# PLACES confidence intervals: keep uncertainty and release years in a wellness brief

Keep the estimate and both confidence limits together whenever a CDC PLACES value enters an education brief. Then record the release and the years of the underlying inputs. A percentage without those details leaves the reviewer unable to judge the proposed comparison.

For a practice planning community education, the deliverable is a dated question with supporting context. It should explain why the topic deserves discussion and what remains unknown. The clinician decides whether that question fits the proposed session.

The [chiropractic and wellness practice overview](/for/chiropractic-and-wellness-practices) covers the office context. This guide focuses on uncertainty and provenance in a public-source planning brief.

## Read the interval with the estimate

CDC reports modeled PLACES estimates with 95% confidence intervals generated through simulation. The method summarizes uncertainty from its estimation procedure. It does not turn a displayed percentage into a direct count of local residents. [CDC methodology](https://www.cdc.gov/places/methodology/index.html), checked 2026.10.28.

The county and tract dictionaries provide separate fields for `Data_Value`, `Low_Confidence_Limit`, and `High_Confidence_Limit`. Retain all three in your working table. Keep the unit beside them so percentages cannot be confused with counts. [County field dictionary](https://data.cdc.gov/api/views/swc5-untb.json) and [tract field dictionary](https://data.cdc.gov/api/views/cwsq-ngmh.json), checked 2026.10.28.

Use a consistent display such as estimate 28%, lower limit 23%, upper limit 33%. If a required field is missing, mark the comparison incomplete. Do not replace a missing limit with a nearby area's value or an interval from another estimate type.

For a presentation, give the interval enough visual space to remain readable. If a slide cannot hold the estimate and both limits, reduce the number of comparisons. Keep the complete table in the accompanying source note.

## Use overlapping intervals to slow the conclusion

Consider two hypothetical counties using the published short-sleep definition and release context. BRFSS means Behavioral Risk Factor Surveillance System. All geography identifiers and percentages in this table are invented:

| Synthetic county | Measure and denominator | Release and input year | Estimate type | Value and confidence limits |
|---|---|---|---|---|
| County A, example ID A | SLEEP, adults aged eighteen and older | 2025 release, 2022 BRFSS | Crude prevalence | 28%, lower 23%, upper 33% |
| County B, example ID B | SLEEP, adults aged eighteen and older | 2025 release, 2022 BRFSS | Crude prevalence | 30%, lower 24%, upper 36% |

The dataset identifies `SLEEP` as short sleep duration, with input year 2022 in this release. [CDC measure identity fields](https://data.cdc.gov/resource/swc5-untb.json?%24select=measureid%2Cmeasure%2Cyear%2Cdata_value_type&%24where=measureid%3D%27SLEEP%27&%24limit=1), checked 2026.10.28.

The point estimate for B is two percentage points higher. The intervals overlap. Record both observations without converting them into a claim that B is definitively worse or that the areas are identical.

CDC says point estimates alone are inadequate for area comparisons. Confidence intervals and population characteristics also require consideration. Broad intervals can make conclusions inappropriate. [CDC FAQ, comparing areas](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

Do not invent a significance test from the displayed bounds. This brief does not calculate a test statistic or establish a decision threshold. If a proposed conclusion requires statistical inference, obtain qualified analysis with an appropriate method and the necessary evidence.

The useful education question is modest: how should participants read an area estimate when uncertainty remains visible? That question can support source literacy without making a clinical claim or assigning an overall health rank.

## Separate the dates that describe the evidence

The publication label is only one part of the timeline. ACS means American Community Survey in the source records. Keep the following fields separate in the brief:

| Date or vintage | What to record | What it does not establish |
|---|---|---|
| Dataset release | Publisher's named release | The year every measure was observed |
| Measure input year | BRFSS year for the selected measure | A recent local survey of attendees |
| Population vintage | County population estimate or decennial population used | The current population on retrieval day |
| ACS period | Published multi-year input period | A single-day observation |
| Definition revision | Page revision and relevant definition change | A new estimate for the selected area |
| Retrieval date | When the planner accessed the source | When the underlying behavior occurred |

Write an explicit unknown if the source does not resolve a field. Do not infer the input year from the release name. Do not substitute a website footer date for the revision date of a specific definition.

The 2025 dataset metadata includes a `Year` field. Preserve that row value, then check its meaning against the release description. Keep the descriptive release label in a different column. [CDC county metadata](https://data.cdc.gov/api/views/swc5-untb.json), checked 2026.10.28.

## Read the 2025 release at the measure level

CDC's release notes identify December 2025 as the release discussed on the page. They assign 35 measures to 2023 BRFSS inputs and five to 2022 inputs. Short sleep duration is one of the five carried-over measures. [CDC current release notes](https://www.cdc.gov/places/current-release-notes/index.html), revised 2026.03.16, checked 2026.10.28.

