# PLACES crude and age-adjusted estimates: choose the comparison before a workshop

Choose the comparison question before selecting a CDC PLACES percentage for your workshop planning sheet. A local description and an age-adjusted comparison serve different purposes. Write that purpose above the table so a later reader can understand why you selected those values.

For a chiropractic or wellness practice, the useful result is an education question for a clinician to review. A map should start a discussion about suitable public information. It should never become a diagnosis, a list of prospective patients, or evidence that a particular service works.

The [practice overview](/for/chiropractic-and-wellness-practices) describes the wider office setting. This guide focuses on reading public area estimates before a community education discussion.

## Start with the unit the source describes

PLACES uses small-area modeling to estimate health measures for counties, places, census tracts, and ZIP Code Tabulation Areas, or ZCTAs. These are area estimates. They are not a survey of your workshop attendees. [CDC PLACES methodology](https://www.cdc.gov/places/methodology/index.html), checked 2026.10.28.

Write the geography level beside its identifier. A county name alone leaves room for confusion. A tract needs its complete identifier, rather than a neighborhood nickname that staff may interpret differently.

Keep your proposed event area on a separate line. The place where a workshop occurs does not automatically define the population represented by a selected estimate. If the event draws from several areas, describe that uncertainty before choosing a source row.

For example, a library event may welcome anyone who attends. In the planning sheet, describe the event as open community education. Do not silently treat one surrounding tract as a description of everyone who might enter the room.

## Separate crude prevalence from age-adjusted prevalence

A crude prevalence estimate retains the area's age composition. An age-adjusted estimate uses a standard age distribution to support comparison across populations with different age structures. CDC describes adjusted rates as comparative indexes. [CDC age-adjustment definition](https://www.cdc.gov/nchs/hus/sources-definitions/age-adjustment.htm), checked 2026.10.28.

Keep the word modeled beside either PLACES estimate. Crude does not mean a direct local headcount. Age-adjusted does not mean every difference between two areas has been explained.

For a county or place comparison, CDC advises considering age-adjusted estimates alongside crude estimates and population characteristics. It also requires attention to confidence intervals. [CDC FAQ, comparing areas](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

Use the following questions to make your selection explicit:

| Planning question | Estimate choice to review | Interpretation to keep |
|---|---|---|
| What does this source estimate for this area? | Crude prevalence for the selected measure | Area context, with the actual estimate type visible |
| How do two counties compare after accounting for age distribution? | Matching age-adjusted estimates | An age-standardized comparison, with other limitations retained |
| How do two tracts differ on one measure? | Available crude estimates | Age composition can still contribute to differences |
| How many attendees need a particular service? | Neither estimate answers this | Obtain suitable evidence outside this worksheet |

Treat this table as a reading aid. The clinician and responsible planner still decide whether the source supports the proposed education question.

## Check which geographies offer adjustment

CDC provides age-adjusted PLACES estimates for counties and places. It does not provide them for census tracts or ZCTAs. Some smaller areas lack population in every age group used for adjustment. [CDC FAQ, age-adjusted availability](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

Do not copy a county's adjusted value into a tract row. That changes the population represented by the number while retaining the appearance of a local result. Leave the tract's adjusted field marked unavailable.

If age adjustment is central to the question, reconsider the geographic level. You might choose a county comparison and explain why tract-level adjustment is unavailable. You might instead retain a descriptive tract discussion with its limitations. Record the choice before preparing slides.

Do not manufacture an adjusted tract estimate from the displayed crude percentage. A worksheet for community education does not need a replacement statistical model. It needs an honest statement about what the published data can support.

## Preserve the measure and denominator

Select the measure definition before copying a percentage. The denominator must match the people described by that measure. CDC notes that some PLACES measures concern narrower populations than all adults. [CDC FAQ, measure-specific populations](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

Short sleep duration, for example, concerns adults reporting fewer than seven hours of sleep during an average twenty-four-hour period. It does not identify particular sleep disorders. [CDC health risk behavior definitions, short sleep duration](https://www.cdc.gov/places/measure-definitions/health-risk-behaviors.html), checked 2026.10.28.

In a planning sheet, keep that definition separate from a proposed session title. A general discussion about reading public sleep information is an education proposal. A claim about treating a sleep disorder would require different evidence and clinical review.

Retain the source's measure identifier as well as its readable label. Labels help colleagues read the brief. Identifiers help them verify which measure supplied a value when similar names appear in another file.

The county and tract dictionaries expose fields for measure ID, estimate type, geography ID, value, and confidence limits. Preserve those fields together. [County metadata and dictionary](https://data.cdc.gov/api/views/swc5-untb.json) and [tract metadata and dictionary](https://data.cdc.gov/api/views/cwsq-ngmh.json), checked 2026.10.28.

## Work through a hypothetical county comparison

The following values, area names, and geography identifiers are synthetic. They are not CDC findings. The exercise uses the published short-sleep measure definition and its 2025 release context.

