# EIA average electricity prices: choose context before reviewing a solar quote

Before reviewing a solar proposal, ask the estimator where its electricity price input came from. Write down the source and intended use. An average from a public table needs a different label from a charge taken from the customer's applicable tariff.

This review prepares the evidence behind an input. It does not calculate savings, approve the proposal, or select a customer rate schedule. The useful result is a traceable context figure and a separate request for the documents needed to review customer charges.

The [solar installation page](/for/solar-installation) introduces office work around approved quotes and job records. This guide addresses the earlier step of deciding what an electricity price number can support.

## Identify the measure before copying the number

The U.S. Energy Information Administration (EIA) derives its average retail electricity price from retail sales revenue divided by electricity sold. Its measure includes delivered-electricity costs, including generation, transmission, distribution, taxes, and fees. EIA distinguishes these averages from individual utility rates. [EIA sales and price FAQ](https://www.eia.gov/tools/faqs/faq.php?id=507&t=5).

Label the worksheet entry **average retail electricity price**, followed by its population and period. Avoid the shorter label “customer rate.” Keep the definition beside the entry, where a reviewer can see it before approving any downstream use.

For a fictional arithmetic illustration, suppose a selected population reports 30,000 dollars of revenue and 200,000 kWh of sales. Dividing produces 0.15 dollars per kWh. Those invented totals demonstrate the measure only. They describe no state, provider, customer, or current observation.

That calculation supplies no schedule identifier. It also supplies no rule describing which charges change when imported electricity changes. Do not assign either meaning to its result. Give the figure a context-only status until the estimator has checked the intended use.

## Match the comparison question to the table

EIA organizes electricity sales and price information by state, provider type, individual provider, and consuming sector. Its FAQ distinguishes preliminary monthly information from final annual information. These dimensions belong in the source record, alongside the number. [EIA publication guide](https://www.eia.gov/tools/faqs/faq.php?id=507&t=5).

Start with a written question: “Which historical residential context belongs beside this proposal review?” Identify the geography, sector, provider scope, and year that answer it. Do this before choosing an attractive or familiar value.

Check whether the table describes a state total or one named provider. Record the exact label. A provider name in the customer's paperwork does not make a state total specific to that provider. Treat an unresolved name match as a question for the estimator.

For sector, preserve the publisher's category. If the customer paperwork does not establish the relevant classification, request clarification. Do not classify a mixed-use property from its street appearance or the person who submitted the inquiry.

For geography, distinguish the published area from the service location. A statewide context may serve the stated research question. It should retain that breadth in its label. Do not rename it as a neighborhood price or a local utility charge.

## Preserve units in both the source and worksheet

The reopened [2024 annual Table 4](https://www.eia.gov/electricity/sales_revenue_price/pdf/table_4.pdf) labels its measure in cents per kWh. It separates residential, commercial, industrial, transportation, and total columns. Read the heading and selected column together before transcribing any entry.

Retain a source-value field with the original unit. Add a separate normalized-value field if the worksheet requires dollars per kWh. Show the conversion instead of overwriting the source entry. That gives the next reviewer two things to compare: transcription and arithmetic.

For example, a fictional value of 15 cents per kWh becomes 0.15 dollars per kWh. This is a unit conversion, not a customer-rate finding. The decimal change does not improve geographic fit, resolve the sector, or establish which bill components are affected.

Reject an input labeled only “15” until its unit is supplied. Also reject a screenshot that cuts off the table heading. Request the full source location and row-column reference. Do not repair missing labels by choosing the interpretation that makes the proposal appear plausible.

## Keep the source edition separate from the observation period

The [Electric Sales, Revenue, and Average Price page](https://www.eia.gov/electricity/sales_revenue_price/index.php), reopened on 2026.10.28, displays data for 2024 and an October 7, 2025 release date. It labels that product discontinued and points readers to the EIA-861 files. Preserve that status when using the compilation as historical context.

Record three dates separately: the represented period, the publication date, and your access date. A download made today does not turn an older table into today's customer price. A source saved without its represented year leaves the reviewer unable to judge the comparison.

When following the publisher's link to the [EIA-861 detailed-data page](https://www.eia.gov/electricity/data/eia861/), identify the actual file and year before extracting anything. Do not treat the landing page's presence as proof that a particular download has been inspected. Save the file identity and the definition reference you used.

Preserve any preliminary, final, revised, or similar status exactly as the chosen source states it. If no status was located, record “status not identified.” Never infer finality from the file extension, a polished table layout, or a recent access date.

## Work through a matched fictional context review

Consider an invented residential proposal review for a property in State A. The estimator requests a historical, statewide residential context for calendar year Y. This example contains fictional labels and numbers. It describes no real customer or utility.

