# FCC location points: verify the building before an MSP connectivity brief

A managed service provider (MSP) researching connectivity must first establish which building the customer means. A promising service label attached to an uncertain structure belongs in an unresolved research record. Verify the identity before preparing provider questions or a proposal.

The FCC describes map location points as buildings or structures where internet service is, or could be, available. Its examples include apartment, condo, and small-business buildings. A point is therefore a structure reference to examine, rather than a customer-specific installation commitment. [FCC map guide, What Are the Location Points](https://help.bdc.fcc.gov/hc/en-us/articles/10467446103579-How-to-Use-the-FCC-s-National-Broadband-Map).

This guide proposes a private identity checklist for customer-authorized site planning. It uses fictional building labels instead of addresses. It performs no building lookup, publishes no location dataset, and submits no correction.

The [MSP intelligence overview](/intelligence/it-and-managed-service-providers) describes preparation from public evidence and private business records. Here, the task is narrower: preserve a defensible link between a customer's intended premises and the map evidence being considered.

## Establish the customer's site reference first

Ask the authorized customer contact to identify the intended premises through the firm's existing intake process. Use a private site identifier in the working brief. Keep the underlying address and supporting documents in the approved customer record.

Record whether the customer means an entire structure, a suite, or a proposed location still under review. Treat these as different planning scopes. Do not silently turn a whole-building reference into a particular suite.

Ask which customer document controls the identity check. That might be an approved site inventory or another record the customer authorizes. Record the document's date and the person responsible for clarifying discrepancies.

Define the research boundary before collecting evidence. The initial task can inspect a public map reference and prepare questions. It need not include a carrier order, landlord contact, site visit, or access to a network.

The [MSP service page](/for/it-and-managed-service-providers) explains why tenant identity and permission matter in preparation work. Carry the same customer boundary into connectivity research, even when the external source is public.

## Separate the structure from its associated units

The FCC location guidance says a selected point includes address, business or residential classification, and associated unit count. It also states that location information describes the structure, with no information about the people living or working there. [FCC location guidance, What Are the Points](https://help.bdc.fcc.gov/hc/en-us/articles/10475216120475-How-to-Submit-a-Location-Challenge).

Keep these source fields beside the private customer reference. If a unit count appears, preserve its source label. Do not relabel it as occupancy, active customers, installed connections, or available suites.

Add a separate field for the customer's intended suite. Mark the relationship unresolved until authorized evidence supports it. A matching building name should start an identity review rather than finish one.

Use distinct statuses for the structure and the suite. “Structure reference checked; suite serviceability unresolved” is a useful planning statement. It tells the next reviewer which part of the brief can proceed and which part still needs evidence.

Avoid assigning confidence percentages without a defined method. Explain the specific agreement and discrepancy instead. A reader should be able to identify what matched and what remains uncertain from the underlying references.

## Read point colors with their filters

The FCC location guide explains that green and red reflect reported availability under the selected technology and speed filters. Gray identifies structures likely using enterprise-grade service rather than typical home or small-business broadband. Purple indicates the mobile map. [FCC location guidance, What Do the Different Point Colors Mean](https://help.bdc.fcc.gov/hc/en-us/articles/10475216120475-How-to-Submit-a-Location-Challenge).

For the proposed checklist, record the selected map mode and filters beside any color note. Avoid a bare “green” field whose context disappears when the record moves into a proposal folder.

Treat gray as a reason to inspect the source's scope. Do not translate it into a claim that a building has no internet service. Do not infer which enterprise product, contract, or installation serves that structure.

If a researcher records a mobile-map observation during fixed-site planning, send the row back for clarification. Keep the original observation with its actual context. Do not relabel the map mode to make the row fit.

Ask the reviewer to read the field labels before interpreting the color. The worksheet should record a scoped observation and an evidence task. It should not produce a suitability decision from color alone.

## Work through a fictional multiunit building

Suppose a customer authorizes research for Site COURT, Suite BLUE. Both labels are invented. They identify no actual customer, building, unit, or address. The customer supplies a fictional internal premises record for the exercise.

The researcher records a fictional map point called Structure ALPHA. Its label resembles the building reference, and its fictional unit field says twelve. The observation uses a fictional data period called P2.

The customer record refers to Suite BLUE, but the researcher has no provider response naming that suite. The team therefore separates three questions: which structure was observed, which premises the customer intends, and which service a provider could offer there.

| Fictional evidence field | Recorded value | Remaining question |
| --- | --- | --- |
| Customer site reference | Site COURT | Authorized record owner confirmed? |
| Intended premises | Suite BLUE | Exact private identity reference checked? |
| Map structure label | Structure ALPHA | Does it identify the intended structure? |
| Associated unit count | Twelve, invented source value | No occupancy conclusion permitted |
| Map context | Fixed view, example filters, period P2 | Are all observation details retained? |
| Suite-specific provider evidence | None | Which offering can the provider quote? |
| Initial disposition | Identity review incomplete | Obtain authorized clarification |

In the fictional review, the customer contact clarifies that Structure ALPHA is the correct whole-building reference. Record that clarification with its date and source. Leave the suite's availability question open.

