# Judge whether your SEO program works using business metrics you already read.

Your SEO team or agency says things are going well. Traffic is up. Rankings improve. Content ships. Each monthly report arrives with green arrows and confident commentary.

You cannot verify any of it. You are not an SEO expert. You should not have to become one to judge a channel that takes a real share of the budget.

This is a management problem, not a knowledge problem. You judge the sales team without selling and the engineering team without writing code. Judge SEO the same way: by its output, not its process. This framework uses only business outcomes you already understand.

## Ask three questions

Every CEO review of SEO comes down to three questions. If your team or agency cannot answer all three with data, the program has an accountability gap.

### Question 1: does organic traffic produce revenue?

Ask whether the traffic makes money, not whether it grows.

Pull organic revenue from your CRM or Google Analytics 4. Add up the full SEO cost for the same period: agency fees, in-house salaries, tools, and content production. Divide revenue by cost.

If organic search returned four times its cost last quarter, the return is 4 to 1. If it returned 0.6 times its cost, the program needs diagnosis. That does not mean cancellation. It means investigation.

A missing number tells you more than a bad number. Many SEO programs run for years without a link between spend and revenue. That is a measurement failure, not an SEO failure. Fix the measurement first. [SEO ROI for CEOs](/articles/seo-roi-for-ceos) walks through the calculation.

### Question 2: is the trajectory improving?

A single month tells you almost nothing about SEO. Algorithm updates, seasons, and competitors create noise. A 6 to 12-month trend shows the signal.

Plot organic revenue, non-branded traffic, and share of voice by month for the past year. You will see one of three shapes:

- **Compounding growth.** Each month builds on the last, and the curve bends upward. This is SEO working as designed. Early work gives modest returns that speed up as content authority builds.
- **Linear growth or a plateau.** Growth is steady but does not speed up. The program produces but does not compound. The usual cause is content that ships without the topical depth or link authority that compounding needs.
- **Decline or stagnation.** Metrics are flat or falling despite continued spend. Diagnose at once. Causes range from an algorithm penalty to competitor displacement to an agency doing little work.

### Question 3: how does organic compare with other channels?

Context decides whether a number is good. Organic revenue can look strong until you see paid search produce four times as much at a lower acquisition cost. It can look weak until you see that paid customer acquisition cost (CAC) is more than seven times organic CAC.

Build a channel comparison. This example uses relative figures, with organic search as the baseline:

| Channel | Quarterly spend | Revenue to spend | CAC | Trend |

| Organic search | Baseline | 4 to 1 | Baseline | Growing |
| Paid social | 1.6 times organic | 0.8 to 1 | 5 times organic | Declining |

The example assumes similar revenue per customer in every channel, so CAC moves inversely with the revenue-to-spend ratio. The table makes the decision plain. Organic has the lowest acquisition cost and is the only growing channel. The rational move shifts budget from the declining channel to the compounding one.

If your team cannot produce this comparison, ask for it. Cross-channel comparison is the most useful lens for any marketing investment.

## Watch for five red flags

### The team reports rankings, not revenue

Rankings are an intermediate metric. Practitioners use them to diagnose tactics. They do not answer a CEO's question.

When a report opens with "we now rank third for 'enterprise software solutions,'" ask how much revenue that ranking produced. If the answer rests on traffic estimates and assumed conversion rates, the attribution chain is broken. A healthy program reports revenue first, then names the ranking gains that drove it.

### Traffic grows and conversions do not

A rising traffic line with a flat conversion line means the program attracts the wrong audience. The strategy chases volume on informational keywords instead of the lower-volume commercial keywords that drive purchases.

Ten thousand monthly visitors who never buy are worth less than five hundred who convert at 5 percent. Your [CEO SEO dashboard](/articles/ceo-seo-dashboard-metrics) should expose this gap at once.

### The team cannot say what changed

Ask: "What specific actions did you take last month, and what measurable effect did each one have?"

"We continued our content strategy" or "we built some links" shows a program without the operating discipline to compound. Effective programs keep action logs: pages published, technical fixes deployed, links acquired, and the expected effect of each.

### Competitors pull ahead

Your share of voice shrinks while a competitor's grows. They publish more often or better. They rank for keywords you used to hold.

