# Electric bill components: separate fixed, energy, and demand charges in a solar review

When a customer supplies an electric bill for a solar proposal, first identify what each line represents. Keep the total amount due separate from the energy quantity. Prepare a charge inventory before anyone decides how a proposed system might affect the bill.

The estimator's immediate task is evidence collection: document the service, bill period, units, charge labels, and missing tariff references. This guide supplies a worksheet for that review. It determines no customer eligibility, export compensation, payback, or future bill reduction.

The [solar installation overview](/for/solar-installation) covers office work from approved job records. A bill review belongs with those maintained records. A number copied into a proposal should retain the evidence and the person's decision behind it.

## Distinguish the energy quantity from the demand measure

North Carolina Public Staff describes kilowatt-hours (kWh) as energy consumed and kilowatts (kW) as the rate of consumption, or demand. Its guide distinguishes energy charges, demand charges, and the fixed basic customer charge. These explanations are North Carolina guidance, not a tariff determination for every reader. [Understanding Your Electric Bill](https://publicstaff.nc.gov/public-staff-divisions/energy-division/electric-section/understanding-your-electric-bill).

Copy each quantity with its printed unit. Use separate fields for billed kWh and billed kW when present. Leave a field marked “not shown” if the supplied bill lacks it. Do not invent a demand quantity from the monthly energy total.

For a fictional illustration, a bill might display 900 kWh and a separate demand entry of 6 kW. Those entries describe different measures. Neither number supplies the missing definition of the billing interval or the applicable demand rule. Request those definitions from the controlling documents.

Avoid shortening both fields to “usage.” That label forces a later reviewer to guess which quantity the worksheet means. Write the full field name once, keep the unit visible, and preserve any bill-specific label alongside your editorial category.

## Inventory the charges without assuming every category exists

The Public Staff bill guide explains a fixed customer charge, an energy charge tied to consumption, and a demand charge based on demand. It also discusses rider adjustments. Not every customer has a demand charge. [NC charge explanations](https://publicstaff.nc.gov/public-staff-divisions/energy-division/electric-section/understanding-your-electric-bill).

Create possible categories for fixed, energy, demand, rider, tax, credit, and other lines. Use them to organize the document, rather than to add charges the bill does not contain. Keep “absent from supplied bill” separate from “not applicable under confirmed tariff.”

Preserve the printed description before assigning a category. A line labeled only “adjustment” stays unresolved until its supporting reference is found. If one displayed amount groups several items, request the detail. Do not divide that amount among guessed components.

For fixed charges, record the stated billing basis and relevant reference. Do not assume a fixed-looking dollar amount disappears with lower imported energy. Also avoid declaring that it must remain unchanged under every possible service arrangement. Its treatment requires the applicable documents.

For energy and demand entries, record the printed quantity, unit price when shown, and resulting amount. Keep the original labels if the bill separates time periods. Ask the reviewer to resolve the actual rules before combining entries for a proposal worksheet.

## Read riders and taxes as their own evidence questions

In its North Carolina examples, Public Staff explains that rider charges may appear separately or within another displayed charge. The label on the bill alone may therefore leave the breakdown incomplete. [Rider adjustment guidance](https://publicstaff.nc.gov/public-staff-divisions/energy-division/electric-section/understanding-your-electric-bill).

For each rider, request its identifier, effective date, unit basis, and relationship to the selected schedule. Record whether the source was located and whether the reviewer checked applicability. Do not treat “rider” as a universal rule for how a charge responds to solar.

Give tax lines the same care. Record the printed description and amount. Ask the qualified reviewer for the applicable basis and source before assigning any proposed treatment. This worksheet supplies no tax interpretation and no assumption about which other charges enter a tax calculation.

When an adjustment has no visible explanation, retain it in the inventory as unknown. Add an evidence request with an owner. A complete-looking worksheet with guessed classifications is less useful than a clearly incomplete worksheet that directs the next review.

## Keep imports, exports, and the amount due separate

Use separate records for imported-energy charges and any exported-energy quantities or credits. Copy only what the supplied documents establish. If no export information is present, mark it absent. Do not fill the field with the imported-energy price or an EIA average.

The U.S. Energy Information Administration (EIA) distinguishes average delivered-electricity prices from individual utility rates. It also says it does not publish tariffs or demand-charge data. Neither source supplies the missing customer export rule. [EIA price definitions](https://www.eia.gov/tools/faqs/faq.php?id=507&t=5) and [tariff FAQ](https://www.eia.gov/tools/faqs/faq.php?id=20&t=3).

Record the bill's current-period charges separately from the total amount due when the document distinguishes them. Preserve any prior balance, payment, or adjustment as printed. Do not rename the complete amount due “energy cost” without checking the individual lines.

