# Austin housing permits: count buildings before using unit totals in gym research

A nearby apartment project can justify a research question for a fitness studio. Before recording its housing units, establish which records describe each building. A building permit and its trade permits should not become several apartment buildings in your worksheet.

Start with a defined observation: housing units recorded for a particular building, checked on a particular date. Keep the evidence that connects related permits. If that connection remains uncertain, hold the disputed quantity outside your verified worksheet subtotal.

The [fitness intelligence overview](/intelligence/fitness) introduces neighborhood construction research. This guide handles one part of that research: reading Austin permit families before adding units. The [fitness industry page](/for/fitness) addresses the studio's wider office and inquiry work.

## Read the record identifiers before the housing field

Austin's Issued Construction Permits metadata defines `permit_number` as the permit number. It defines `project_id` as the permit's database identifier, also called FolderRSN. These fields serve different purposes. Preserve both in your research sheet. [Austin publisher metadata, Permit Num and Project ID](https://data.austintexas.gov/api/views/3syk-w9eu.json).

The field named `masterpermitnum` requires special care. Despite its name, it contains the parent's Project ID when a permit is a child. Austin's definition says a building permit references its plan review's Project ID. A trade permit under that building permit references the building permit's Project ID. [Austin publisher metadata, Master Permit Num](https://data.austintexas.gov/api/views/3syk-w9eu.json).

Consequently, do not search only for a displayed permit number that resembles the master value. Compare the child record's master value with the parent's `project_id`. Retain the displayed permit numbers so a reviewer can recognize the documents during a separate record check.

Treat this as Austin's documented relationship. A similarly named field in another city's system needs its own definition. Your worksheet should identify the publisher and dataset alongside the field map. A copied column heading does not carry the original meaning into another jurisdiction.

## Keep scope, classification, and units separate

Austin defines `housing_units` as the number of household units for a given building. It defines `work_class` as the permit's work type. Neither field alone supplies the relationship between a trade record and a building. Establish that relationship with the identifiers before selecting a counting row. [Austin publisher metadata, Housing Units and Work Class](https://data.austintexas.gov/api/views/3syk-w9eu.json).

The mapped class field also needs its own reading. `permit_class_mapped` distinguishes Residential from Commercial using the underlying PermitClass value. The metadata says a class starting with R maps to residential; other classes map to commercial. That mapping does not define the housing-unit quantity. [Austin publisher metadata, Permit Class Mapped](https://data.austintexas.gov/api/views/3syk-w9eu.json).

For this proposed studio worksheet, keep permit type, work class, mapped class, and housing units in separate columns. Review a housing candidate's building scope even when the mapped label says Commercial. Do not discard or accept it solely because that label sounds suitable for apartment research.

A new-building research list also needs an explicit treatment of other work. Place repairs, remodels, and unclear work classes in separate review categories. Do not call every positive housing-unit entry additional housing. Ask which building the quantity describes and whether the selected work belongs in your stated research scope.

## Work through a synthetic permit family

Every identifier and quantity below is invented. The plan-review row represents separately checked context for the example. It is not a claim that the issued-permit dataset contains every plan-review record.

| Synthetic record | Displayed permit label | Project ID | Parent Project ID | Housing units shown | Worksheet treatment |
| --- | --- | --- | --- | --- | --- |
| Shared plan review for buildings A and B | DEMO-PR-A | 910000 | Unknown | Unknown | Relationship context only |
| Building permit A | DEMO-BP-A | 910100 | 910000 | 84 | Candidate counting record for building A |
| Electrical permit A | DEMO-EP-A | 910110 | 910100 | 84 | Related trade record, no additional units |
| Plumbing permit A | DEMO-PP-A | 910120 | 910100 | Blank | Related trade record, no additional units |
| Building permit B | DEMO-BP-B | 910200 | 910000 | 36 | Candidate counting record for building B |
| Unresolved building permit C | DEMO-BP-C | 910300 | Unknown | Blank | Held for identity and unit review |

First, connect electrical record 910110 to building record 910100. Its parent value matches the building's Project ID. The repeated 84 does not supply evidence of another building. The plumbing row has the same parent and belongs with that building despite its blank unit field.

Next, inspect the two building permits sharing plan-review parent 910000. In this synthetic example, separate supporting scope notes confirm buildings A and B. Count 84 for A and 36 for B once each. Their shared plan-review parent does not erase the distinction between those two buildings.

The worksheet therefore has a checked subtotal of 120 recorded units across two buildings. It also has one unresolved building candidate. The subtotal excludes that candidate and remains incomplete. Do not present it as the total housing planned for the entire development.

The counting row for A is its reviewed building permit. That choice rests on the confirmed building scope and the field's building-level definition. It does not rest on the row appearing first, having the largest value, or carrying the latest date.

Adding every visible numeric value would produce 204. That mistaken arithmetic counts A's 84 twice. Collapsing everything under plan-review parent 910000 into one row could create a different error by losing building B. Preserve the family and the building distinction together.

## Record why each building was counted once

Give each included building a short count-basis note. For A, write: “84 recorded units from DEMO-BP-A; DEMO-EP-A and DEMO-PP-A retained as related trade records.” For B, identify its separate building-scope evidence and its 36-unit source.

