# Cleaning contract end dates: build a research calendar from award history

A government cleaning contract end date can give your office a reason to research a buyer. Keep the date's exact meaning beside it. An award record describes awarded work. Your calendar should not turn that record into a claim that a new cleaning bid is open.

Start with a small group of awards in your service territory. Record their identities, date fields, retrieval dates, and unresolved questions. Give the bid coordinator a research task with a next review date. Reserve a bid decision for a separately checked procurement notice and its current documents.

This guide proposes that working method for a cleaning-company owner and bid coordinator. The [commercial cleaning intelligence overview](/intelligence/janitorial-and-commercial-cleaning) explains the broader source landscape. Here, the narrower job is interpreting award dates before they enter an office calendar.

## Separate the four things a calendar can confuse

Use distinct columns for award history, current completion, potential completion, and an official solicitation. Do not place them under one heading called “next bid.” That heading would conceal the question your coordinator still needs to answer.

The [USAspending endpoint index](https://api.usaspending.gov/docs/endpoints) lists award-search and award-detail services. Its [award-search documentation](https://raw.githubusercontent.com/fedspendingtransparency/usaspending-api/master/usaspending_api/api_contracts/contracts/v2/search/spending_by_award.md) includes award identifiers, agency fields, performance-location fields, and descriptions. Use these fields to identify research candidates. Do not treat the existence of an award-search result as a procurement invitation.

The [USAspending data dictionary](https://api.usaspending.gov/api/v2/references/data_dictionary/) defines current completion for procurement awards around the scheduled contract completion, including exercised options. Modifications can revise that scheduled date. Its potential completion field describes completion if all predetermined or negotiated options were exercised. The dictionary excludes indefinite-delivery vehicles from that potential completion definition. Keep that exclusion beside the field when reviewing different award types.

Keep the original field name when copying a date. If your export says only “End Date,” inspect the documentation before relabeling it. The [award-detail contract](https://github.com/fedspendingtransparency/usaspending-api/blob/master/usaspending_api/api_contracts/contracts/v2/awards/award_id.md) maps its end-date field differently for contracts and indefinite-delivery vehicles. For contracts, it uses current completion. For indefinite-delivery vehicles, it uses the ordering-period end date. Do not label an ordering-period end as the date cleaning services finish. Confirm the award type before comparing dates across records.

Your proposed calendar can then distinguish these four entries:

| Entry | What to record | Office treatment |
| --- | --- | --- |
| Award history | Award identity and observed description | Research candidate |
| Current completion | Exact field, value, and source version | Date interpretation needed |
| Potential completion | Separate field and its conditional meaning | Option questions remain |
| Official solicitation | Notice identity and checked documents | Separate participation review |

Give each row one explicit status. Suggested statuses are “research only,” “documents needed,” “notice under review,” and “closed research.” These are internal labels. They do not describe an agency's official procurement status.

## Build one complete research row first

Before collecting a large list, ask your coordinator to complete one row by hand. This exposes missing definitions before the office starts comparing buyers. Use a spreadsheet or a plain document your team can reopen without a particular chat session.

The following worksheet is a proposed office record. Its review fields are recommendations, rather than a claim about a source's required format.

| Proposed column | What belongs there |
| --- | --- |
| Award identity | Displayed award identifier, source link, and agency context |
| Record identity | Source's unique record reference, preserved separately |
| Award type | The type stated in the source |
| Work description | Brief description copied or carefully summarized |
| Performance location | Recorded service location, with missing detail visible |
| Date field | Original field name and documented meaning |
| Observed date | Value retrieved, without a guessed replacement |
| Other completion field | Separate current or potential value, when available |
| Retrieval date | When your office opened the source |
| Source update | Update timestamp if supplied, separate from retrieval |
| Uncertainty | Specific unanswered question and required evidence |
| Research owner | Person responsible for the next check |
| Next review | Internal research appointment and its reason |
| Procurement evidence | Checked notice reference, or “not established” |

Keep the award identifier and the source record reference in separate cells. They serve different reading tasks. One helps a person recognize the award; the other helps the office return to the same source record.

Describe geography conservatively. If the source gives a state but no verified facility, record that limit. Do not substitute the contractor's office address for the location where cleaning occurs. Ask whether the recorded location is specific enough for your territory decision.

## Walk through a fictional cleaning award

Consider this entirely fictional example. “Example Regional Facilities Office” and “DEMO-CLEAN-017” represent no real buyer or contract. Every date below is invented to explain the worksheet.

Your coordinator records a current completion date of 2027.09.30 and a potential completion date of 2029.09.30. The description says routine custodial service at an office facility. The retrieval date is 2026.10.28. No official solicitation has been established in the example.

The proposed row reads:

| Field | Fictional entry |
| --- | --- |
| Award | DEMO-CLEAN-017, Example Regional Facilities Office |
| Work and place | Office custodial service; example performance state only |
| Current completion | 2027.09.30, source field preserved |
| Potential completion | 2029.09.30, source field preserved |
| Retrieved | 2026.10.28 |
| Internal status | Research only, procurement unconfirmed |
| Uncertainty | Option exercise, facility scope, and future acquisition plan unresolved |
| Next appointment | 2027.01.15, check the source and public buyer documents |

That appointment is the company's choice. It is not a predicted notice date. The owner might choose an earlier review for an unfamiliar buyer or a later review for low-priority geography.