The reviewer can now prepare a provider question using the exact private premises details through an authorized channel. That request remains a separate action from preparing this checklist. The public article contains none of those details.

Do not change the row to “suite connected.” The example has no installation record. It has a structure clarification and a task to obtain an applicable provider response.

## Reject a nearby-pin shortcut

Extend the fictional example with Structure BETA, a nearby point. A draft brief selects BETA because its fictional provider list looks more attractive. The draft offers no evidence linking BETA to the customer's intended structure.

Reject the substitution. Record the reason as an identity mismatch, and retain the candidate reference privately for review. Do not transfer BETA's provider entries to ALPHA or Suite BLUE.

Now suppose the researcher believes ALPHA's point is placed on a different structure. Preserve the observation as a possible placement discrepancy. Ask the authorized customer contact to clarify which evidence identifies the intended building.

Avoid moving a pin, creating a replacement location, or submitting a correction during research. The checklist ends with a documented question. A separate correction decision needs its own review and authorized submitter.

The useful rejection is specific: “Selected point has no established relationship to the intended premises.” It neither declares the entire FCC dataset wrong nor concludes that the customer cannot obtain service.

## Route identity questions separately from offering questions

The FCC location guidance lists address or unit count, building type, and placement among correction categories. Its availability guidance addresses reported service offerings. Consult the relevant official instructions when deciding which kind of discrepancy needs further review. [FCC location correction categories](https://help.bdc.fcc.gov/hc/en-us/articles/10475216120475-How-to-Submit-a-Location-Challenge), [FCC availability guidance](https://help.bdc.fcc.gov/hc/en-us/articles/10476040597787-How-to-Submit-an-Availability-Challenge).

For this proposed method, open an identity question when the structure reference conflicts with the authorized customer record. Preserve both references. Assign a person to resolve the discrepancy before the brief treats the point as matched.

Open an offering question when the intended premises are established but the provider's applicable product remains unclear. Ask the provider to identify the exact premises and offering covered by its response. Keep conditions attached to that answer.

Open a performance question when the planning task concerns delivered service against an agreed requirement. The companion [advertised-speed guide](/articles/fcc-advertised-speed-msp-performance-requirement) explains how to keep those requirements separate from public availability labels.

More than one question can remain open. Avoid forcing a complicated site into one “map issue” category. Give each discrepancy its own evidence reference, responsible reviewer, and permitted next step.

## Prepare useful provider questions

Draft a request that names the authorized premises privately and asks what the provider can confirm. Include the structure and suite references only through the customer's approved process. Keep public examples free of actual addresses.

Ask whether the response covers the intended suite or only a broader building reference. Request the quoted product and technology, applicable terms, and any prerequisites the provider identifies. Do not presume which prerequisites apply.

If the provider requires a site review, record that requirement without arranging one automatically. Assign the next decision to the authorized customer owner. Keep the planning document clear about actions already completed and actions merely proposed.

Ask for clarification when a response refers to a different premises label. Preserve the original wording instead of rewriting it to match your worksheet. An unresolved naming discrepancy should remain visible to the reviewer.

Keep provider confirmation, customer clarification, and map observations under distinct headings. Each has a different source and scope. A later reader should be able to trace every statement without asking the original researcher to reconstruct it.

## Use a private identity checklist

The following worksheet is an editorial planning aid. It is neither an FCC submission form nor a serviceability certification. Fill it only with records the customer has authorized for this task.

| Checklist field | What to record |
| --- | --- |
| Authorization | Customer owner, approved task, and record boundary |
| Intended premises | Private site identifier, whole-building or suite scope, controlling document |
| Map reference | Observed structure label and private evidence reference |
| Observation context | Map mode, filters, displayed data period, retrieval time |
| Source attributes | Address label, building classification, and unit field as displayed |
| Identity comparison | Exact agreements and discrepancies, without occupancy inference |
| Customer clarification | Dated response, scope, and unresolved questions |
| Provider question | Exact offering or premises question and proposed authorized route |
| Correction question | Relevant official guidance and reviewer decision, with no submission implied |
| Review result | Structure status, suite status, owner, and permitted next task |

Before releasing the brief internally, ask another reviewer to trace the premises reference back to its authorized source. Ask that reviewer to identify any sentence suggesting installation or suite availability without supporting evidence.

Retain rejected candidates and accepted corrections with their dates. Follow the [business-memory guide](/articles/business-memory-for-ai-agents-guide) when organizing records the firm must keep independently of a drafting session. Store customer details inside the customer's access boundary.

A finished identity brief can establish which structure the research concerns while leaving serviceability unresolved. Preserve that distinction when the work moves to provider review, commercial scoping, or a separately authorized technical evaluation.

Scale With Search can scope the preparation records and review steps around your existing customer process.
