# Austin permit dates: review a fitness expansion timeline without guessing move-in

An Austin permit can have an application date, an issue date, a recent status date, and a completion date. Read each as its own recorded event. None should silently become the date a nearby apartment building receives residents.

For a fitness owner reviewing a possible expansion area, the useful output is a dated evidence sheet. It should show what staff inspected, what the recorded event means, and which occupancy document remains missing. Keep the expansion decision with the responsible owner.

The [fitness intelligence overview](/intelligence/fitness) introduces nearby housing research. This guide explains its timeline component. The [fitness industry page](/for/fitness) covers the operating studio's wider office work, where confirmed schedules and approved customer information need their own records.

## Give every date its publisher-defined meaning

Austin's Issued Construction Permits metadata defines five date fields relevant to this review. Keep their source names and field identifiers together. A shorter meeting label should preserve the distinction between the recorded events. [Austin publisher metadata, date-field definitions](https://data.austintexas.gov/api/views/3syk-w9eu.json).

| Publisher field | Identifier | Publisher-defined meaning |
| --- | --- | --- |
| Applied Date | `applieddate` | Date the permit was applied; relates to original plan-review submission where applicable |
| Issued Date | `issue_date` | Date the permit was issued |
| Status Date | `statusdate` | Last update to status or ExpiresDate in the AMANDA database |
| Expires Date | `expiresdate` | Date the permit will or would have expired |
| Completed Date | `completed_date` | Date the permit was completed |

Applied Date can therefore refer to the original plan-review submission where applicable. Do not describe it as the first day workers appeared at the site. Issued Date establishes a permit issuance event. It does not, by its definition, document the first occupied apartment.

Completed Date also needs the word “permit” attached. Austin's definition describes permit completion. Avoid replacing that with “building occupied” or “residents arrived.” If your planning question depends on occupancy, open the occupancy evidence separately.

These are Austin definitions for this source. Do not copy the field map into another city's worksheet without checking that publisher. Even matching column names can require different interpretation, coverage notes, or document checks.

## Read Status Date without inventing construction progress

The Status Date definition includes an update to ExpiresDate. That means a later Status Date can reflect expiration information rather than a change in the reported permit status. Preserve the underlying values before assigning a progress label. [Austin publisher metadata, Status Date](https://data.austintexas.gov/api/views/3syk-w9eu.json).

Suppose two synthetic observations show the same current status and different expiration dates. The later observation also has a later Status Date. Write what you can see: the observed expiration value and Status Date changed. Do not label the change “construction advanced.”

The two observations alone may not identify every intervening event or explain why the field changed. Give that question to a reviewer. A concise note can say: “Expiration information changed between observations; construction progress was not established by this comparison.”

Keep the source's `status_current` value beside the date. Austin defines that field as the permit's current status. A date without the associated status text removes context that your staff may need during review. [Austin publisher metadata, Status Current](https://data.austintexas.gov/api/views/3syk-w9eu.json).

## Separate permit completion from the occupancy document

Austin describes a Certificate of Occupancy, or CO, as confirmation that a structure is habitable for its legal use and property type. Its guidance says a new CO follows a successful final inspection for new construction or “significant renovations”. Inspect the applicable document before recording occupancy authorization for your research question. [Austin Certificate of Occupancy guidance](https://www.austintexas.gov/development-services/certificate-occupancy).

The permit dataset contains a field named `certificate_of_occupancy`. Its definition concerns whether a CO was required for that permit, and applies only to building permits. It is not defined as the CO's issue date or an assertion that a document was issued. [Austin publisher metadata, Certificate Of Occupancy](https://data.austintexas.gov/api/views/3syk-w9eu.json).

Keep that requirement flag in its own column. A Yes value should prompt the document check required by your review. Do not turn it into “occupancy confirmed.” If the document has not been inspected, write “document not reviewed” in the evidence column.

Austin's inspection guidance says inspections can occur during construction or when permitted work is complete. Depending on scope, a final inspection may result in a CO. A generic inspection entry therefore needs its scope and outcome checked. [Austin Building Inspections, introductory guidance](https://www.austintexas.gov/development-services/building-inspections).

## Read temporary occupancy evidence separately

Austin says a Temporary Certificate of Occupancy, or TCO, may allow occupancy, stocking, or furnishing before the final CO. Its guidance distinguishes occupancy and stocking inspections. Read the actual permission and scope rather than treating every temporary document as unrestricted occupancy. [Austin Temporary Certificate of Occupancy guidance](https://www.austintexas.gov/development-services/certificate-occupancy).

For the proposed worksheet, give TCO evidence a separate row. Record its identifier, the part of the project it covers, the permitted activity, and any terms shown. Keep unread or unclear terms as questions for the person responsible for interpreting the document.

A stocking reference should not become a claim about resident arrivals. Likewise, an occupancy document should not become a count of people currently living there. Those are different observations. Preserve the distinction when the research moves from a detailed sheet into a short owner briefing.

