# Assessed value vs market value: brief your agent website's seller FAQ

Assessed value is a tax-assessment figure. Market value describes what a property would sell for under normal conditions. New York's tax department explains that assessments use market value, sometimes at a uniform percentage. [New York: assessments](https://www.tax.ny.gov/pit/property/learn/asmts.htm), checked 2026.10.14.

For your real estate website, explain the difference before asking for contact details. Identify the local assessment method and its effective date. Give sellers a separate way to request a pricing discussion.

Use the specification below to brief that FAQ. The proposed fields, page arrangement, and inquiry checks are website recommendations. Replace the jurisdiction examples with verified sources for the markets you serve.

## Answer the comparison with local evidence

Avoid a national rule that assessed value always sits below market value. New York permits full-value or fractional assessments. Its general uniform-percentage rule has exceptions for New York City and Nassau County. [New York: assessment rules](https://www.tax.ny.gov/pit/property/learn/asmts.htm), updated 2024.04.19, checked 2026.10.14.

Timing also needs a local source. Wake County's current guidance ties assessed values to its countywide revaluation effective 2024.01.01. It identifies 2027.01.01 as the effective date for the revaluation underway. [Wake County Tax Administration: current assessed value](https://taxhelp.wake.gov/hc/en-us/articles/53628065069204-How-can-I-find-out-my-current-assessed-value), updated 2026.09.28, checked 2026.10.14.

Those examples support different checks: the assessment basis and the date represented. Do not reuse either jurisdiction's explanation across unrelated markets.

Ask the builder to display the authority, record label, effective date, and source link together. Keep the website's source-check date separate. A page reviewed today should still identify an older assessment date accurately.

For the comparison, put the tax record beside the pricing question. Keep the amounts separately labeled. Leave an unavailable date or method unresolved in the working brief until someone verifies it.

## Specify the seller questions the page must answer

Give each question a visible answer and a defined next step. Use these proposed prompts when reviewing the copy with your broker.

**Does the assessment tell me what to list my home for?**

Explain the local assessment basis first. Then offer a separate pricing discussion with its own evidence and date. Keep an assessed amount out of any field labeled as your current pricing recommendation.

**Why are the assessment and pricing estimate different?**

Check which date and method each figure represents. For a fractional-assessment jurisdiction, verify the local level of assessment. New York explains that fractional assessments multiply estimated market value by that local level. [New York: how property is assessed](https://www.tax.ny.gov/pit/property/learn/howassess.htm), updated 2021.04.20, checked 2026.10.14.

Ask the reviewer to explain the actual records. Avoid a default percentage adjustment or an automatic conversion into a promised sale price.

**Where can I check the assessment?**

Link directly to the responsible assessor's official record-search instructions. Tell the visitor which record label and effective date to inspect. Verify the destination for the specific city, town, or county before publication.

**What if the record appears wrong?**

Offer the official assessor contact or review instructions for that jurisdiction. Keep a record-correction question separate from a request to discuss selling. Have the local reviewer confirm any procedure or deadline before including it.

For buyers, add **Ask about this property's assessment and asking price** as a separate contact option. Carry the property reference and question into the message. Avoid making a buyer select a seller-service request to ask about the comparison.

## Keep the pricing service within state rules

A comparative market analysis, or CMA, and a broker price opinion must stay distinct from an appraisal. Who may prepare them, permitted terminology, fees, and uses require state-specific checks.

North Carolina's statute defines a CMA or broker price opinion as a licensed broker's estimate of probable selling or leasing price. Its paid-opinion provision excludes provisional brokers and requires an active license in good standing. It also prohibits calling the opinion a valuation or appraisal. [North Carolina: G.S. 93A-82 and 93A-83](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/ByArticle/Chapter_93A/Article_6.html), checked 2026.10.14.

The North Carolina Real Estate Commission's October 2012 explanation distinguishes paid opinions from those prepared without a separate fee. It also warns against using a broker opinion to establish value for mortgage origination. [Commission: BPO and CMA guidance](https://bulletins.ncrec.gov/new-bpo-laws-rules-adopted-effective-october-1-2012/), checked 2026.10.14. Check the current statute alongside that historical explanation.

Virginia uses different wording. Its appraisal-licensure exemption covers a Virginia-licensed real estate broker or salesperson providing an analysis for a fee in ordinary business. The person cannot present it as an appraisal or a substitute for a licensed appraiser's appraisal. [Virginia: § 54.1-2010(A)(1)](https://law.lis.virginia.gov/vacode/title54.1/chapter20/section54.1-2010/), checked 2026.10.14.

Confirm your page's service description, preparer's authority, terminology, and required disclosures with your broker or state commission before publication.

Name the service you can provide on the button and confirmation message. For an agent pricing discussion, use **Request a pricing estimate** rather than **Get an appraisal**. Keep any required state disclaimer intact after professional review.

## Put dated source fields in the website brief

Require a source record for each market covered. Agree who checks it and who edits the public FAQ when the authority changes its guidance.

| Field | What the website brief should record |
| --- | --- |
| Jurisdiction | Exact state and responsible local assessing authority |
| Assessment explanation | Official URL and the method it confirms |
| Property record | Record-search URL and the authority's exact value label |
| Assessment effective date | Date represented by the assessment, taken from the official source |
| Source publication or update date | Date stated by the authority, if available |
| Source-check date | Date the reviewer inspected that source |
| Pricing service | Permitted service name, preparer, intended purpose, and review date |
| Licensing and disclosures | Official commission, appraisal-board, or statutory source reviewed with the broker |
| Maintenance owner | Person responsible for replacing stale wording and links |

Keep internal placeholders out of published copy. If a source supplies no update date, record that limitation. Do not assign the website review date to the source.

## Carry the comparison into a useful inquiry

Put the FAQ above the form. Ask for the property address or reference, seller or buyer purpose, question, and reply details. Make visitor-reported assessment amounts optional.

If the visitor includes a number, retain its stated source and date. Label it as visitor-reported until checked. Keep it separate from any later agent estimate.

For a request form, specify this disclosure beside the action: **Request an estimate for discussion. It is not an appraisal or a guaranteed sale price.** Obtain your broker's approval of the final wording.

If a calculator returns a figure, label the output **Estimate**. Display the documented method, input sources, dates, and limitations beside it. Do not build an assessed-to-sale-price conversion from an arbitrary multiplier.

Explain who receives the question and what happens after submission. Publish a response-time commitment only after the responsible person agrees to maintain it.

## Check the answer and receipt before handoff

Use these proposed acceptance checks in the written scope. Arrange marked test submissions with the receiving account owner.

| Check | Required result |
| --- | --- |
| Local explanation | Assessment method, jurisdiction, source, and effective date match the official guidance |
| Distinct figures | Assessment, pricing estimate, and appraisal remain separately labeled |
| State review | Broker approves the service description, preparer, and disclosures |
| Missing information | Unknown dates or amounts receive no invented replacement |
| Estimate wording | Form action and any calculator output disclose their estimate status |
| Seller request | Agreed recipient receives the property, selling question, and reply details |
| Buyer request | Received message preserves buyer purpose and the property reference |
| Phone visit | Explanation, dated sources, disclosure, and contact action remain readable |
| Handoff | Maintenance owner receives the approved copy, source record, and observed test results |

Compare the received message with the submitted question. Record the page, date, expected result, and observed result. Leave failed receipt checks open.
