# Austin traffic incidents: separate report status from towing coverage demand

An active traffic report does not authorize a tow. For coverage planning, read public reports beside your company's authorized requests, accepted work, and refusals. Keep those counts in separate columns. The useful decision concerns what your own records justify reviewing, with the public evidence supplying context.

This guide concerns historical planning. It does not provide dispatch instructions, scene access, recovery methods, or permission to respond. The [towing company overview](/for/towing-companies) covers office work boundaries. The [towing intelligence guide](/intelligence/towing-companies) introduces corridor review. Here, the focus is report status, time interpretation, and gaps in the observations available to the owner.

## Read the publisher's coverage statement first

Austin's [publisher metadata](https://data.austintexas.gov/api/views/dx9v-zd7x.json) describes Austin-Travis County traffic reports from public safety agencies through the Combined Transportation, Emergency, and Communications Center. The description states that the dataset receives the latest active-incident snapshot every five minutes. Treat that statement as the published cadence, not proof that your particular collection succeeded.

The [data catalog](https://data.austintexas.gov/Transportation-and-Mobility/Real-Time-Traffic-Incident-Reports/dx9v-zd7x) is the source landing page. Its geographic scope does not establish comparable coverage in another county or city. If your service territory crosses the described area, mark the portion outside the source's stated coverage separately.

Before counting, write the source name, covered area, collection period, and any missing observations at the top of the worksheet. That short description controls the meaning of every total below it. A report titled “regional demand” would overstate an incomplete set of observed public reports.

## Use the report identifier and status together

The [publisher's field descriptions](https://data.austintexas.gov/api/views/dx9v-zd7x.json) define `traffic_report_id` as a unique report identifier. `published_date` records publication. `traffic_report_status` distinguishes active and archived reports. `traffic_report_status_date_time` identifies the last update time. `issue_reported` records the issue selected by the reporting agency; `agency` identifies that agency.

Use those definitions as the starting labels. They do not establish a towing request, a customer's authorization, an accepted job, or a payment. The reviewed descriptions also do not specify a towing outcome for archived status. Keep that missing meaning explicit rather than supplying one from experience.

For a synthetic example, imagine report R-Example appearing as active in two observations and archived in a later observation. Count one observed report identifier for the period. Record the sequence of observed statuses separately. Three appearances do not become three towing opportunities.

If the report disappears from a later retrieval, record “not observed in this retrieval.” Do not automatically replace its last status with archived. Your local evidence concerns what you received. A missing row needs more context before it supports a claim about a source event.

A report identifier also does not prove that every distinct report describes a different physical incident. If you cannot resolve possible overlap, use “distinct report identifiers” as the measure. That label tells the reader exactly what was counted.

## Keep publication, status, retrieval, and shift clocks separate

Create separate worksheet fields for report publication, last status update, and your retrieval time. Then add the local shift window used for planning. Never copy a single timestamp into all four positions.

Publication answers when the report was published. The status timestamp records its last update. Retrieval tells your company when it obtained the observation. The shift window is your own reporting choice. A report published near a shift boundary can remain visible after the next shift begins.

Choose the counting rule before comparing shifts. For example, your team might count reports by publication window while reviewing accepted jobs by request-received window. State both choices. The two columns then describe different events, even when their totals appear side by side.

The field descriptions reviewed here do not explain a local shift conversion rule. Do not assume the display timezone from the city name. Before converting timestamps, verify the returned representation and the applicable timezone for the date. Preserve the original value alongside the converted value.

Ask the responsible analyst to check a sample near midnight and one near a seasonal clock change. Record the zone used and the result. If the conversion remains unresolved, label the shift unknown. A guessed hour can move an observation into the wrong staffing discussion.

No UTC-to-local conversion is asserted in this article. The hypothetical table below uses owner-defined local shift labels only. It demonstrates how to organize evidence after time interpretation has been checked, without inventing source timestamps.

## Compare public reports and company requests in distinct columns

This table is hypothetical. Corridor North and Corridor South are invented planning areas. The counts illustrate a single review week, with each shift assigned under an agreed local rule. Company requests use a separate, hypothetical company record with mutually exclusive outcomes.

| Corridor and local shift | Observed public report IDs | Company-authorized requests | Accepted work | Refusals | Unresolved requests | Public observation coverage |
| --- | --- | --- | --- | --- | --- | --- |
| North, weekday day shift | 24 | 5 | 4 | 1 | 0 | Planned observations obtained |
| North, weekday night shift | 18 | 7 | 4 | 2 | 1 | One collection interval missed |
| South, weekday day shift | 11 | 2 | 2 | 0 | 0 | Planned observations obtained |
| South, weekday night shift | Unknown | 3 | 2 | 1 | 0 | Public history unavailable |

The first row permits a review of one refusal against five authorized requests. It does not permit subtracting five from 24 to claim 19 missed jobs. Public reports and company requests have different meanings. The example does not establish a relationship between individual records across the two sources.

