Google separates obtaining consent, communicating the state, and controlling tag behavior. [Google's Consent Mode overview, checked 2026.10.14](https://developers.google.com/tag-platform/security/concepts/consent-mode). For your agent website, require evidence of the selected mode, the consent fields, and the requests sent during a test. Check that a seller or buyer inquiry also reaches its intended recipient. Keep the measurement result and message receipt as separate acceptance decisions. This article is general information, not legal advice. It does not provide compliance, consent, or legal services. ## Write the expected behavior before changing tags Start with your actual seller page, buyer consultation page, contact form, and listing search. Name the Google products installed on each route. Request the tag IDs, installation locations, consent provider, and person authorized to change each account. Give counsel the vendor list and proposed data flows. Request a dated decision about the purposes, visitor coverage, defaults, and permitted transmissions. Ask the maintainer to translate that decision into explicit technical requirements. Record the chosen basic or advanced implementation. Identify any region-specific settings and how the consent provider determines the test visitor's region. Keep an unknown rule or inaccessible vendor configuration marked **unresolved**. Google documents the update in its implementation guide. Request a written mapping from each banner choice to these fields. For an analytics-only choice, have the maintainer state which field changes and which advertising fields remain denied. Require the observed values to match that mapping. Do not infer a grant from an inquiry submission. Keep the visitor's request for a property conversation outside the proposed mapping of analytics and advertising choices. ## Choose basic or advanced by permitted transmission Google defines the two implementations by when tags load and what they send. Denied consent can still produce cookieless measurements and consent signals. | Are the observed requests allowed by the approved configuration? | Choose with counsel and the account owner. Do not select advanced mode solely to fill a reporting gap. Write down whether denied-state requests are permitted and which Google products the decision covers. Google says denied analytics storage prevents reading or writing Analytics cookies, while cookieless pings can continue. Those pings can include browser information and other configured fields. Require an explanation for every transmission that conflicts with the written expectations. ## Establish defaults before measurement starts For a direct `gtag.js` installation, Google requires the default consent command before measurement commands such as `config` or `event`. Consent changes must be sent on the page where they occur, before navigation. The website's consent solution must save choices and restore the appropriate state on subsequent pages. For Tag Manager, use a consent template with **Consent Initialization - All Pages** to establish consent before other triggers. Google recommends its Consent APIs for timely state changes. Tags with built-in consent checks adjust behavior; additional consent checks can require specified grants before a tag fires. Ask the maintainer to identify any Google tag installed directly in the website, through a plugin, or through another container. Include each installation in the test. Require the same approved behavior wherever measurement starts. Give embedded listing search and externally hosted forms their own test rows. Request the vendor's supported consent integration and account-specific evidence. Keep components beyond the maintainer's access unresolved until the responsible vendor supplies proof. ## Inspect the state and the resulting requests Have the maintainer start a Tag Assistant session. Google directs testers to inspect the earliest Consent event for defaults and the later event for updates. Check the four fields in **API Call**, or compare **On-page Default** and **On-page Update** in the **Consent** tab. Inspect fired and blocked tags. For basic mode, Tag Assistant may not connect while the container is blocked. Google documents that limitation. Preserve the initial blocking evidence before granting consent for the connected inspection. Record the destination, request time, consent event, and relevant payload. Compare those observations with the selected mode and written expectations. Google transmits consent information in request parameters including `gcs` and `gcd`. Encodings can change, and `gcd` can appear even without Consent Mode enabled. Require both state evidence and behavior evidence. A parameter's presence alone should not close an acceptance row. For server-side transmissions, request a redacted server trace and the corresponding configuration from the maintainer. ## Repeat the seller and buyer routes under different choices Agree test submissions with the receiving person. Use contact details you control and a clearly labeled test message. Start each independent scenario with clean test storage. Repeat affected scenarios on mobile and desktop, across relevant regional settings, and through each different form or listing-search service. Save a separate result for every route. Inspect the inquiry trigger with a failed validation attempt and a successful submission. Set the acceptance requirement to count the agreed success action only. Require the recipient to locate the matching request in the destination account. Keep identifying details in the private delivery record. Google prohibits personally identifiable information in Analytics, including email addresses and personal mobile numbers. Its guidance covers URLs, titles, campaign parameters, and user-entered fields.
