First read what changed. An initial license application, a renewal, a relocation, and a business activity change suggest different questions about a business website. Keep the city's event description beside your interpretation. Then check the business's current public information before proposing work. A licensing event alone does not establish an opening date, a missing website, or a request for agency services. This article explains the event meanings that research depends on. ## Read application type before writing a launch label Chicago's publisher describes four relevant application types. `ISSUE` identifies an initial license application record. `RENEW` identifies a later renewal record. `C_LOC` records a business relocation. `C_SBA` records an activity addition or expiration. These definitions appear in the [Business Licenses dataset description and dictionary, checked October 28, 2026](https://data.cityofchicago.org/api/views/r5kz-chrr.json). Use the following table as a research worksheet. The second column paraphrases the publisher. The remaining columns are suggested agency questions and limits. | Application type | Recorded event | Useful website research question | Conclusion to hold | | --- | --- | --- | --- | | ISSUE | Initial license application | Does the business describe a launch, another location, or an additional licensed activity? | First day open | | RENEW | Subsequent renewal | Do current website details still match verified operations? | New business | | C_LOC | Business relocation | Which location information needs confirmation before a page review? | Every branch moved | | C_SBA | Activity added or marked expired | Which activity changed, and does current public copy describe it accurately? | Business expansion | Preserve the original code when you write a plain-language label. A later researcher should be able to check your interpretation without guessing which source value produced it. Use “initial license application” rather than “new opening” until separate evidence supports the stronger statement. The publisher describes additional application types. Do not force unfamiliar codes into these four categories. Keep them unresolved until you read their definitions. This guide focuses on the four events above; it does not establish a complete licensing taxonomy. ## ISSUE identifies a license event, not the whole business history An agency may reasonably inspect an `ISSUE` record when researching launches. The useful question concerns the license's relationship to the operating business. Ask whether this is a first public presence, another licensed activity, or a location already represented online. The initial-application definition applies to the license record. It does not provide a business founding date or a public opening announcement. Keep those facts in separate worksheet cells. An empty opening-date cell should remain empty until a suitable source establishes it. Start with the business's own current website, if you can establish the match. Look for location pages, service descriptions, dated announcements, and named operating areas. Record what each page says and when you checked it. Do not infer present operations from an undated search result. An existing website may already describe the relevant location accurately. That finding can end the research task. Your agency does not need to convert every initial-application record into a proposed project. The purpose is to establish a useful, defensible question. Before comparing records, establish the unit you are following. It also says renewal records are created with term start and expiration dates. A renewal therefore belongs with the license history, rather than in an undifferentiated list of newly observed businesses. A researcher might first encounter an older business through today's renewal row. The new fact in that research session is discovery of the record. That does not make the business newly established. For an existing agency client, a renewal may prompt an ordinary accuracy review under the client's agreed scope. Compare approved website details with current evidence. Do not describe the renewal as an unsolicited rebranding requirement or a demonstrated need for a new site. For an unfamiliar business, record the renewal and decide whether any further research serves your chosen territory or specialty. A clear stop reason is useful: existing site accurate, identity unresolved, activity outside scope, or no relevant change established. ## C_LOC makes location accuracy the first question Chicago defines `C_LOC` as a change-of-location record indicating a move. Preserve that event meaning, then determine which business location and license the record concerns. Do not apply one location change to every branch sharing an owner account. For website research, build a short list of location-dependent facts: the location page, directions, service-area wording, appointment destination, and contact instructions. These are review categories. The event does not establish which categories are wrong on the current site. Check whether the business has announced the move and whether the website already reflects it. Preserve conflicting statements rather than choosing the newest-looking page automatically. A dated announcement may describe a future transition while an existing location page describes current service. Your handoff should identify the uncertainty precisely. “Confirm which location receives visitors after the announced transition” is usable. “Replace all addresses” expands the task beyond the evidence. The business owner or authorized account contact approves the facts before any website edit. ## C_SBA requires checking the direction of the change `C_SBA` can represent an added activity or an existing activity marked expired. The code alone does not tell an agency to write expansion copy. Read the associated activity information and compare the relevant history before deciding what question to ask. Use two separate questions: which activity changed, and what evidence establishes its current public availability? A business may have website copy that requires clarification, but the licensing row alone cannot tell you the intended wording. If the activity direction remains unclear, mark it unresolved. Do not convert absence from one research view into a confirmed discontinued service. Preserve the source rows and the specific comparison you could not complete. A proposed website review can then stay narrow. Check one service page or navigation label after the owner confirms the current offering. Do not propose additional service pages on the assumption that every `C_SBA` event indicates growth. ## Keep status and dates in separate columns Application type explains the transaction category. License status describes a different dimension. Chicago's description distinguishes an issued license from cancellation, revocation, and an appeal of revocation. Preserve those status values independently of `ISSUE`, `RENEW`, `C_LOC`, or `C_SBA`. In a research note, show both values with their source fields. Have the responsible person resolve any licensing or operating-eligibility question. An agency's website research worksheet is not a determination of permission to operate. The date fields also have distinct definitions. The dictionary says application creation concerns creation of the application, while renewal-type records have no application. It defines approval for issuance as readiness for issuance. Keep `DATE ISSUED`, term dates, application dates, and your own access date under their original labels. If you use a date-issued filter, describe its result as records selected by that field. Do not relabel the resulting count as businesses opened during the period. Read `APPLICATION REQUIREMENTS COMPLETE` according to application type. For non-renewal records, it marks receipt of all required application documents. For `RENEW` records, it marks record creation. Those dates describe different milestones. Do not use them as one shared processing endpoint. Harbor Lantern Workshop is an invented business. The labels describe a research exercise, with no real license numbers, people, or addresses. | Sequence | Evidence in the exercise | Appropriate research note | | --- | --- | --- | | First observation | ISSUE for license Alpha | Initial application recorded; business opening unverified | | Later observation | RENEW for license Alpha | Renewal in the same license history | | Location event | C_LOC for license Alpha | Location changed; affected public details need checking | | Activity event | C_SBA with direction unresolved | Activity change recorded; addition or expiration still unresolved | Assume the researcher then finds a current business announcement describing a move. Record that announcement separately from the city's event. Link the announcement to the matched location and preserve its stated timing. Do not replace either source with a single unsourced “new business” label. Suppose the site already provides the confirmed new directions. Close that part of the review as accurate. If another page retains conflicting information, document the exact page and statement. A potential website task now rests on a visible inconsistency, rather than on the existence of a license row. Finally, suppose the activity event remains ambiguous. Leave that question open even though the move is resolved. One confirmed fact does not resolve every other field in the sequence. The account lead can assess the location task without approving unsupported service copy. ## Prepare a researcher handoff someone else can check Use one worksheet per proposed business-and-location match. Include the source dataset, checked date, license reference, application type, status, date labels, and current website evidence. Keep identifiers in their appropriate fields rather than combining them into an unexplained score. Before presenting possible website work, complete this checklist: 1. Read the application-type definition for the observed code. 2. Establish which license and location the event concerns. 3. Keep status and date fields separate from the event label. 4. Match the current public website through more than a similar name. 5. Record the exact page supporting each operating fact. 6. Preserve conflicting statements and unresolved identities. 7. Identify the person responsible for confirming proposed website facts. 8. Describe one bounded review task, or record why no task is supported. Here, that record should preserve source definitions, checked facts, and corrections to an earlier interpretation. Review the research question before discussing a build. A move may justify checking location content. A renewal may produce no website task. An initial license may concern a business whose public information is already complete.
