# Fence permit descriptions: separate a construction barrier from permanent project scope

A fence keyword gives an estimator a place to start reading. It does not establish the work your company would price. The description might concern a construction barrier, an intended permanent installation, several kinds of work, or wording too vague to classify.

Keep the source text beside your interpretation. Read the published work type before choosing a review category. Then identify the evidence still needed for a scope decision. That sequence makes the review useful without converting a short public description into a fence specification.

This guide uses the NYC DOB NOW approved-permit dataset as a reading example. Every description below is synthetic. No example identifies a real address, applicant, owner, or available package. The method extends the [public project signals overview for door and fence contractors](/intelligence/garage-door-and-fencing-contractors).

## Start with the dataset and its attached dictionary

The [approved-permit metadata](https://data.cityofnewyork.us/api/views/rbx6-tga4.json) exposes separate `work_type` and `job_description` columns. Their column explanations were blank when inspected on October 28, 2026. Blank explanations are a reason to inspect the linked dictionary before interpreting the fields.

The [attached data dictionary](https://data.cityofnewyork.us/api/views/rbx6-tga4/files/9a9d025e-5bd0-437c-92ea-41e78c9e8d4c?download=true&filename=DOB_NOW_Build_Approved_Permits_Data_Dictionary.xlsx) supplies that missing context. It describes Work Type as the work covered by the permit. It defines Construction Fence in terms of enclosing and protecting construction activity. It describes Job Description as general applicant-entered text.

Those definitions support a cautious reading method. Preserve the work-type label and description separately. Do not treat applicant wording as a complete schedule of products, quantities, or installation requirements. Do not invent a permanent-fence category in the city's dictionary because your company needs one for research.

The dataset description also names separate datasets for electrical, elevator, and limited alteration applications. Treat the approved-permit dataset as the stated source collection. It is not a complete inventory of every trade package at every site. [Dataset scope and attachment](https://data.cityofnewyork.us/api/views/rbx6-tga4.json).

## Separate the source record from the estimator's category

Use two visible blocks in the private review sheet. The source block preserves the dataset reference, observation date, relevant identifiers, work type, and exact description. The review block records your category, reason, uncertainty, and next evidence question.

For company categories, use practical labels such as construction barrier, permanent-fence candidate, mixed scope, and unresolved scope. Mark these as editorial classifications. They are your company's reading aids, not additional city determinations. Keep a place for a reviewer to reject or revise each label.

Do not silently rewrite the description to fit the chosen category. If you shorten a long passage for the meeting sheet, label it as an excerpt. Retain enough surrounding text to preserve exclusions and references to other filings. Keep the full relevant wording available for review.

A useful explanation identifies the words that support the category and the unanswered scope question. “Mentions fence” is too weak. “Describes removal after construction; permanent boundary work not established” gives the estimator a specific reason to withhold a permanent-fence assumption.

## Synthetic example one: construction barrier

**Synthetic source excerpt:** “Provide a temporary fence around the construction work area. Remove the barrier after the work ends.”

For this example, assume the work-type field reads Construction Fence. The wording and work type both support the company category construction barrier. Record that interpretation with the observation date. Do not rename it permanent perimeter fencing because the text contains a length, a gate, or a site boundary.

The next question depends on the work your firm accepts. A contractor that reviews temporary barriers might ask which drawings define installation and removal. A permanent-fence specialist might end this particular review as outside its accepted scope. Neither choice establishes the project's purchasing stage.

Keep the difference between exclusion and completion visible. “Outside our permanent-fence service scope” is a company decision. “Work completed” would require separate evidence. A short permit description cannot supply that evidence merely because it explains eventual removal.

## Synthetic example two: permanent-fence candidate

**Synthetic source excerpt:** “Install a permanent metal boundary fence with two pedestrian gates, as shown on the submitted plan.”

Treat this as a language exercise, not an example of how NYC categorizes such work. If the work-type field says General Construction, preserve that label exactly. Your editorial category can be permanent-fence candidate because the invented wording explicitly describes permanence. The category remains provisional.

The excerpt supplies neither a complete material specification nor verified quantities. “Metal” does not identify the product, finish, post design, hardware, or installation method. “Two pedestrian gates” does not settle opening dimensions or operating requirements. The referenced plan is an evidence request, not a document you have already reviewed.

Write the next question as a scope question: which current drawing and specification define the permanent fence package? Keep price, crew allocation, and purchasing availability outside the classification decision. A candidate can justify further reading without justifying an estimate or a contact attempt.

## Synthetic example three: mixed scope

**Synthetic source excerpt:** “Maintain the construction fence during alterations. Replace the permanent boundary fence under a separate package.”

This excerpt contains two distinct work ideas. Record mixed scope and preserve the reference to a separate package. Do not assume the visible permit authorizes or describes every part of that package. Keep the published work type unchanged even when your company category contains more detail.

Break the review into two questions. What evidence defines the construction barrier covered by this record? What separate evidence defines the permanent replacement? Give each question its own evidence reference. Do not transfer a length, material, or status from one scope into the other.

If the separate package cannot be located, retain “permanent scope referenced; supporting material unavailable.” That statement preserves the lead for further research without calling it confirmed work. If another reviewer later finds suitable material, append the new evidence and date the revised interpretation.

