# Corrected CSMS messages: retain the original notice and identify the changed instruction

When a Cargo Systems Messaging Service (CSMS) bulletin explicitly corrects an earlier message, keep both notices. Record the relationship and identify the changed passage. Preserve the publication dates separately from any deployment date stated in the text. Then give the responsible reviewer a precise question about relevance.

A correction review needs more detail than “use the latest notice.” The later message may correct one reference while repeating other context. Replacing the original record erases the evidence needed to explain an earlier internal note.

This guide uses two historical U.S. Customs and Border Protection (CBP) messages. It proposes a document-review worksheet for a cargo desk. It does not interpret the tariff references or authorize changes to an entry. The [logistics overview](/for/logistics-and-supply-chain) and [public notice intelligence guide](/intelligence/logistics-and-supply-chain) provide the wider workflow context.

## Establish the explicit relationship first

ACE means Automated Commercial Environment. CBP calls its technical requirements CBP and Trade Automated Interface Requirements (CATAIR). [CBP documentation index](https://www.cbp.gov/trade/automated/catair).

CBP sent CSMS 69915227 on September 15, 2026, at 12:41 p.m. EDT. Its subject concerns the ACE CATAIR Entry Summary Error Dictionary, version 53. CBP sent correction 69941677 on September 17 at 11:20 a.m. EDT. The correction directly links the original number and identifies the reference being changed. [Original bulletin](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/42ad25b). [Correction bulletin](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/42b39ad).

Record that explicit link as the basis for connecting the documents. Similar headlines, a shared error reference, or a later publication date alone would not establish the same relationship. If the relationship is unclear, leave it unconfirmed until the responsible reviewer checks it.

Use the bulletin number as part of each record's identity. Keep the source URL beside it. A short internal label can help people scan a queue, but it should not replace the original identifier.

## Isolate the changed reference

The original text uses Harmonized Tariff Schedule (HTS) reference `9903.03.05`. The correction says the applicable reference is `9903.03.15`. It explicitly describes this as its correction to CSMS 69915227. Preserve that before-and-after comparison as a document fact. It is not a classification decision for any shipment. [Original reference](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/42ad25b). [Corrected reference](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/42b39ad).

Both messages discuss error F884 and state an August 26, 2026 deployment to certification and production. Those repeated statements belong in a context column separate from the changed reference. Their repetition does not establish current applicability to a particular entry. [Original context](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/42ad25b). [Repeated correction context](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/42b39ad).

Do not turn this comparison into a replacement rule for internal filings. The desk's immediate task is to make the publisher's correction visible. The authorized technical or compliance reviewer decides what additional records require examination.

Likewise, avoid labeling the entire original message “false.” The inspected correction identifies a specific reference change. Your record should preserve that scope rather than assigning a broader status to every sentence in the earlier bulletin.

## Separate publication, deployment, retrieval, and decision dates

Give each date its own field. Publication says when CBP sent the bulletin. The stated deployment date describes a different event. Retrieval says when your office inspected the source. Decision says when an authorized reviewer accepted an internal conclusion.

In this example, the deployment statement predates both publications. Sorting the records by deployment date alone would hide the order in which the two messages were sent. Sorting by retrieval time would describe your research sequence instead of the publisher's sequence.

Preserve the source wording for the deployment statement. Do not rename it “effective date” unless a controlling source supports that meaning. A convenient column label can introduce a claim that neither bulletin makes.

For a retrospective review, record the date of the original internal decision too. That allows a reviewer to ask what evidence the desk had at that time. Keep a later correction review linked to that earlier decision without silently changing its recorded date.

## Keep the dictionary edition separate from the bulletin edition

Both historical messages name version 53. At access on October 28, CBP's [dictionary landing page](https://www.cbp.gov/document/guidance/ace-catair-error-dictionary) linked version 54, dated September 22, 2026. The linked workbook contains condition code 884 with reference `9903.03.15`. This later document is a separate source, not an archived copy of version 53. [Version 54 workbook](https://www.cbp.gov/sites/default/files/2026-09/26_0922_ace_catair_error_dictionary_v54.xlsx).

Record the edition you actually open. A historical bulletin's link can lead to a page whose available attachment has changed. Do not claim that today's attachment reproduces the exact file available when the bulletin was sent.

If the review requires the original workbook edition, mark it missing until verified. Keep the historical bulletin evidence intact. The absence of an archived attachment does not justify substituting a later workbook without labeling the substitution.

Use the [CATAIR index](https://www.cbp.gov/trade/automated/catair) to locate supporting documentation. Preserve the route from bulletin to document page to attachment. For this worksheet, that trail helps another reviewer identify which source supports each recorded field.

