# Set an engineering time budget for SEO and spend it on fixes that pay back.

Engineering time is finite. An hour on SEO is an hour not spent on features, bugs, or technical debt. For a CTO or an engineering manager, the question is not whether to do SEO. The question is how much time it gets and which SEO projects earn that time.

Teams get this wrong in two directions. Some under-invest: they ship meta tags and ignore a rendering problem that hides half the site from Google. Others over-invest: they chase edge cases while basic indexing is broken. The right share depends on three inputs. They are the share of business from organic search, the site build, and the maturity of the engineering team.

This article gives you a budget rule, a prioritization matrix, a decision sequence for incoming requests, effort estimates, trade-off rules, and a return calculation.

## Set the budget from the traffic mix

A common planning split for a product team looks like this:

- features: 60 to 70% of capacity;
- bug fixes: 15 to 20%;
- technical debt: 10 to 15%;
- SEO: 0 to 5%, when it gets a share at all.

That split is a habit, not a measurement. It becomes a problem when organic search brings a large share of traffic or revenue. If organic search drives 40% of new customers and gets under 5% of engineering time, the investment does not match the dependence.

For a business that depends on organic search, use two parts:

- a standing share of 5 to 10% of each sprint for SEO maintenance;
- one dedicated sprint per quarter, or two to four weeks of focused time, for major projects such as server-side rendering, a migration, or a structured data overhaul.

Raise the share in these conditions:

- organic search brings more than about 30% of traffic;
- competitors take positions from you;
- a migration, redesign, or platform switch is coming;
- known technical problems, such as broken canonicals or slow pages, already cost rankings.

Hold the share low in these conditions:

- organic search brings under about 10% of traffic;
- product-market fit is unproven;
- the site has no major rendering, indexing, or speed problems.

## Rank projects by impact and effort

Sort every SEO request into a two-by-two matrix: impact on traffic or revenue against effort in story points. The point estimates below are relative. They assume a point is roughly two to four hours, and your team's velocity changes that.

### High impact, low effort: ship first

- Fix canonical tags that let duplicates compete with originals (about 5 points).
- Add structured data for rich result eligibility (about 3 points).
- Fix broken internal links (about 2 points).
- Rewrite title templates that waste the query terms (about 1 point).
- Defer off-screen images and preload the main image to improve Largest Contentful Paint (LCP) (about 3 points).

Do not lazy-load the main image above the fold. It is usually the LCP element, and lazy-loading it slows LCP. Clear this group in one or two sprints.

### High impact, high effort: plan a dedicated sprint

- Server-side rendering (SSR) for a JavaScript app that Google indexes poorly (15 to 20 points).
- A domain or platform migration (40 points or more), where the goal is to keep existing traffic.
- Hreflang for international growth (10 to 15 points).
- Faceted navigation rules that stop duplicate URLs at scale (about 10 points).

These projects take a quarterly sprint or a focused block of two to four weeks.

### Low impact, low effort: batch as hygiene

- Meta description rewrites (about 1 point).
- Image alt text, which also serves accessibility (about 1 point).
- Redirect chain cleanup (about 5 points).

Take these from the standing 5 to 10% share.

### Low impact, high effort: decline unless it unlocks something

- Structured data for every conceivable entity (10 points or more). Google limited FAQ rich results to authoritative government and health sites in August 2023. It removed HowTo rich results in September 2023. Blanket markup of those types now returns little.
- Filter systems that create endless URL combinations (about 15 points). They create the duplicate problem that other tickets then fix.
- Manual sitemap curation. Generate the sitemap from the database instead.

## Run each request through a decision sequence

Ask these questions in order. Stop at the first yes.

1. Does the request fix a manual action or a critical indexing failure? If yes, it is P0.
2. Does it improve Core Web Vitals or fix a broken user experience? If yes, it is P1.
3. Is it under 5 points with a measurable result? If yes, add it to the next sprint as P1.
4. Does it open a new traffic segment or a durable advantage? If yes, plan a dedicated sprint as P2.
5. If every answer is no, defer or decline it.

Three worked requests:

**"Add Product markup to 10,000 product pages."** It is not an indexing fix and not a speed fix. It is about 3 points in a shared template, with a measurable result in Search Console's product reports. Verdict: P1, next sprint.