Therefore, a short-sleep row in that release should not be described as a measurement of sleep during 2025. Record the release name and measure-specific input year separately. A clear source note can state both without adding a claim about present conditions.

The county metadata specifies 2023 county population estimates. The tract metadata specifies 2020 population data. Their descriptions also identify the BRFSS and ACS inputs. [County release description](https://data.cdc.gov/api/views/swc5-untb.json) and [tract release description](https://data.cdc.gov/api/views/cwsq-ngmh.json), checked 2026.10.28.

When combining records for review, keep each dataset's population vintage attached. Do not put one generic population-year note above a table containing different geographies. Resolve any inconsistency between source descriptions and later release notes before making a comparison that depends on it.

For sleep-related education, retain the measure's limits too. CDC says the short-sleep indicator does not identify specific sleep problems or describe sleep quality. [CDC short sleep duration definition](https://www.cdc.gov/places/measure-definitions/health-risk-behaviors.html), checked 2026.10.28.

## Treat a changed input year as a provenance change

Suppose an older synthetic planning sheet uses a measure based on survey year X. A later sheet uses survey year Y. The synthetic point estimate moves from 31% to 29%. Neither value is a real CDC result.

The first review question is what changed in the evidence. Compare the input year, definition, population vintage, estimate type, geography, and method. Keep the earlier source record so the reviewer can inspect the difference.

Do not label the two-percentage-point movement a local improvement. CDC states that the current modeling procedure does not support tracking local change over time. That limitation also applies to county trend claims. [CDC FAQ, tracking changes](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

The appropriate brief update describes the newly selected source and its limitations. If the planner needs evidence of local change, identify that as a separate research question. Ask a qualified local public-health partner what evidence could answer it.

Do not draw an event-impact arrow between two PLACES releases. CDC excludes program and policy evaluation because local intervention effects are not included in the model. Attendance records may describe participation in a session. They do not make modeled area changes evidence of a health effect. [CDC FAQ, program evaluation](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

## Check whether uncertainty changed with the method

A wider interval in a later file does not by itself show that local health became more variable. Check the publisher's methodological notes before assigning an explanation.

CDC describes a change to interval construction beginning with the 2023 release. The revised simulation assumption can produce wider intervals than earlier releases. [CDC FAQ, confidence interval update](https://www.cdc.gov/places/faqs/index.html), checked 2026.10.28.

For the education brief, record whether the comparison crosses that methodological change. You do not need to reproduce the simulation. You need to prevent a reader from treating all interval differences as changes in local conditions.

If the method cannot be reconciled within the brief, omit the comparison and retain one release as dated context. Explain the omission in the review note. That gives the next planner a reason to preserve the boundary.

## Prepare a dated education brief

Begin with the proposed education question. For a synthetic sleep example, the question might ask what general information a clinician should explain about reading sleep-duration statistics. Leave the session's specific health content for qualified review.

Use the following brief structure as an editorial template:

| Brief section | Required content |
|---|---|
| Purpose | The education question and proposed community setting |
| Evidence row | Measure ID, full label, denominator, geography ID, and estimate type |
| Uncertainty | Point estimate, both confidence limits, and unit |
| Provenance | Dataset ID, release, input year, population vintage, ACS period, and retrieval date |
| Source limits | The exact restriction that affects this interpretation |
| Local evidence question | What remains unknown and who may help investigate |
| Review | Clinician decision, checked public wording, and review date |

Write the observation in plain language beneath the table. Identify the source as modeled and the example as synthetic where applicable. Ask the reviewer to compare every proposed claim with the attached definition.

The reviewer can accept a topic while rejecting a comparative headline. Save those decisions separately. A useful record might approve a general education discussion while withholding any claim about which area has greater need.

For estimate selection, use the companion guide to [crude and age-adjusted PLACES comparisons](/articles/cdc-places-crude-age-adjusted-wellness-education). It explains why county and place adjustment cannot supply adjusted tract values.

## Ask for local evidence before broadening the claim

List the question that PLACES leaves unresolved. For example, ask what community partners hear about the proposed education topic. Ask whether a suitable local assessment exists. Record the scope and date of any evidence offered in response.

Do not turn informal comments into a prevalence estimate. Do not collect personal health histories to fill gaps in this public-source planning exercise. The immediate objective is to decide whether the proposed session has a useful, supportable question.

The [wellness intelligence overview](/intelligence/chiropractic-and-wellness-practices) describes the wider evidence-review setting. Keep this brief alongside its source records and corrections. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how readable files preserve those decisions for the next person.

Before publishing the event description, compare it with the accepted brief. Check that the copy retains the release context and avoids turning a modeled percentage into a current local finding. Reopen the sources when the brief changes.

Bring Scale With Search the approved template, selected source fields, and the person responsible for review. The written scope can cover a readable evidence brief and its decision history.