The North night shift deserves a review of its two refusals and one unresolved request. Start with the company's recorded reasons. An equipment limit, service boundary, or unavailable acceptance decision would call for different follow-up. Public report volume cannot choose the explanation.

The South night shift still contains useful company evidence despite missing public history. Review its refusal from the company record. Leave the public total unknown. Replacing that cell with zero would imply an observed absence that the worksheet does not establish.

Avoid interpreting the largest public count as the most valuable shift. The owner needs accepted work, actual request reasons, equipment constraints, and relevant operating costs for that decision. This table organizes the evidence; it does not prescribe staffing or justify a purchase.

## Do not turn a first snapshot into historical coverage

Your first successful retrieval establishes what you saw then. It does not establish everything published earlier in the day. If the response contains older or archived reports, those records still need an explained coverage boundary. Their presence alone does not prove a complete archive.

Use three period labels in the review: observed, partly observed, and unobserved. An observed period means your planned observations were obtained under the chosen method. It does not promise that every real-world incident reached the feed. A partly observed period names missing intervals. An unobserved period has no usable local history.

Suppose a synthetic collection starts Wednesday afternoon. The owner asks for a Monday-through-Friday comparison. Show Monday and Tuesday as unobserved unless another verified source supplies that history. Mark Wednesday's partial coverage. Do not expand the first returned dataset into an invented full-week baseline.

If a collection fails overnight, record the start and end of the gap. Retain the last successful retrieval time. A later successful response should not erase the missing interval from the weekly review. Otherwise, a clean-looking table can conceal uncertainty in the exact shift under discussion.

Comparable observation schedules help, but they do not establish source completeness. Two shifts with the same local collection plan can still have different missing intervals. Put the coverage note beside each shift so the owner does not have to find it in a footnote.

## Define the corridor before reviewing the counts

Use the company's approved service geography to define each planning corridor. Have the owner confirm boundaries before reading the totals. Changing the boundary after seeing a large count can make an apparent trend difficult to interpret.

Keep a dated version of the corridor definition with the review. If a service boundary changes, explain which periods use each version. A wider area can produce more observed reports without indicating a change inside the earlier area.

Leave ambiguous locations outside the assigned corridor total until someone resolves them. Keep an unassigned category so they do not vanish. The goal is an honest description of the evidence available for a particular decision, not a worksheet with every cell filled.

Equipment and response questions remain separate. An agency-selected issue label does not supply your company's full intake record. Use the authorized request process to establish the work, permission, and responsible decision-maker before operational action.

## Read refusals before proposing a coverage change

For each refusal in the company record, ask which stated constraint controlled the decision. Preserve that reason as recorded. Do not rewrite it into a generic capacity problem merely because the public feed was busy.

A supervisor might discover that an apparent night-shift gap concerns work outside the approved service area. The decision could be to clarify the boundary. Another review might identify missing information in authorized requests. That would call for better intake evidence before a staffing conclusion.

Separate these findings from unresolved cases. If a request lacks an outcome, assign a person to reconcile it. Do not place it in accepted work or refusals to make the totals balance. Where your company uses different outcome categories, explain them before comparing periods.

Keep the worksheet, source notes, and owner decision in company-owned records. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes that broader approach. Here, a short dated note should explain what the owner decided, what remained unknown, and what evidence would reopen the decision.

## Keep fleet research alongside this review

Registered fleet research concerns a different set of facts. The companion [FMCSA filing-age guide](/articles/fmcsa-census-filing-age-towing-account-research) explains how to compare reported fleet counts without claiming confirmed operating growth. Use it when the question concerns account research rather than incident status.

The [Fleet mix near your territory page](/tools/fleet-mix) is another place to examine the registered-footprint question. Read its own source and coverage notes. Do not use a fleet aggregate to assign a public incident to a carrier or infer a private service need.

An owner may review both subjects during the same planning meeting. Keep their conclusions separate: account research questions from the fleet worksheet, and company request evidence from the corridor worksheet. Neither becomes an instruction to attend a scene.

## Prepare a decision the owner can check

Bring the owner the period, corridor definitions, time rules, coverage gaps, and request outcomes together. State the specific decision needed. That might be whether to investigate a repeated refusal reason or reconcile incomplete request outcomes before changing coverage.

If the source history is insufficient, say which period remains unknown. A smaller, clearly bounded comparison can still support a useful discussion. It should not pretend to measure the complete local market.

For help organizing a repeatable review, send Scale With Search the planning question and a cleared sample of your worksheet. Identify the person who owns the operating decision.

## Sources and review date

The Austin publisher metadata and catalog were reopened October 28, 2026. Field meanings and the published cadence come from metadata for dataset `dx9v-zd7x`. The catalog's retrieved HTML supplied no readable explanatory text. Linked context-page metadata identified explanatory pages but supplied no additional status rules. No numbered dictionary version was identified in the reviewed metadata. All corridors, counts, record labels, and collection scenarios here are hypothetical. Historical completeness and timestamp conversion remain checks for the actual review period.