This is lost market share in organic form. It does not prove your team is weak; the competitor may have raised investment while yours held flat. It does prove the current program cannot hold your position.

### No strategy document exists

Ask for the strategy document. It must state a thesis, not a proposal or a list of deliverables. The thesis says why this approach will win for your business, in your market, against your competitors.

Without one, the program runs on tactics. Tactics without strategy give scattered results.

## Run a five-step performance review

### Step 1: request 12 months of data

Ask your marketing lead or agency for these figures, by month, for the last 12 months:

- organic revenue or pipeline value;
- non-branded organic sessions;
- organic conversion rate;
- share of voice against the top 3 competitors;
- total SEO spend, all costs included.

Allow one week. If the team cannot produce the data in a week, that alone shows the program lacks measurement infrastructure.

### Step 2: plot the trends

A spreadsheet with a line chart per metric is enough. Look for compounding curves, plateaus, and declines.

### Step 3: calculate the return

Divide 12-month organic revenue by 12-month SEO spend. This is the organic efficiency ratio. Calculate the same ratio for each paid channel and compare.

### Step 4: compare against the forecast

Find the [SEO forecast](/articles/seo-forecasting-executive-scrutiny) the team or agency gave when the program started. Compare actual results with the projection. Underperformance calls for investigation, on-plan results call for continuation, and outperformance calls for a look at more investment.

### Step 5: decide

The data points to one of four decisions:

- **Increase investment.** Organic compounds, CAC is favorable, and competitive position grows. Move budget from less efficient channels.
- **Hold investment.** Organic performs at or near projection. It works, but more money would not yet compound faster.
- **Restructure.** Organic underperforms, but the market opportunity is real. Change the team, the agency, or the strategy, not the channel. [How to audit an SEO agency](/articles/how-to-audit-seo-agency) helps with that call.
- **Reduce or pause.** An honest review shows limited organic opportunity in your market, or a payback period your business cannot wait for. Move the budget to channels with faster payback.

## Spend 15 minutes a month

Fifteen minutes a month is the right time for a CEO to spend on SEO.

- **Minutes 1 to 5.** Read the five-metric dashboard. Note which metrics rose, fell, or held.
- **Minutes 5 to 10.** Read the team's two-sentence note on each falling metric. Decide whether the explanation is credible or evasive.
- **Minutes 10 to 15.** Decide whether any metric needs a deeper talk at the next marketing review. If all trends are healthy, move on.

This routine prevents two failures. One is over-involvement: managing tactics you do not understand. The other is under-involvement: learning 12 months late that the program underperformed. Stay out of the rest. Attend the monthly dashboard review and the annual strategy discussion where budget and direction are set. Delegate everything else to your CMO or marketing lead. Your role is to evaluate, not to direct.

## Match your patience to how SEO pays back

Many SEO programs fail because leadership stops before the payback period. Set your patience to realistic expectations.

SEO compounds. The first 6 months show little visible return. Months 6 to 12 show the curve bending upward. Months 12 to 24 are where compounding becomes clear: organic traffic and revenue speed up while incremental cost stays fairly flat.

A company that quits at month 8 because "it is not working" gives up the compounding period. A company that holds through the trough gains an acquisition channel that gets cheaper over time. Paid advertising moves the other way, becoming more expensive as competition rises.

Use leading indicators before revenue arrives. For the first 6 months, check that content ships on schedule and technical issues get fixed. Check that share of voice moves the right way. If those indicators look healthy at month 6, full revenue impact often arrives between months 12 and 18.

Set return expectations with the same patience. Expect a low first-year return, because cost comes before revenue. Measure return on a rolling 12-month basis, not month by month.

## Verify the work without an analytics team

You do not need a data team. Google Search Console and Google Analytics 4 are free and hold the core data. Your agency or marketing lead should build the dashboard. If they cannot, Looker Studio and Databox templates connect to both sources with little setup.

To confirm that an agency is doing the work, ask for a monthly list of specific actions. The list names pages published with URLs, technical issues fixed with before-and-after evidence, and links acquired with source URLs. "Continued optimization work" is not enough. An agency doing real work can document it.