## Walk through a synthetic timeline

Every date and observation in this example is invented. “Building Cedar” is a fictional research label. The example demonstrates reading choices and does not describe a verified Austin development.

| Synthetic event or observation | Value | Permitted worksheet statement |
| --- | --- | --- |
| Applied Date | 2025-03-04 | Recorded application event, with plan-review context to check |
| Issued Date | 2025-09-18 | Permit issued on the recorded date |
| First staff observation | 2026-02-02 | Staff saw current status Active and expiry 2026-03-18 |
| Later staff observation | 2026-03-02 | Staff saw Active, Status Date 2026-02-24, expiry 2026-09-18 |
| Completed Date in a later observation | 2026-10-20 | Permit completion recorded |
| CO requirement flag | Yes | Source says a CO was required for this building permit |
| Actual CO or TCO inspected | None in this exercise | Occupancy authorization remains unverified |
| Resident move-in evidence | None in this exercise | Move-in date remains unknown |

The March comparison shows an unchanged observed status, a later Status Date, and changed expiration information. It supports a note about those observed changes. It does not support a construction percentage or a prediction that final inspections will occur next month.

The October completion entry adds a recorded permit event. It does not fill the empty occupancy-document row. The requirement flag also remains a requirement flag. Keep all three observations visible rather than combining them into a single green “ready” label.

For the owner briefing, write: “Permit completion recorded October 20; occupancy document not reviewed; move-in date unknown.” This sentence preserves the useful event and the unresolved question. The person reading it can assign a verification task without assuming the commercial conclusion is settled.

## Keep observation dates outside the permit timeline

The day staff read a source is another date. Label it “observed on” or “accessed on.” Do not insert it into the permit's event sequence as though the city recorded an application, inspection, or occupancy event that day.

Austin warns that its database changes continuously and reports from different times may differ. It also says the informational dataset may differ from official department data. Preserve the inspected version and identify important discrepancies for follow-up. [Austin dataset description, Development Services Data Disclaimer](https://data.austintexas.gov/api/views/3syk-w9eu.json).

If staff first see an old completion date this week, describe that as newly observed information. Do not call it a completion that occurred this week. The event date and your observation date answer different questions, and both belong in the review history.

If a previously populated field becomes blank, keep the earlier observation and flag the discrepancy. Do not infer that the event was reversed. Ask staff to inspect the current applicable record and document what the available evidence resolves.

## Prepare verification questions before an expansion meeting

Use a short question list tied to the missing evidence. The proposed list below helps a studio owner commission further research. It does not determine legal occupancy or recommend premises.

| Question | Evidence the reviewer should identify |
| --- | --- |
| Are we reviewing the intended building? | Permit number, Project ID, building scope, and checked location |
| Which date changed? | Earlier and later field values with observation dates |
| What does completion describe? | The permit record and its defined scope |
| Was a CO required? | The source requirement field, kept separate from issuance evidence |
| Was an occupancy document issued? | Applicable CO or TCO actually inspected |
| What does a temporary document allow? | Its stated activity, scope, and applicable terms |
| Do we know when residents arrived? | Separate dated evidence, or an explicit unknown |
| What question remains for city staff? | One unresolved document or interpretation request |

Austin's CO guidance explains how to request an existing certificate using the property address and unit number where applicable. Use the city's current request instructions when assigning that task. A request being prepared or submitted is not evidence that the certificate exists. [Austin guidance, requesting an existing CO](https://www.austintexas.gov/development-services/certificate-occupancy).

Assign the questions before the meeting, then record the answers and their sources. If no one has inspected the occupancy document, keep that gap in the briefing. Do not hide it because a completed permit makes the timeline look nearly finished.

## Update the briefing when a document arrives

Consider a continuation of the synthetic example. Staff receive a document referencing Building Cedar, but its address includes a unit designation absent from the worksheet. Keep the received document with the review materials. Ask which part of the building it covers before changing the occupancy-evidence entry.

If the reviewer confirms a limited scope, record that scope in the briefing. Avoid a development-wide “occupancy confirmed” label when the inspected material covers something narrower. If the scope cannot be reconciled, retain “document received; applicability unresolved” and assign the next check.

When an applicable document is confirmed, record its date separately from the date staff received and inspected it. Then update the precise conclusion supported by that document. Preserve the earlier briefing so another reviewer can see what evidence was available at each meeting.

The move-in row can remain unknown after this update. A document check resolves the question assigned to that document. It does not supply a separate observation of resident arrivals or explain the studio's future customer demand.

## Connect timing to a checked building count

Attach timeline evidence to a particular reviewed building. A development-level label can conceal different building scopes in your research. The companion guide to [Austin permit families and housing-unit counts](/articles/austin-housing-permit-parent-project-unit-count-fitness) explains the identity and counting checks.

For the synthetic example, the owner can assign two independent tasks: reconcile the building's permit family and inspect the applicable occupancy evidence. Completing one task should not automatically mark the other complete. Record each review's result and the remaining question.

Keep membership estimates and lease recommendations outside this sheet. No event sequence here establishes how many residents want the studio's services. The worksheet supports a source-reading discussion. Commercial decisions require their own evidence and the responsible person's judgment.

## Preserve the timeline and the correction history

Keep the field definitions, observations, document references, and staff conclusions with the business. The [business memory guide](/articles/business-memory-for-ai-agents-guide) describes retaining source context and corrections between working sessions.

A useful handoff lets another reviewer answer three questions: which event occurred, when staff observed it, and which occupancy evidence was inspected. If one answer is missing, label it clearly and assign the next check.

Scale With Search can scope a business-owned research record with explicit sources, reviewer responsibilities, and acceptance checks. Bring the unresolved timeline questions to the scope discussion.