An analyst supplies a table entry labeled State A, Residential, year Y, 15 cents per kWh. The saved source record identifies the annual edition, table, row, column, and reported status. Its unit conversion is shown separately as 0.15 dollars per kWh.

The reviewer checks each requested dimension against the saved source. Geography, sector, and annual period match the stated research question. Provider scope is statewide, which also matches the request. The reviewer accepts the entry as **historical statewide context**.

The decision does not approve it as the proposal's customer charge. The customer tariff remains absent. The review note should say: “Context selection accepted for the stated question. Customer charge input unresolved pending schedule and bill evidence.” No savings calculation follows from this example.

Now imagine the estimator changes the question to the named provider's residential context. The earlier acceptance no longer answers the revised question. Keep the prior worksheet and open a new request. Do not change its provider-scope label to make the old figure fit.

## Reject a comparison that changes several dimensions

In a second fictional case, a commercial workshop proposal uses a nationwide, all-sector annual average. The proposal input calls it “local commercial energy rate.” No provider, source edition, or tariff is attached. That description fails before the reviewer considers the number.

Mark geography, sector, measure label, and customer applicability unresolved. Request the original source and intended comparison question. Do not replace the value with another average merely because the second number is closer to the customer's bill.

Another unresolved example compares an annual final figure with a preliminary single-month figure. Even matching sector and geography would leave the period and status differences. If the team keeps both for a research question, label both bases explicitly. Do not present their difference as a forecast.

Avoid explaining the customer's bill from that mismatch alone. The source comparison has not established the customer's schedule or individual charge structure. Keep the rejection reason narrow: the supplied evidence does not support the input's stated meaning.

## Prepare an input-provenance sheet

Use one record for each proposal version. The following worksheet is an editorial method, not an EIA submission requirement. Its purpose is to preserve the evidence and the reviewer's decision.

| Field | Entry to preserve |
| --- | --- |
| Proposal identity | Internal reference, version, review date, responsible estimator |
| Research question | The exact context comparison requested |
| Source identity | Publisher, URL, report or file name, edition, saved reference |
| Source location | Table, worksheet, row, column, and relevant notes |
| Population | Geography, sector, provider name or aggregate scope |
| Time basis | Represented period, release date, access date |
| Publication status | Publisher's preliminary, final, revised, or unidentified label |
| Source value | Transcribed number and original unit |
| Conversion | Normalized value, target unit, and visible arithmetic |
| Permitted use | Historical context, unresolved comparison, or rejected input |
| Missing evidence | Customer bill, applicable tariff, or unresolved classification |
| Reviewer decision | Name, date, reason, and next evidence request |

Keep the source entry read-only within the review record after acceptance. If an error appears, add a corrected version with its reason. Preserve which proposal version used the earlier input. That history lets the estimator identify the affected review without rewriting earlier decisions.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains the broader practice of retaining source records and decisions. Here, the practical test is whether another estimator can reproduce the selection and explain its permitted use.

## Make a separate request for the applicable tariff

EIA says it does not collect or publish electricity rate schedules, tariffs, demand charges, or peak and off-peak retail rates. Its averages therefore cannot complete the customer's tariff review. [EIA rate and tariff FAQ](https://www.eia.gov/tools/faqs/faq.php?id=20&t=3).

Request the service territory, legal provider identity, schedule name, effective date, and applicable tariff documents through the customer's approved process. Ask the responsible reviewer to confirm applicability. Attach a bill reference without copying private account details into a public article or general research file.

Keep imported-energy charges, exported-energy treatment, and total bill amounts as separate questions. An average establishes none of those customer-specific rules. The companion [electric bill component review](/articles/electric-bill-fixed-energy-demand-solar-review) supplies a charge-by-charge evidence worksheet.

Close the context review with a specific status and next owner. “Tariff requested from the estimator” gives the office a clear next step. “Rate verified” would overstate the evidence. Keep the latter status unavailable until the responsible reviewer completes the separate task.

For broader public-source work, the [solar intelligence overview](/intelligence/solar-installation) describes project comparison questions. Scale With Search can scope a maintained source and review process. No customer rate, export credit, or future bill result is established here.

## Source note

Sources reopened on 2026.10.28: EIA's sales-price and tariff FAQs, the annual sales-revenue-price landing page, its 2024 Table 4, and the EIA-861 detailed-data page. The annual compilation displays an October 7, 2025 release date and a discontinued label. No customer tariff or live price series was extracted. Examples, acceptance rules, and worksheet fields are editorial illustrations.
