# Chicago violation statuses: read Open, Complied, and No Entry before job review

Read the violation status beside the historical description before adding a Chicago record to a trade job review. A description identifies the recorded issue. It cannot, by itself, tell a supervisor what happened afterward.

Start with a property your company is authorized to review. Keep the public record beside the internal job reference, technician notes, and any authority correspondence. The useful output is a short comparison with specific unanswered questions. It should help the supervisor locate evidence before making a decision about the job.

Chicago describes its [Building Violations dataset](https://data.cityofchicago.org/Buildings/Building-Violations/22u3-xenr/about_data) as historical and informational. Its publisher description warns that records may not reflect present property conditions. The dataset also includes cases with different liability outcomes. These limits were checked in the [official metadata, accessed 2026.10.28](https://data.cityofchicago.org/api/views/22u3-xenr.json).

The method below is an editorial approach to reading records. It is not a city inspection procedure. The [plumbing and electrical office guide](/for/plumbing-and-electrical-contractors) explains the wider boundary between preparing information and authorizing trade work.

## Read each status as a field definition

Chicago's metadata defines three labels in the `violation_status` field. Complied means the violations have been addressed. Open identifies violations that remain open. No Entry means the inspector could not access the premises for an inspection. [Chicago status definitions, checked 2026.10.28](https://data.cityofchicago.org/api/views/22u3-xenr.json).

Keep the original label in your review. Put your interpretation in a separate note. That arrangement lets another reader distinguish the city's wording from your office's question.

| Published label | Suggested review question | Unsupported extension to avoid |
| --- | --- | --- |
| Open | Which current authority record explains this finding's disposition? | The condition certainly exists today |
| Complied | Which record connects this disposition to the work under review? | Every item on the property has passed |
| No Entry | Which later record, if any, documents access and the resulting inspection? | The inspector found no problem |

The third column identifies conclusions that these short definitions do not establish. It does not supply a replacement finding. Leave the present condition to the responsible technical and authority review.

Do not replace No Entry with a blank cell or a favorable symbol. Its access information is useful. Preserve an unfamiliar label exactly, then ask for its definition. A label outside the checked definitions should remain unresolved rather than receive a guessed meaning.

## Keep four dates visible

Use separate columns for violation date, violation status date, violation last modified date, and your retrieval date. Do not collapse them into one heading called updated.

The metadata defines `violation_date` as the date the violation was cited. It lists `violation_status_date` and `violation_last_modified_date` without explanatory descriptions in the version checked. Those field names alone do not establish the exact administrative event behind each date. [Chicago date fields, accessed 2026.10.28](https://data.cityofchicago.org/api/views/22u3-xenr.json).

Copy both undocumented date fields without relabeling either as repair completed, inspector returned, or authority accepted. Ask the authority which event the date represents when that distinction affects the job decision.

Your retrieval date serves another purpose. It records when your office read this version of the public information. It is a review note you create, not a city event. Record the time and time zone if you compare more than one retrieval during a day.

Preserve blank values as blank. If your worksheet needs an explanation, use a separate note such as source field empty. Do not substitute the retrieval date for missing source information. A neat-looking chronology is less useful than a chronology that exposes an unanswered question.

## Worked example: a description stays while the status changes

The following example is entirely fictional. Its identifiers, dates, description, and office records do not describe a Chicago property or a customer.

A supervisor reviews authorized job `TRAINING-J17`. The office retained two versions of fictional violation `TRAINING-V01`. Both describe a missing component at the same recorded location. The earlier version says Open. The later version says Complied.

| Review field | Earlier saved version | Later saved version |
| --- | --- | --- |
| Violation reference | TRAINING-V01 | TRAINING-V01 |
| Historical description | Missing component at recorded location | Missing component at recorded location |
| Violation date | 2026-08-04 | 2026-08-04 |
| Violation status | Open | Complied |
| Violation status date | 2026-08-04 | 2026-09-16 |
| Last modified date | 2026-08-05 | 2026-09-17 |
| Office retrieval date | 2026-08-06 | 2026-10-28 |

The useful observation is that the saved status values differ. The old description remains visible in both versions. Do not copy that description into a new job note as though it were a fresh observation.

The internal technician note says work was performed on September 12. That statement belongs in a separate column with its own document reference. It does not explain the city status date automatically. The two dates may concern different events, and the source definitions do not settle their relationship.