## Synthetic example four: unresolved scope

**Synthetic source excerpt:** “Fence work in connection with alterations. See drawings.”

This example lacks enough detail to separate a barrier from a permanent installation. Choose unresolved scope. If the work type supplies a clue, record it as a clue with its source definition. Do not manufacture missing duration, purpose, material, or buying-stage details.

The next question is narrow: which drawing explains the fence purpose and work boundary? If the drawing is unavailable, keep that result. A missing answer should not push the record into the category with the most attractive commercial meaning.

Unresolved can be a complete review outcome for the current meeting. Assign an owner and a condition for revisiting it. For example, reconsider when the referenced material becomes available. That recommendation is a research rule, not a deadline attributed to the project or agency.

## Compare the examples without ranking them as sales opportunities

The table summarizes the four synthetic readings. It is a worksheet example, not an official classification dictionary. It contains no real permit descriptions or project identifiers.

| Synthetic example | Company category | Supporting wording | Next evidence question |
| --- | --- | --- | --- |
| Temporary enclosure | Construction barrier | Temporary purpose and later removal | Which documents define barrier installation and removal? |
| Boundary installation | Permanent-fence candidate | Explicit permanent boundary purpose | Which drawing and specification define the package? |
| Two work boundaries | Mixed scope | Barrier work and a separate replacement | Which record supports each scope? |
| Short alteration note | Unresolved scope | Purpose and duration absent | Which drawing explains what fence work means? |

Keep classification confidence separate from commercial fit. An explicit temporary-barrier description can support a confident reading and still fall outside your firm's services. An attractive permanent-fence phrase can fit your services while leaving critical evidence missing. Neither confidence nor fit proves that purchasing remains open.

Avoid a score that hides these differences in one number. Show the category, evidence gap, and company screening decision directly. An estimator should be able to explain why a record needs review without presenting a fabricated probability of winning work.

## Prepare a scope-confirmation worksheet

Use the following prompts for the private review. Treat each blank as an unanswered question. Do not copy these prompts into a public project directory containing residential details.

| Worksheet section | What the reviewer should retain |
| --- | --- |
| Identity | Jurisdiction, dataset, and relevant filing or permit reference |
| Observation | Date checked and source version or reference |
| Source fields | Exact work type and relevant description wording |
| Editorial category | Construction barrier, permanent candidate, mixed, or unresolved |
| Reading basis | Words and definitions supporting the category |
| Work boundary | Included work and references to separate packages |
| Evidence gaps | Missing drawings, specifications, quantities, or current scope confirmation |
| Company fit | Accepted job types and the reason for retaining or excluding the review |
| Decision | Reviewer, dated outcome, and condition for another review |

For a permanent candidate, ask what identifies the intended location, purpose, dimensions, materials, gates, and interfaces. Ask which document controls when descriptions disagree. These are scope-confirmation questions. They do not assert that any specific permit, code provision, or construction method applies.

For a barrier candidate, ask what defines its installation, maintenance, and removal boundaries. Keep those questions separate from any permanent replacement. If your firm does not accept temporary work, document that company rule. Do not invent a project defect to justify excluding it.

For mixed or unresolved wording, preserve the ambiguity in the meeting summary. An estimator can review the missing evidence before anyone prepares a proposal. A reviewer who changes the category should identify the new evidence and retain the earlier interpretation.

## Preserve dates without inventing procurement status

The attached dictionary defines Approved Date as the date the entire job received Plan Examiner approval. Issued Date records permit issuance. Those administrative dates answer different questions from a contractor's purchasing review. Do not label a package available because a permit was recently issued. Do not label it unavailable because the description is old. [Date definitions](https://data.cityofnewyork.us/api/views/rbx6-tga4/files/9a9d025e-5bd0-437c-92ea-41e78c9e8d4c?download=true&filename=DOB_NOW_Build_Approved_Permits_Data_Dictionary.xlsx).

Give procurement evidence its own reference when your company has a legitimate basis to record it. Until then, write unknown. Keep that field independent from work type and scope fit. A public description does not establish an invitation to bid, a contact's authority, or permission to approach a homeowner.

If a record later disappears from a limited publication view, preserve your reading history. The [Raleigh permit-window guide](/articles/raleigh-permit-window-retained-project-research) explains that separate coverage problem. Its Raleigh-specific filter must not become an assumption about NYC retention. Carry over the observation method, then check each source's own coverage.

## Connect verified scope to the company's working records

The [garage door and fencing office guide](/for/garage-door-and-fencing-contractors) addresses site-measure handoffs, service briefs, and accepted work. Public permit interpretation precedes those records. Keep a candidate out of the accepted-job list until the company's normal evidence and authorization requirements are met.

Use the [business-memory guide](/articles/business-memory-for-ai-agents-guide) to preserve accepted and rejected interpretations in company-owned records. For this process, the correction matters as much as the category. Retain why a permanent-fence assumption was rejected and what later evidence changed an unresolved reading.

If Scale With Search builds the private review process, define its categories with estimator-approved synthetic examples. Include temporary, permanent, mixed, and unresolved wording in the written scope. Name the reviewer who can change a classification and the evidence required for that change.

## Source note

NYC approved-permit metadata and its attached spreadsheet dictionary were reopened October 28, 2026. The attachment defines fields that lack explanations in the inspected JSON columns. Its definitions do not supply a complete material schedule or current procurement evidence. No live property rows, residential addresses, owner names, or contact details were collected. All quoted work descriptions are invented examples, and all worksheet categories are editorial recommendations.