The county dataset identifies short sleep duration as `SLEEP`, with input year 2022. BRFSS means Behavioral Risk Factor Surveillance System. Only these descriptive fields were checked for this exercise. [CDC measure identity and year](https://data.cdc.gov/resource/swc5-untb.json?%24select=measureid%2Cmeasure%2Cyear%2Cdata_value_type&%24where=measureid%3D%27SLEEP%27&%24limit=1) and [CDC methodology](https://www.cdc.gov/places/methodology/index.html), checked 2026.10.28.

| Synthetic county | Measure and population | Release and input year | Crude estimate | Age-adjusted estimate |
|---|---|---|---|---|
| County A, example ID A | SLEEP, adults aged eighteen and older | 2025 release, 2022 BRFSS | 30%, interval 26% to 34% | 27%, interval 23% to 31% |
| County B, example ID B | SLEEP, adults aged eighteen and older | 2025 release, 2022 BRFSS | 26%, interval 22% to 30% | 28%, interval 24% to 32% |

The order of the point estimates changes when you select the adjusted column. That demonstrates why the comparison question belongs above the numbers. It does not establish which county has better overall health or explain what caused any difference.

Write the observation narrowly: the synthetic crude and adjusted comparisons give different point-estimate orderings. Keep every interval visible. Do not choose whichever column produces the more dramatic workshop headline.

A suitable planning question is: should the clinician explain why area percentages can change with the comparison method? The example can teach source reading without assigning a health condition to anyone in the audience.

Before replacing these figures with real values, require a complete row for each selection. Include measure ID, denominator definition, release, geography, estimate type, input year, and both confidence limits. Stop if the row cannot be verified.

## Work through a hypothetical tract discussion

Now use the same short-sleep definition for two synthetic tracts. Keep the measure, denominator, release, and estimate type beside each invented value:

| Synthetic tract | Measure and population | Release and input year | Crude estimate | Age-adjusted estimate |
|---|---|---|---|---|
| Tract A, example ID TA | SLEEP, adults aged eighteen and older | 2025 release, 2022 BRFSS | 25%, interval 20% to 30% | Unavailable |
| Tract B, example ID TB | SLEEP, adults aged eighteen and older | 2025 release, 2022 BRFSS | 29%, interval 23% to 35% | Unavailable |

Do not attach the parent county's adjusted value to either tract. Do not write that the second tract contains more people who need treatment. The worksheet records two modeled area estimates and unresolved interpretation questions.

Ask the clinician whether a comparison is useful at all. If the session only needs background, one verified area description may be enough. If a comparison remains useful, name the missing adjustment and retain the intervals in the spoken explanation.

Ask the community partner what questions people have raised about the proposed topic. Record those questions separately from the PLACES table. That local input can help shape an education discussion without pretending it validates the model or represents every resident.

## Prepare the clinician review worksheet

Use one worksheet for each proposed topic. Keep the original source row attached so a reviewer can compare the draft observation with its evidence.

| Worksheet field | What the planner records |
|---|---|
| Proposed education question | The question a general session would help participants discuss |
| Selected measure | Full label, measure ID, and definition link |
| Denominator | Exact population described by the measure |
| Source selection | Dataset ID, release, input year, and retrieval date |
| Geography | Level, full identifier, and name |
| Value | Estimate type, point estimate, and both confidence limits |
| Comparison purpose | Description, age-adjusted comparison, or decision to omit comparison |
| Source limitation | The specific uncertainty that changes interpretation |
| Clinician decision | Accept the question, revise it, seek evidence, or decline it |

Have the planner write the proposed observation in one sentence. Ask the clinician to mark words that go beyond the source. Save the revised sentence beside the original so the reason for the change remains visible.

For example, replace a claim about what residents need with a question about what general information the workshop should explain. Keep topic suitability distinct from evidence for any intervention. A clinician's approval of the session does not change what PLACES measures.

The [wellness intelligence overview](/intelligence/chiropractic-and-wellness-practices) places community education planning beside other source-review work. Use this worksheet for the education question alone. Keep supplier decisions and patient records outside it.

## Retain the decision when the session changes

Store the worksheet, checked wording, source references, and reviewer decision together. If someone changes the session title, compare the new wording with the accepted observation before publishing it. A broader title may imply a claim the original review never considered.

Use the [business memory guide](/articles/business-memory-for-ai-agents-guide) to organize the decision history in readable files. The useful record includes rejected comparisons and unresolved questions, as well as accepted wording.

Before the next event, reopen the selected release and measure definition. Keep the prior worksheet intact. Create a dated review that explains whether the question still fits. Avoid presenting an unchanged source row as newly measured local evidence.

For interval interpretation and source dates, continue with the [PLACES uncertainty and release-year brief](/articles/cdc-places-confidence-interval-release-year-wellness-brief). It covers the evidence needed before any local trend discussion. CDC excludes using these modeled estimates to evaluate local program effects. [CDC FAQ, program evaluation](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

Bring Scale With Search one selected measure, one review worksheet, and the responsible reviewer when defining the build. Keep the work bounded to source records, readable briefs, and review history.
