# Choose between Claude Projects and Claude Code by where your files live.

You keep reference files for your business, and you want Claude to use them in every conversation. Claude Projects and Claude Code both give Claude context beyond one message. Projects does it through the web interface with file uploads. Claude Code connects to the files on your machine.

They are not two versions of one product. They are different tools for different problems. This article compares what each one does and what each one costs you in effort. It also finds the point where the limits of Projects start to block your work.

The source observation for this article dates from January 2026. Anthropic changes plan limits and features, so check the current numbers in your own account before you plan around them.

## Know what Claude Projects gives you

A Claude Project is a workspace inside the Claude web interface. You create the project, upload files, and write project instructions. Claude refers to those files and instructions in each conversation inside the project.

Anthropic's help pages listed these limits when this article was checked on 2026.09.25:

| Limit | Listed value |

| Context window when you chat | 200,000 tokens by default, about 500 pages; some newer models list 1 million |

Those pages state no character limit for project instructions, and reports measured the field differently. Treat each number as a dated observation. The [Claude instruction limits article](/articles/claude-custom-project-instructions-limits) shows how to measure the fields in your account.

The context window holds everything at once: the instructions, the uploaded file contents, the conversation history, and Claude's replies. Near the limit, earlier parts of the conversation drop out, or the conversation must end.

Projects work for contained tasks: one project, one document set, and a clear boundary. When your work spreads across several folders, or needs files Claude has not seen, Projects becomes a bottleneck.

## Know how Claude Code changes file access

Claude Code is a command-line tool that connects Claude to your local files. You run it in a terminal. Inside the folders you permit, Claude can read files, run shell commands, search the directories, and write files back to disk.

There is no upload step. Claude reads a file when a task needs it. Name a file path, and Claude opens it. Ask Claude to find something, and it searches with `grep` or `ripgrep` across the folder tree.

The files stay on your disk. The text Claude reads from them goes to Anthropic for processing. Retention terms depend on your plan.

The context window is still limited. The difference is timing. Claude does not load a file until it needs it. A session might touch 50 files and hold only 5 to 10 of them in context at one time.

That changes what is possible. You can point Claude Code at a 3,000-file Obsidian vault and ask a question that needs a search across all of it. Claude finds the relevant files, reads them, combines the information, and writes the result back to the vault. The upload model of Projects does not work at that scale.

## Compare how each tool spends the context window

Both tools share the same context limit. They spend it differently.

In a Project, the uploaded files use context from the start. Upload 20 reference documents totaling 100,000 tokens, and 100,000 tokens remain for the conversation. A long conversation uses that up fast. On paid plans, retrieval mode changes this near the limit: Claude searches the project knowledge instead of loading all of it.

In Claude Code, a file uses context only after Claude reads it. A vault can hold 2 million tokens of content while a session loads only what the current task needs. Files that Claude read stay in the session until the session compacts or ends.

You can still reach the limit in Claude Code. You reach it more slowly. When you do, you start a new session, and Claude still has the same folders to read. The [context window guide](/articles/context-window-vs-persistent-ai-memory) explains why the window is working space, not memory.

## Compare how each tool fits your workflow

Projects live in the browser. You switch windows, upload files by hand, and copy text between Claude and your work.

Claude Code runs in a terminal next to your other tools. If you work in VS Code, Claude sits in a terminal pane. If you manage tasks in Obsidian, Claude reads and writes those files directly. If you need to process a folder of images or documents, Claude works through them one by one without an upload for each.

The command line also allows automation. A shell script can call Claude Code with a prompt and a set of file paths, and a scheduler can run the script. ## Compare how each tool builds memory

Neither tool carries the full text of one conversation into the next. Anthropic has added a chat memory feature on some plans, and its reach changes by plan. For durable context, the two tools use different designs.

In a Project, memory lives in the project instructions and uploaded files. If you learn something new in a conversation, you edit the instructions or upload a new file, or the next conversation will not know it.

In Claude Code, memory lives in files that Claude reads. The standard pattern is a `CLAUDE.md` file with instructions, context, current state, and recent work. Each session reads it first. After significant work, you update the file, and the next session starts from the new state.

File-based memory scales further. It is not bound by an instruction field or an upload cap. It lives in your file system, organized the way you need. ## Worked example: one question, two tools

A consultant keeps 3,000 notes in an Obsidian vault: client folders, meeting notes, research, and past proposals. The question is: "Which past proposals mention a fixed-fee retainer, and what did each client decide?"

In a Project, the consultant must first choose which files to upload. One project cannot hold 3,000 notes in context. The consultant searches the vault by hand, picks 20 likely proposals, uploads them, and asks the question. The answer covers only the chosen files. Any proposal the consultant missed is missing from the answer too.

In Claude Code, the consultant starts a session in the vault folder and asks the same question. Claude searches all 3,000 notes for "fixed-fee retainer" and related terms. It reads the matching proposals, follows the links to each client's decision notes, and writes a summary table to a new note. The consultant reviews the table and opens any source note from its path.

The Project answer was limited by the upload step. The Claude Code answer was limited by the search terms, which the consultant can check and widen.

## Know when Projects is enough

Projects works when your needs fit its limits:

- analysis of one document set that fits in the upload limits;
- one-off research that needs no memory across sessions;
- shared work where team members need web access to the same project.

Inside those limits, Projects is simpler. It needs no terminal and no command-line learning. You get Claude with context in a familiar web interface.

## Know when Claude Code becomes necessary

Claude Code becomes necessary when the limits of Projects start to block the work:

- you need to process whole folders;
- your knowledge base no longer fits the project, even with retrieval mode;
- you want Claude to run commands, execute scripts, or work with other tools on your machine.

The clearest signal is the update loop. If you edit the same project files after most conversations, you need file-system access. Claude Code removes that loop, because Claude reads and writes your working files directly. If you are new to the command line, the install is one terminal command, and the hardest part is writing the `CLAUDE.md` file. Claude Code needs a paid Claude plan. You can keep Notion or Google Docs for daily work and use Claude Code only on the folders that need it.