A suitable review note reads: “The later saved record shows Complied. The office work note predates the displayed status date. Authority evidence linking the disposition remains unlocated.” This wording preserves what each record says without asserting how the city reached its result.

Assign the supervisor to locate the authority correspondence. Ask the trade lead to identify the work note's exact location and scope. Neither person needs to recreate the whole job narrative. Each needs a narrow question tied to the evidence currently missing.

## Worked example: No Entry survives an office visit note

A second fictional job, `TRAINING-J18`, contains a technician visit note and a public record labeled No Entry. The office note records access to an equipment room. The public record contains a historical description and a violation date that differs from the technician's visit date.

Do not treat the office visit as proof that the city inspector gained access. The two records describe different actors and potentially different locations. Start by comparing the location wording and the dates exactly as written.

The supervisor's first question is whether the office and authority records refer to the same area of the property. The next question concerns any later authority record. If the job file contains no such document, say so. Do not turn the absence into an inspection result.

Keep the office visit note attached to the internal job. Keep the No Entry label attached to the public violation reference. A proposed follow-up can name the evidence needed without booking another visit or promising that a future inspection will pass.

For this example, a useful note reads: “Office access is documented for the equipment room. The public finding still shows No Entry in the retrieved version. Later authority disposition is unresolved.” Every sentence has a source or names a gap.

## Compare an Open record with the office's completed work

A completed service task and an Open public label create a comparison question. They do not establish which record is wrong. Start by asking what the office's completion note covers.

Does the note identify the same location, equipment, and work item? Does it describe performed work, a planned visit, or a proposed correction? Who signed it? Which document supports its connection to the public violation?

Use those questions before asking the technician to repeat the work. A general job label such as electrical repairs may be too broad for a finding-specific comparison. Keep that uncertainty visible to the supervisor.

If the public label changes on a later retrieval, preserve both versions. Record the observed difference without replacing the original review note. That history explains why the office asked its earlier question. It also lets a new supervisor understand what evidence was available at that time.

Do not calculate a repair duration from the violation and status dates. The checked definitions do not establish those dates as work start and work finish. A duration claim requires records that identify the events being measured.

## Ask the authority and trade lead different questions

Prepare the authority question around the public reference and its unexplained fields. Ask which record supports the displayed disposition. Ask what an undocumented date means for that record. Include only the information necessary for the authorized inquiry.

Prepare the trade-lead question around the job evidence. Ask which signed note identifies the performed work. Ask whether the location and scope match the finding being reviewed. If they do not match, retain both descriptions rather than silently rewriting one.

The supervisor owns the comparison. The authority explains its records through its applicable process. The trade lead evaluates the technical work within their responsibility. A worksheet should name these roles so an unresolved question does not become an unassigned note.

Give each question a requested response date chosen by the supervisor. That date is an internal follow-up target. It is not an authority deadline unless a controlling document supplies one.

## Carry the source context into the handoff

A useful handoff identifies the job, public violation reference, original label, source dates, retrieval date, and exact evidence gap. Include the source link and the saved excerpt your reviewer used. Keep private documents in the company's approved record location.

Write the comparison in plain language. For example: “The office note and public record use different location labels. The supervisor must confirm whether they concern the same work.” This is more actionable than assigning a confidence score without explaining the mismatch.

Use the [business memory guide](/articles/business-memory-for-ai-agents-guide) to organize accepted corrections and source references. The durable record should distinguish a copied city field from an office interpretation. If the interpretation changes, keep its date and reason beside the correction.

When several findings share an inspection, continue with the [inspection and violation ID guide](/articles/chicago-inspection-violation-ids-trade-job-reconciliation). One finding's status should not become the summary for every related row.

The [contractor intelligence overview](/intelligence/plumbing-and-electrical-contractors) places public-source research beside private job history. For this review, keep the scope on authorized jobs and the specific evidence the supervisor needs.

## End with a question the next person can answer

Before handing over the comparison, read it without the original spreadsheet open. Can the next person identify the record, its status, and the missing evidence? Can they tell which dates came from Chicago and which date came from your office?

Replace broad requests such as check compliance with a document question. Name the finding and the particular disposition evidence you need. If the evidence cannot be located, record that result and return the unresolved decision to the supervisor.

A finished comparison may still contain an unresolved status meaning or a missing authority document. That is a useful result when it directs the next review honestly. Keep any decision about present condition, technical acceptance, or further work with the responsible people.

Scale With Search can scope an internal record-comparison function around your approved examples and review roles.