## Use a correction worksheet with separate evidence columns

The proposed worksheet below describes one original-correction pair. It is an editorial template rather than an official CBP form. Keep it in the company's approved internal record system.

| Field | Evidence to retain | Review question |
| --- | --- | --- |
| Original identity | Bulletin number and URL | Which earlier message is named? |
| Correction identity | Bulletin number and URL | Does the later message explicitly connect itself? |
| Publication sequence | Both publisher timestamps | In what order were the messages sent? |
| Changed reference | Earlier value and corrected value | What exact field changed? |
| Correction scope | Location of the publisher's explanation | Does the record describe only the stated change? |
| Repeated context | Separate comparison notes | Which relevant statements repeat in both? |
| Document edition | Actual attachment version and link | Which edition did the reviewer inspect? |
| Internal dependency | Approved private note identifier | Which local record might need attention? |
| Missing evidence | Unresolved fact and owner | What must be checked before a decision? |
| Resolution | Reviewer, date, and decision reference | What was changed, retained, or left open? |

Keep the earlier and later values in different cells. An arrow in a chat message can communicate a quick comparison, but separate cells make transcription checks easier. Preserve punctuation and digit order when copying identifiers.

Give each row a source reference. A single source list at the end does not show whether a statement came from the original, the correction, or today's attachment. The reviewer should not need to reconstruct that distinction.

## Work a synthetic internal note review

Imagine a fictional internal note called `DOC-28`. It links the original bulletin and records the earlier HTS reference. It contains no shipment identifier, importer information, customer name, or filing instruction.

During a later source review, the desk finds correction 69941677. The desk opens both bulletins and records their explicit relationship. It creates a proposed amendment to `DOC-28` that points to the correction and displays the reference difference.

The synthetic internal review note reads:

> Synthetic document review example. DOC-28 cites original CSMS 69915227. Correction 69941677 explicitly changes the referenced number. Both source links and publication timestamps are retained. Please confirm whether DOC-28 needs an amendment and identify any dependent internal guidance requiring review. Shipment applicability remains unresolved.

The authorized reviewer can now evaluate a specific dependency. The proposed amendment does not overwrite the original note before review. If accepted, the amendment should carry its decision date and reviewer reference.

Keep the original note accessible under the company's retention rules. A later reader may need to understand what the desk recorded before discovering the correction. The correction relationship explains that history without presenting the earlier reference as current guidance.

## Review dependent notes before expanding the scope

Start with records that explicitly cite the original bulletin number or URL. Those direct references give the reviewer a defined first group. Use approved internal access rather than collecting unrelated customer documents.

For each reference, identify what the local note does. It might summarize a publication, explain a source check, or support an internal technical question. Do not assume every citation has become an operational instruction.

If a reviewer identifies an affected internal instruction, record that decision and its evidence. Keep any proposed revision separate from the public-source comparison. Changing an instruction requires the authority assigned by the company, even when the source difference is clear.

Leave unmatched records unresolved when their identity cannot be established. A similar filename or keyword is only a candidate. Expanding the search should follow a specific missing dependency, not an assumption that every related record requires replacement.

## Handle newer or unavailable messages honestly

Use the [publisher feed](https://content.govdelivery.com/accounts/USDHSCBP/widgets/USDHSCBP_WIDGET_2.rss) to discover bulletin links. Open the message itself before assigning a correction relationship. A newer unrelated bulletin should remain a separate record even when its subject includes the same system name.

If the original cannot be opened, record that failure and the time checked. You may retain the correction's explicit reference to the original, but mark the before-and-after comparison incomplete. Do not reconstruct the original wording from memory.

If only a headline is available, restrict the record to what the headline establishes. Ask the reviewer to obtain the body before describing the changed instruction. Successful retrieval of a page is insufficient when the relevant text is missing.

Maintenance timing creates a related but different review. The [ACE maintenance notice guide](/articles/ace-maintenance-notice-certification-production-window) keeps environment, publication, and event-window fields separate. A timing notice should not inherit this example's correction relationship merely because it arrived later.

## Close the review with a reproducible decision

An accepted correction review should identify the source pair, the stated change, the inspected document edition, and the internal decision. A rejected candidate should retain its reason. An incomplete review should name the missing evidence and next owner.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains why source history and decisions belong in records your company controls. Here, the useful history includes which note cited the original and who authorized its amendment.

Before commissioning a build, ask reviewers to complete a manual sample. Include an explicit correction, a similar unrelated title, and an inaccessible original. Check whether the worksheet preserves uncertainty without inventing a replacement instruction.

Scale With Search can scope the source trail, review worksheet, private dependencies, and acceptance examples in writing. Define success as a reproducible internal review record. Leave tariff interpretation and shipment actions with the responsible authorized people.
