# County Business Patterns for fabricators: count establishments without inventing buyers

A county manufacturing count can help a fabrication sales lead choose where to research. It cannot tell the lead how many organizations buy outside fabrication. Before putting a number into a territory plan, name what the number counts.

County Business Patterns, or CBP, describes establishments with paid employees. Its annual series includes establishment counts, employment, and payroll. Those measures describe economic activity within a defined scope. [Census program overview, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp.html).

For a shop owner, the useful question is narrower: which places deserve account research for the work this shop accepts? Start with the counting unit, then define the industry, geography, size class, and year. Keep the eventual account list separate from the aggregate.

The [manufacturing and fabrication overview](/for/small-manufacturers-and-fabricators) explains the office records surrounding a real inquiry. A territory count sits earlier in the process. It does not establish a drawing requirement, a qualified buyer, or an open request for quotation.

## An establishment is a location, not a purchasing decision

The CBP glossary defines an establishment as a physical location where business activity occurs. An enterprise can contain several establishments under common ownership or control. A company with one establishment has the same enterprise and establishment unit. [Census glossary, Establishment and Enterprise, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp/about/glossary.html).

Imagine a fictional company called Example Assembly. It operates two plants and a separate distribution location. Assume that two locations meet the particular manufacturing category selected for your territory exercise. These are invented circumstances, not a description of how Census classified any actual company.

The two plants could contribute two establishments to that category. You still have one fictional enterprise. Its purchasing arrangements require another question. The plants might share a buyer, buy independently, or purchase through a parent organization.

None of those arrangements follows from the aggregate count. Even knowing the enterprise identity would not settle who approves a fabrication order. Treat location count, company identity, and purchasing authority as three different facts to investigate.

For an account worksheet, give each location its own evidence record. Then connect locations only when a reliable company source supports the relationship. Add purchasing responsibility when separately confirmed. Avoid merging records because their names look alike or their sites occupy the same industrial park.

This distinction changes the territory conversation. Instead of reporting that a county contains a certain number of buyers, report the selected category's establishment count. Then explain that account identity and product fit remain unverified.

## Paid-employee coverage sets the boundary

CBP establishment counts cover locations with paid employees at some point during the year. Its employment measure concerns the payroll period containing March 12. A location's annual inclusion and its employment at that reference point are different concepts. [Census glossary, Establishment and Employment, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp/about/glossary.html).

Read that boundary before describing the local fabrication economy. A count covering employer establishments should not become a count of every person or business doing metal work. Work outside that coverage remains outside the chosen number.

Record missing coverage as a limitation rather than adding an informal allowance. A salesperson's impression that the area has many independent operators is a research lead. It does not justify increasing the official total by an estimated percentage.

Also keep the employment measure separate from commercial capacity. A payroll count does not specify machine availability, materials accepted, tolerances, current backlog, or purchasing budget. Those questions need sources that address the shop or account directly.

Suppose your shop only accepts repeat production work with customer-supplied drawings. A small establishment might fit that offer, while a larger establishment might make everything internally. Employment size can help organize research. It cannot replace the product-fit review.

## Write the aggregate's full scope beside the number

Before comparing counties, write a short scope line. Include the reference year, industry definition, geographic unit, employment-size selection, and measure. Save the original table or download reference with the note.

CBP publishes industry detail from two through six NAICS digits. Its reference files provide industry descriptions and geography codes. A broad sector and a detailed industry are different selections, even when both appear under manufacturing. [Census reference files, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp/technical-documentation/reference.html).

Use a scope sentence such as this fictional template: “Employer establishments in selected manufacturing category, Example County, reference year Y, all establishment employment sizes.” Replace every placeholder from the actual source before using the note.

Keep the geographic name and identifier together. If your sales territory crosses county lines, list the included counties. If your territory uses a driving radius, explain that a county total does not reproduce that boundary.

Check the employment-size choice with equal care. The county file distinguishes its total establishment field from establishment counts in employment-size bands. Selecting a band changes the population being described. [County record layout, linked for 2020 through 2023, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp/technical-documentation/record-layouts/county-record-layout.html).

Do not add a county's all-size total to its size-band counts. Those are alternative views of the same category, not separate pools of potential accounts. Choose the view that answers the research question and label it.