Keep the original values beside the note. If two related records disagree, do not silently choose the larger number. Record the conflict and the question that would resolve it. A reviewer should be able to reconstruct your subtotal without relying on the preparer's recollection.

An address match can suggest a review candidate, but this worksheet should not treat it as sufficient proof of one building. Ask whether the records describe the same structure, a separate structure, or a different scope. Hold that decision until the supporting record makes the relationship clear.

Likewise, a common parent establishes the documented permit connection without explaining every physical detail. The proposed counting method requires a building-scope check before combining or separating quantities. This keeps a database relationship from becoming an unsupported assumption about the site layout.

## Keep blanks and unresolved parents visible

A blank housing-unit value should remain blank or be labeled unknown in your working copy. Do not replace it with zero. Zero would assert a quantity that the observed record did not provide. Assign a reviewer to determine whether another applicable record supplies the missing value.

A missing parent also needs a clear status. It may prevent the preparer from confirming a family within the material inspected. Record “parent unresolved in this review” rather than inventing a plan-review identifier from neighboring rows. Retain the record for follow-up without adding its units twice elsewhere.

Use separate columns for included units, excluded repeated values, and unresolved candidates. Report both the included subtotal and the unresolved-record count. Those measures answer different questions. A small subtotal with many unresolved records deserves a different discussion from a fully reconciled worksheet.

Austin warns that this dataset is informational and may differ from official department data. Its database changes continuously, so reports run at different times can differ. Preserve the observation date and resolve important conflicts against the relevant department material. [Austin dataset description, Development Services Data Disclaimer](https://data.austintexas.gov/api/views/3syk-w9eu.json).

## Reconcile a later observation against the same building

Suppose a later synthetic review finds 82 units on the selected record for building A, where the earlier observation showed 84. Preserve both observations. Ask the reviewer to check the applicable building scope and explain which value the current worksheet should use.

If that review supports 82 for A and leaves B at 36, the revised worksheet subtotal is 118. Record a two-unit reduction against the earlier 120. Do not add 82 to the earlier subtotal as another building. The example describes a changed observation for the same reviewed building.

Now suppose another record appears with a different Project ID and 40 units. That is a candidate for review, not an automatic forty-unit addition. Ask whether it identifies a separate building, replaces a selected record, or describes other work. Attach the answer to the count basis before changing the subtotal.

This reconciliation step gives the owner a readable explanation of change. “Subtotal revised after checking building A” conveys a different finding from “another building added.” Keep those explanations with the numbers when comparing successive research sheets.

## Prepare a nearby-project research sheet

The following fields are a proposed studio planning aid. They are not an official city form. Use one reviewed building entry per counting row, with its related permits attached as evidence.

| Research field | Entry or question |
| --- | --- |
| Building identity | Local worksheet label and supporting building-scope reference |
| Permit identity | Displayed permit number and Project ID |
| Parent relationship | Parent Project ID and how the connection was checked |
| Count basis | Selected building record and reason for selection |
| Unit quantity | Recorded value, blank, or unresolved conflict |
| Related records | Trade permits and other records excluded from additional counting |
| Observation | Source URL, access date, and source update information |
| Location assumption | Project point used and studio location used |
| Distance basis | Straight-line distance, road distance, or another stated method |
| Next staff check | Specific question, responsible person, and review date |

For a synthetic distance example, label a project “1.8 miles straight-line from the studio.” Do not shorten that to “1.8 miles away” if readers might assume a road journey. Preserve the method and the selected project point when sharing the sheet.

If access or location is uncertain, mark the distance as provisional. Ask staff to verify the relevant entrance and travel assumptions before discussing a partnership area. The permit family's identity and the studio's practical service area need separate checks.

## Turn the subtotal into a bounded review task

For the example, a useful meeting note says: “Two reviewed buildings carry 120 recorded units; one additional candidate has unresolved identity and units.” Then assign the next question. Staff might check C's relationship and confirm whether A and B remain the appropriate building records.

Keep occupancy in a separate review. A recorded unit subtotal does not establish residents, memberships, move-in dates, or current demand. The companion guide to [Austin permit dates and occupancy evidence](/articles/austin-permit-date-status-occupancy-fitness-expansion) explains what the timing fields can support.

For each review, preserve the previous count basis when a value changes. Note whether the difference comes from a corrected grouping, another building, or a revised source value. Do not describe every higher subtotal as newly constructed housing without checking the underlying evidence.

The studio owner decides whether the resolved research warrants further commercial investigation. This sheet should not recommend a lease or reserve class capacity. Its useful output is an inspectable observation and a question that a responsible person can answer.

## Keep the research history with the business

Store the field definitions, checked relationships, earlier observations, and staff corrections with the worksheet. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source records and decisions can remain available across working sessions.

Define the handoff in practical terms: another staff member should locate the selected permit, explain each exclusion, and reproduce the subtotal. They should also see which relationships remain unresolved. That review standard makes the sheet useful when its original preparer is unavailable.

Scale With Search can scope the source mapping, review responsibilities, and business-owned research record. Bring the worksheet question and the unresolved examples to a written scope discussion.
