-ai-agent-system) when comparing the evidence behind each proposal.

## How Scale With Search prices the work

Scale With Search builds one AI function at a time, from $7,500 per function. The first includes the study and sort. Each function has a written result and acceptance checks. Model usage, hosting, and third-party subscriptions are named in the scope.

Read [AI systems for your business](/ai-systems) for the method and current terms. To define the result you want priced, [send your brief](/work#send-your-brief).
