# How to control AI spend across your team

Control team AI spending by giving every recurring function a budget, an owner, a stopping rule, and a cost record. Review subscriptions separately. Require approval before someone adds a new paid function or raises an existing limit.

Start with the work: preparing an account report, sorting incoming requests, or drafting a customer reply. A list of software bills cannot tell you which function should continue. Build a register that connects each bill to a named job and the person responsible for its results.

The goal is a spending decision you can explain. You should be able to point to the work purchased, its accepted output, and the authority behind it.

## Make one inventory of tools and recurring functions

Ask each team member which paid AI tools they use and which recurring jobs those tools support. Include company subscriptions, employee reimbursements, direct usage accounts, and AI charges inside other software. Mark any uncertain charge for follow-up.

Keep subscriptions and automated functions in separate columns. A subscription buys access under its terms. A function budget is your decision about how much a defined job may consume. Do not assume a subscription receipt also explains the cost of automated work elsewhere.

For each function, record the business purpose, paying account, budget owner, output reviewer, monthly allowance, and current status. Add the location of its instructions and run receipts. Mark whether it drafts material or can change another system.

NIST's Govern playbook describes maintaining an AI system inventory and assigning responsibility for it. Use that principle to make the spending register accountable. [NIST Govern playbook, checked 2026.10.26](https://airc.nist.gov/airmf-resources/playbook/govern/)

Keep the register in a file the business controls. Give the finance owner access without requiring a search through an employee's private chat history.

## Sort the work before allocating money

Before dividing the budget, ask whether each recurring job should exist. Sort it into eliminate, automate, augment, or outsource.

Eliminate a report if nobody uses it. Consider automation for a bounded preparation step with clear inputs and a checkable result. Keep judgment with a person where the record is incomplete. Consider outside help when the task requires expertise the team does not have.

This is the study and sort described in [AI systems for your business](/ai-systems). Apply it before buying more access. Give each retained function a written result and a reason for receiving a budget.

For example, a weekly customer-status draft might deserve a trial. An additional summary of that draft needs its own reader and purpose. Do not approve the second function because the first one exists.

## Give each budget a named decision maker

Choose one person who can answer for a function's spend. The person reviewing its outputs can be different. Record both roles.

The budget owner approves the allowance, handles alerts, and decides whether the function should pause. The reviewer checks whether the output meets the written requirement. Finance reconciles the account charges. Document who acts when one of these people is away.

Use a short approval rule: new paid functions and limit increases require the named owner's approval. A request should state the purpose, expected workload, ceiling, and next review date. An urgent deadline should lead to an explicit exception with an expiry.

Connect spending authority to [the approval matrix](/articles/ai-agent-approval-matrix). Paying for a function should not automatically give it permission to send messages, publish changes, or buy anything.

## Separate alerts from enforced limits

An alert tells someone to investigate. An enforced limit controls whether more paid work can start. Check which behavior your account provides.

The vendor documentation checked for this article distinguishes notifications from hard limits. Alerts permit traffic to continue. Its hard limits reject affected requests, but enforcement can lag and recorded spend can exceed the configured amount. [Vendor spend-limit documentation, checked 2026.10.26](https://developers.openai.com/api/docs/guides/spend-limits)

Treat that as a documented example, not a claim about every tool. Ask the person setting up your account to show the current behavior. Record what the limit covers and what it leaves out.

Set the alert early enough for someone to respond. Specify the response: inspect receipts, explain the change, pause new work if needed, and record the decision. An unread notification has no assigned operational purpose.

## Put a local spending check before paid work

Ask the builder to enforce the function's allowance before starting another paid request. Keep this control outside the model's instructions.

Require a conservative allowance for the next step. Include the possible output, permitted tools, and allowed retries. If the system cannot establish the remaining budget, have it pause and report the missing information.

When several jobs share one allowance, require one shared check and reservation. Test two jobs starting together near the limit. They should not both receive permission to spend the same remaining allowance.

Give retries a separate rule. Set a maximum number of attempts and a point where a person must investigate. Require the receipt to include unsuccessful attempts. Otherwise the spending review will omit work you paid for but did not accept.

These are build requirements. Ask for test evidence before treating them as working controls. Use the [stopping-rule examples](/articles/ai-agent-stopping-rules-examples) to define what the reviewer should see when a limit blocks work.

## Measure the cost of accepted work

Define what counts as an accepted result for each function. A report might need current sources, correct totals, and reviewer approval. A draft reply might need the right customer record and no unsupported claims.

Then compare the function's attributed charges with its accepted outputs for the same period. Include failed attempts and abandoned runs in the spending total. Keep their counts visible beside the accepted count.

If there are no accepted outputs, report that state directly. Do not divide by zero or substitute the number of attempts. A function that made many drafts still needs a separate count of usable results.

Use [run receipts](/articles/receipt-is-part-of-the-output) to connect these numbers to individual jobs. Keep model charges, other service charges, and human review time in separate fields. They answer different management questions.

## Review changes without chasing every fluctuation

Choose a review cadence appropriate to the workload. Compare like periods and investigate changes in volume, input size, retry count, selected model, and acceptance rate.

Ask what changed before deciding what to cut. A larger total could reflect more approved work. A smaller total could reflect a broken schedule. Require enough evidence to distinguish these cases.

For each review, write one decision: continue, investigate, change the scope, pause, or retire. Name the owner and next check. Preserve the previous decision so the team can understand why a limit changed.

For firms serving several clients, review each client's allowance separately. Keep shared overhead on its own line. Decide the allocation rule in writing before charging clients for a pooled account.

## Test the controls during handoff

Ask for a demonstration with test inputs and small limits. Start a normal run. Trigger an alert. Attempt another request after the local allowance is exhausted. Confirm that the function records why it stopped.

Also test an unavailable budget record, a failed request, simultaneous starts, and an unauthorized limit increase. Require a written result for each case. The budget owner should be able to find this evidence without the builder's help.

Train the team to read the register and handle a paused job. Keep a manual path for urgent work. A budget stop needs a business response, including who tells the person waiting for the result.

Bring one recurring function, its current charges, and its approval rules to [the work scope form](/work). Define the result and spending checks before authorizing the build.