If a proposal worksheet has one field called “offsettable bill,” leave it unresolved during this evidence stage. Ask its owner what the field means and what sources control it. The inventory should support that review without silently deciding the answer.

## Work through a fictional bill inventory

The following bill is entirely invented. Its values, labels, and combined total illustrate a document review. They represent no utility, schedule, customer, or recommended price. The example supplies no rule for how solar affects any line.

| Fictional printed line | Quantity or amount shown | Review entry |
| --- | --- | --- |
| Customer charge | 18 dollars | Fixed-charge candidate; tariff reference missing |
| Energy charge | 900 kWh at 0.12 dollars per kWh; 108 dollars | Energy entry transcribed; schedule applicability unresolved |
| Demand charge | 6 kW at 5 dollars per kW; 30 dollars | Demand entry transcribed; interval and billing rule missing |
| Rider adjustment | 9 dollars | Underlying rider and unit basis requested |
| Tax | 7 dollars | Tax basis and source requested |
| Current-period total | 172 dollars | Sum of the five fictional lines only |
| Export credit | No line supplied | Treatment unknown; no inference from the energy entry |

The arithmetic check confirms that the five invented dollar amounts sum to 172. It does not validate the tariff, customer classification, or any offset assumption. Keep the distinction explicit in the review note.

An estimator can now request specific evidence. The energy entry needs a schedule reference. The demand entry needs its controlling definition and interval. The rider and tax require their own sources. The export question needs separate applicable documentation.

The accepted outcome is a transcribed inventory with unresolved treatment. No row becomes “removed by solar” during this exercise. That decision would require further customer-specific analysis outside this worksheet, supported by the applicable documents and qualified review.

## Reject the whole-bill shortcut

Suppose a fictional proposal takes the 172-dollar total and labels every dollar “energy charge.” Reject that input description. The supplied example itself identifies other components. The rejection concerns the evidence and label; it does not establish a replacement savings figure.

Another unresolved case arrives as a cropped image showing only the total due and 900 kWh. The office cannot verify which charges are present. Request the complete relevant bill pages through the approved private process. Keep the proposal input pending until the missing detail is reviewed.

A third case supplies a neighboring utility's residential schedule for a commercial service location. Do not accept it because the charge names look familiar. Record the provider and classification mismatch. Ask the responsible reviewer to locate the applicable schedule without guessing from proximity.

Do not convert any of these failures into a statement that solar has no value. The evidence stage answers a narrower question: does this record support the proposed charge input? A rejected shortcut can remain rejected while the proper analysis proceeds separately.

## Prepare the tariff review sheet

The [NC Public Staff Electric Section](https://publicstaff.nc.gov/public-staff-divisions/energy-division/electric-section) links utility rate schedules and describes its bill comparisons as representative examples. Use those links as starting references when relevant. A representative comparison does not confirm an individual customer's applicable schedule.

The worksheet below is an editorial recommendation. It is not a publisher form, utility application, or eligibility checklist. Assign each missing item to a named qualified owner rather than treating a blank cell as approval.

| Review field | Evidence or decision to record |
| --- | --- |
| Service identity | Private service reference, territory, and legal provider name |
| Customer classification | Bill label and evidence supporting the proposed category |
| Schedule identity | Full schedule name, code, and linked official document |
| Dates | Bill period, schedule effective date, access date, review date |
| Source version | File name, revision, page, section, and saved private reference |
| Fixed-charge line | Printed label, billing basis, amount, applicable reference |
| Energy line | Quantity, kWh unit, period label, price when shown, amount |
| Demand line | Quantity, kW unit, interval definition, billing rule, amount |
| Riders and taxes | Separate identifiers, units, bases, sources, unresolved questions |
| Import and export | Separate quantities, charges or credits, supporting rules |
| Completeness | Missing pages, unexplained totals, absent references |
| Qualified owner | Reviewer name, responsibility, decision, and next action |

For every treatment decision, add the supporting page and section. A URL alone may leave a future reviewer searching a replacement document. Keep the earlier version when a later source changes, and identify which proposal used each one.

Restrict account details and full bill copies to the approved private record. The general worksheet can use an internal reference. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how maintained sources and decisions support later work without relying on a conversation alone.

## Close the evidence review before changing a proposal

Give the inventory a status such as “transcribed, applicability pending” or “reviewed against named schedule.” State which questions remain open. Avoid a broad “bill verified” label when the work only checked transcription or added the displayed amounts.

For a historical price comparison, use the companion [EIA average electricity price review](/articles/eia-average-electricity-prices-solar-quote-review). Keep its context figure outside the charge inventory unless its role is explicitly labeled. An aggregate source does not resolve the tariff sheet's missing fields.

The [solar intelligence overview](/intelligence/solar-installation) introduces other source comparison tasks for installers. Scale With Search can define a source inventory and human review process. This article establishes no current net-metering entitlement or promised bill outcome.