**"Move to a headless CMS with SSR."** It improves Core Web Vitals and removes blank-screen loads, so it passes question 2. It is also 40 points or more. Verdict: priority P1, delivered as a dedicated sprint project with its own migration plan, not squeezed into the standing share.

**"Mark up every entity type: Organization, Person, Event, FAQ, HowTo."** No indexing fix, no speed gain, more than 10 points, and FAQ and HowTo results no longer appear for most sites. Verdict: defer. Keep the core types the content supports.

## Match the budget to the company stage

**Before product-market fit.** Ship the product. Give SEO about 5% of engineering time for the minimum.

The minimum is about 5 points in total:

- pages render without JavaScript failures;
- each page has title and description tags;
- an XML sitemap is in Search Console;
- the site uses HTTPS;
- the mobile layout works;
- no redirect loops exist.

At this stage, content does more for search than technical projects.

**Growth.** Organic search becomes a primary channel. Give SEO 10 to 15% of engineering time. Fix the known debt: canonicals, structured data, and speed. Add analytics for rankings and organic traffic. Improve the high-traffic templates. Automate sitemaps and markup.

Strategic projects at the growth stage include SSR for JavaScript apps, hreflang for new markets, and faceted navigation rules for ecommerce.

**Scale.** Defend positions and gain efficiency. Give SEO 5 to 10%. Monitor Core Web Vitals and crawl health, automate markup and internal links, and test advanced tactics. ## Use reference estimates to scope work

## Make the trade-offs explicit

**SEO against a feature.** If the feature opens new revenue, ship it first and schedule the SEO fix after. If the SEO problem costs traffic now, fix it first. Lost traffic is lost customers. Example: a payment integration that opens international sales against canonical tags for 2,000 duplicate URLs. Compare the expected international revenue with the organic revenue at risk, and ship the larger one first.

**SEO against technical debt.** If the debt blocks future development, pay it first. If SSR opens a large amount of traffic, do SSR first. Example: a legacy authentication system that blocks three or more planned features against SSR for a React app with indexing problems. Pay the auth debt if it blocks those features. Do SSR first if organic search is the main growth lever.

**Run them in parallel.** SEO does not need all-or-nothing sprints. A 50-point sprint can hold 30 points of features, 10 of bugs, 5 of SEO, and 5 of debt. ## Show the return on the time

Track three kinds of metrics:

- traffic: organic sessions in Google Analytics 4, rankings in Ahrefs or Semrush, and indexed pages in Search Console;
- performance: Core Web Vitals (LCP, Interaction to Next Paint, and Cumulative Layout Shift), crawl errors, and PageSpeed Insights results;
- business: organic revenue from GA4 ecommerce tracking, and the organic conversion rate against paid.

Calculate the return with this formula:

ROI = (revenue gain - engineering cost) / engineering cost
```

A hypothetical worked example in relative terms: a canonical fix costs 5 points of engineering time. Call that cost C. Suppose organic revenue on the affected pages rises by 6C a month, or 72C a year. The annual return is (72C - C) / C, which is 71 times the cost.

Two cautions keep the number honest. First, attribute only the gain on the pages the fix touched, and compare against a control group or the same season last year. Second, report the time lag. As planning ranges, quick fixes such as canonicals and markup show results in 30 to 60 days. Strategic projects such as SSR and migrations take 90 to 180 days. To make the case to leadership, show the opportunity. Compare your organic traffic with competitors in Ahrefs or Semrush. Estimate the revenue that the gap represents at your own conversion rate.

## Avoid over-investment

After the basics are solid, returns fall. Three traps take time without return.

**Markup for content you do not have.** Video markup on a site with no video adds debt and no benefit. Mark up only what the page contains.

**Custom SEO platforms.** A custom system for keyword tracking, content generation, and automated optimization is rarely needed. Search Console, Ahrefs, and Screaming Frog cover most needs. Build custom tooling only when no product exists or none scales to your site.

**Trends before fundamentals.** Voice search optimization means little for a site that does not rank in regular search. Fix indexing, speed, and mobile first.

## Decide who does the work

Audits and recommendations can come from outside. Implementation needs engineers who know your codebase. If organic search drives more than about 30% of revenue, a dedicated SEO engineer is worth the headcount.