## The reference year travels with the figure

Annual data arrive after the activity they describe. The 2023 CBP dataset page records a June 26, 2025 release. The reference year and publication date therefore belong in separate fields. [Census 2023 dataset, checked 2026.10.28](https://www.census.gov/data/datasets/2023/econ/cbp/2023-cbp.html).

As checked on October 28, 2026, the program's data page identifies 2023 as the latest reference year. It gives no planned release date for 2024 data. [Census data notice, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp/data.html).

This makes the count historical territory context. A download performed today does not convert it into a current operating-location census. Record when you accessed it, but retain its original reference year.

When someone asks whether a territory is growing, move to the separate [CBP year-comparison guide](/articles/cbp-naics-edition-manufacturing-year-comparison). That review checks whether the categories and boundaries match before interpreting a difference. The counting-unit question comes first.

## A fictional territory review with three different totals

Consider a wholly synthetic planning exercise. Your team wants to research repeat welded assemblies in two fictional counties. Both source rows use the same invented category, reference year, and all-size selection.

| Item in the exercise | Example County A | Example County B | What the team may say |
| --- | --- | --- | --- |
| Published establishments in the selected aggregate | 48 | 31 | A has more establishments within this fictional scope |
| Company identities verified through separate research | 12 | 9 | These identities have supporting evidence |
| Organizations with confirmed fit for this shop's offer | 4 | 5 | These organizations passed the team's stated review |
| Organizations with an open fabrication request | Unknown | Unknown | No open request has been verified |

The rows answer different questions. Do not subtract twelve from forty-eight and call the remainder undiscovered companies. The aggregate does not identify which verified company locations belong in it.

Likewise, five confirmed fits in County B do not establish that County B has better conversion potential. The team may have researched it more thoroughly. It may have used different evidence or encountered a different mix of activities.

The immediate decision can stay modest. Assign the next research session to a county whose scope matches the offer and whose account evidence is incomplete. State the reason in the note. Avoid an unsupported ranking of total demand.

For Example Assembly, retain the relationship between its two fictional plants. If both refer orders to one buyer, record that purchasing evidence privately. The territory total remains unchanged; the team's account understanding becomes more precise.

## Missing cells need an explanation before interpretation

A blank, absent row, or flagged value does not establish zero activity. Keep the original value and its publication status together. If the source does not support a comparison, describe the result as unavailable for that purpose.

The county dictionary linked for 2020 through 2023 assigns separate noise flags to employment and payroll measures. It also identifies an unavailable-or-incomparable marker for establishment size-band fields. These are field-specific meanings. [County data dictionary, checked 2026.10.28](https://www2.census.gov/programs-surveys/cbp/technical-documentation/records-layouts/2020_record_layouts/county-layout-2020.txt).

Do not attach an employment flag automatically to an establishment total. Read the definition for the measure you selected. Preserve any unresolved publication issue in the territory note instead of replacing it with a clean-looking number.

The general CBP methodology page explicitly warns that its information is no longer current. Use the selected release's documentation when interpreting confidentiality treatment. [Methodology warning, checked 2026.10.28](https://www.census.gov/programs-surveys/cbp/technical-documentation/methodology.html).

That warning is a reason to narrow a claim. It does not make historical tables useless or authorize reconstruction of missing cells. Where the relevant documentation remains unclear, leave the question open.

## Prepare a territory note another person can check

A useful note lets another sales lead retrace the selection without repeating your assumptions. Keep a short interpretation beside the saved source, then separate the account questions below it.

Record the selected count with its industry label, geography, employment-size selection, reference year, release date, and access date. Add the source link and any flags. State what coverage the selection omits.

Next, write the shop's accepted work in ordinary language. Name materials, order patterns, service territory, and the public capability statements already approved by the shop. Have estimating confirm technical fit when a research candidate becomes specific.

For each candidate account, ask which location performs the relevant activity. Ask who buys the work and whether outside fabrication is confirmed. Keep current operating status, purchasing responsibility, and an open request as separate evidence questions.

The [public project intelligence overview](/intelligence/small-manufacturers-and-fabricators) addresses a different source: individual project descriptions. Use it when the next question concerns recorded work rather than the number of establishments in an area.

Retain rejected matches and their reasons in your own research record. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source references and corrections remain usable beyond one conversation.

Scale With Search can review the records and handoff you want to organize. A written scope starts with the research question, its sources, and the person responsible for checking the interpretation.
