# Claude Projects vs Custom GPTs for Business Memory: Scope, Files, and Portability.

A firm uploads the same policy packet to a custom GPT and a Claude Project. One user expects prior conversations to carry forward. Another expects every session to start only from the uploaded files. The first live answer uses an old scope rule, and neither operator knows which behavior was intended.

Claude Projects and custom GPTs are configurable workspaces. They are not self-maintaining business records.

Compare them with a recurring-job fixture that covers instructions, file freshness, memory scope, sharing, corrections, export, and replacement.

**Availability checked September 19, 2026:** OpenAI is planning custom GPT retirement and migration to Plugins. Its current notice gives December 11, 2026 for affected Enterprise workspaces; check your own workspace notice. ## Projects and GPTs are workspaces, not a business record

Anthropic describes Claude Projects as self-contained workspaces with chat histories, knowledge bases, and project instructions. OpenAI describes GPTs as configured versions of ChatGPT containing instructions, knowledge files, capabilities, apps, or actions. OpenAI also states that GPTs do not use saved memory, custom instructions, or previous conversations. Each GPT conversation starts fresh. That difference matters, but it does not select a winner. A fresh custom GPT conversation can be desirable for a controlled reference job. A Claude Project can be desirable when project continuity and isolated memory fit the workflow.

## Instructions, files, and conversation scope

Claude Projects combine project instructions with knowledge and project chats. Anthropic documents project-specific memory spaces when memory is enabled. Custom GPTs separate behavior instructions from knowledge files. OpenAI recommends using instructions for rules and knowledge for reference material, then testing in Preview. For both, keep current facts outside the instruction when they change often. Put the job definition in a task brief. Put current decisions in maintained source files. Record when each workspace copy was refreshed.

## Saved memory and project isolation

Claude's current memory documentation says projects have separate memory spaces and summaries. That can reduce leakage between projects, but the buyer must test the exact account, feature state, and sharing configuration.

Custom GPT conversations start fresh without saved memory or earlier GPT conversations. The GPT can still use its configured instructions and knowledge. If persistent user or business context is required, it must come through uploaded knowledge, an app, an action, or another approved source path.

## Sharing, permissions, and client boundaries

OpenAI documents several GPT sharing levels and permissions, depending on plan and workspace settings. A user may be allowed to chat, view settings, or edit. Public sharing has different constraints. Claude Project sharing and team controls depend on plan and organization settings. Do not infer that a shared workspace preserves the same personal memory behavior.

For client work, create separate synthetic fixtures. Give each a canary. Test user roles, copied configurations, project membership, and knowledge access. A friendly interface label is not an isolation proof.

## Inspect `workspace-memory-scorecard.csv`

Record the observed behavior on the plan you will use.

A “not applicable” result is valid. For example, prior-conversation memory is not required when the recurring job should always start from current files.

## Update a controlling source without drift

Create one canonical `policy.md` outside both products. Record its hash and effective date. Upload or sync it through the intended route. Run the fixture.

Then replace one approved value. Update the canonical source. Refresh each workspace by its documented method. Start a fresh conversation and run again.

Fail the workspace if the old value remains without a visible stale-source warning. Do not fix the result by adding an improvised chat instruction. Fix the source-refresh process.

## Make a chat correction survive the next conversation

A comparison written in January 2026 found the same gap in both products. Each gives consistent behavior from stored instructions and files. Neither learns from the conversation.

Correct a custom GPT during a chat, and the correction lives in that chat. A new conversation starts from the GPT configuration again. Correct Claude in a project chat, and the next chat in the project reads the original project files. In both cases, the correction is lost unless someone changes the stored source.

The manual path is where corrections fail. Few operators stop a conversation to download, edit, and upload a file. A local file route removes that step. With Claude Code, you add the correction to `CLAUDE.md` or to the source file on disk. The next session reads it. Browser workspaces cannot read your file system, which protects your files but also means they read only static uploads.

That is the reason to keep the canonical `policy.md` outside both products. Write each correction there first, then refresh each workspace. The [corrections guide](/articles/corrections-become-system-memory) shows how to write a correction so that it changes the next run.

The same comparison drew one more line. A custom GPT fits an assistant built for other people, where every user must get the same instructions and knowledge. It is a template, not personal memory.

## Export, transfer, and shutdown tests

A Claude Project and a custom GPT contain more than files. Instructions, sharing, enabled tools, chat history, memories, app connections, and actions can affect behavior. Export or copy every object the product permits, then document what requires manual reconstruction.

OpenAI states that changing or canceling a subscription that permits GPT building can remove the ability to edit or create GPTs even when existing GPTs remain usable. Anthropic's plan behavior can also change. Check current provider documentation before the test.

## Run the side-by-side recurring-job fixture

Use synthetic records and complete these checks:

1. Put the same task brief and three files into each workspace.
2. Include one current rule, one archived rule, and one correction.
3. Run the job from a new conversation.
4. Start a second conversation and compare continuity.
5. Test a second client canary in a separate workspace.
6. Share the workspace with a test user at the intended role.
7. Update the current rule and refresh the knowledge.
8. Confirm the next fresh run changes.
9. Remove one source and confirm retrieval stops.
10. Export the available configuration and source packet.
11. Run the packet with a fresh model outside both workspaces.
12. Record every manual reconstruction step.

Choose the workspace that passes the job with acceptable maintenance. Do not rank broad intelligence from this test.

## Which workspace fits which job

Choose a Claude Project when scoped project knowledge, project chats, and tested project memory fit the team's workflow. Choose a custom GPT when a reusable configured assistant should start each conversation from instructions and knowledge without saved personal memory.

A file route fits a third case. Choose Claude Code with a `CLAUDE.md` file under version control when corrections must persist without an upload. The same route fits context that grows with the work and a record that must outlive a platform change. The file stays on your disk, but the text a session reads goes to Anthropic for processing.

Many teams split the work. ChatGPT handles quick questions. The file route handles work that needs business context, such as client work, proposals, and documentation. The context record then exists in one place.

The comparison matters less in two cases. For casual, low-consequence use, pick the interface you prefer. If the organization has standardized on one platform under contract, work within that platform's controls and run the fixture there.

Use neither as the only copy of an approved business rule. The maintained record should outlive one builder account, one sharing link, and one model family.

Write a workspace decision with the selected product, job name, canonical packet path, instruction revision, file-refresh owner, allowed sharing level, memory expectation, and next portability date. Include the reason the other workspace was rejected or assigned a different role. This record matters when a builder leaves or a plan changes. Without it, a replacement operator may copy the visible files and miss the settings that made the accepted fixture pass.

Add a no-source case to the accepted fixture. Both workspaces should identify the missing file and stop rather than answer from general knowledge.

## Approval and stopping boundary

The evaluation may create synthetic Projects and GPTs, upload synthetic files, use test sharing roles, update fixture knowledge, and inspect available exports.

It stops before uploading client data, enabling apps or actions against live systems, publishing a GPT, widening organization sharing, deleting real projects, changing workspace memory settings, or canceling a subscription. The workspace owner and data owner approve those actions.

If a workspace cannot prove which knowledge revision it used, the test records a failure. The operator does not infer freshness from a plausible answer.