Suppose a later fictional check shows current completion moved to 2028.09.30. Preserve the earlier observation in history. Add the new value, retrieval date, and supporting reference. Do not overwrite the old cell without explaining what changed.

Also avoid assigning a reason from the date alone. Write “recorded completion changed; supporting document needed” until the coordinator reads evidence explaining it. An apparently plausible option story remains an unanswered question.

## Use dates to schedule research, then schedule the next decision

Choose a review cadence around your office's estimating capacity. A monthly research session is one possible starting point. Add an earlier appointment when a newly discovered notice or document needs attention.

Begin each session with the rows already assigned to someone. Read the uncertainty column before adding more awards. A short calendar with named questions is more useful than a long export nobody has accepted responsibility for checking.

Separate your research appointment from every external deadline. Label an internal date “next research review.” Label a documented bid deadline with the notice identity, time, time zone, and source. Never let a calendar reminder imply those dates are interchangeable.

For the fictional award, the next session might ask whether the location fits your territory. The following session might examine available documents about the performance period. Neither task requires a claim about when a replacement competition will occur.

When a solicitation is found, create a linked notice-review record. Keep the award-history row as background. Use the [public cleaning notice guide](/articles/public-cleaning-bids-notice-type-walkthrough-review) to examine current attachments, due times, and walkthrough instructions.

## Reopen documents when options or dates change

For federal procurements, [FAR 17.207](https://www.acquisition.gov/far/17.207) describes written notice and determinations for exercising options. The presence of an option in historical information does not tell your office that it has been exercised. Ask for the relevant current evidence before recording that conclusion.

Do not choose between current and potential completion merely because one date fits your sales plan. Preserve both. Add a question about the source and contract terms that explain their relationship.

If an extension is mentioned, ask which document supports it and which performance period it changes. If you cannot open that document through permitted public access, record the missing evidence. Do not reconstruct it from a headline or an old export.

Treat amendments to a newly found solicitation as a separate document question. Under federal negotiated-procurement rules, [FAR 15.206](https://www.acquisition.gov/far/15.206) addresses solicitation changes and amendment content. Those rules do not establish the instructions for every city or state notice. Read the procuring authority's current documents for the actual opportunity.

## Give the bid coordinator questions that can be answered

An owner can hand off this proposed question set with each selected row:

1. Which exact award and source record are we reviewing?
2. Does the recorded work resemble a service we accept?
3. What location is established, and what location detail remains unknown?
4. Which completion field produced the date in our calendar?
5. What evidence supports an option exercise, extension, or other changed period?
6. Have we located an official solicitation with a separate notice identity?
7. Which documents remain unread, unavailable, or inconsistent?
8. What is the next research action, who owns it, and when should it occur?

Ask for a short written answer with source references. “Not established from the documents checked” is a usable answer. “Probably rebidding next fall” conceals both the evidence gap and the proposed next step.

Keep purchasing history separate from pricing assumptions. Do not use an earlier award amount as your cleaning estimate. Have the estimator assess the current scope and the company's approved cost inputs when sufficient documents exist.

## Preserve the reason a row leaves the calendar

Use a decline or closure note when research stops. Suggested reasons include outside territory, excluded service, insufficient facility information, no current notice found, and owner deferral. Record what was checked and when, rather than claiming a buyer will never procure again.

A future coordinator should be able to reopen the row without guessing why it disappeared. Keep the earlier evidence beside the dated decision. If new documents change the assessment, start a new review from that recorded position.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how to retain source roles and corrections in records your company controls. For procurement research, the useful memory is the dated evidence trail and the owner's decisions. Keep private estimates and access information outside a public research example.

## Keep the owner's decisions visible

The [commercial cleaning overview](/for/janitorial-and-commercial-cleaning) describes broader office boundaries. Apply the same ownership here: the owner chooses accepted work, the coordinator checks procurement documents, and the estimator owns the estimate.

An award-research calendar prepares those decisions. It should end with a checked observation, a named uncertainty, or a closed research note. Sending agency questions, accepting portal terms, and submitting a bid belong to separately authorized actions.

Scale With Search can scope a research handoff around the sources and records your company controls. Bring a harmless sample row, your accepted service territory, and the person who will review the result.

## Source note and limits

Official documentation was reopened on 2026.10.28. The linked USAspending index, award-search contract, award-detail contract, and data dictionary support the source-field descriptions. FAR 17.207 and 15.206 support the limited federal procurement statements above.

The older [FPDS manual URL](https://www.fpds.gov/downloads/Manuals/FPDS_User_Manual_V1.5.pdf) redirected to SAM.gov during this review. Its manual text was unavailable there. This guide uses the current USAspending dictionary for date definitions. No live award sample, future solicitation, or universal research interval is asserted.
