# APHIS mammal detection dates: prepare a veterinary briefing without inventing an outbreak start

The practice manager needs a source note for the lead veterinarian before the weekly staff meeting. A newly noticed mammal detection has an older date. The manager must explain what changed in the public record without calling it an outbreak that began this week.

Prepare the note around the evidence available to your office. Separate the date attached to a detection from the date your team retrieved it. Keep the earlier source copy available. Give the clinical lead a question that can be checked against the original material.

This guide proposes an administrative briefing method. The [veterinary clinic office guide](/for/veterinary-clinics) places source preparation beside other staff review tasks. No example here establishes transmission onset, current local cases, testing eligibility, or an individual animal's condition.

## Define the published date before arranging a timeline

APHIS defines **Date Detected** as the date of a positive result from its specified H5 RRT-PCR test. That definition concerns laboratory detection. It does not supply an infection or transmission start date. [APHIS mammal detections, Table Notes, accessed 2026.10.28](https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/mammals).

Copy the field label into the working note. Link the definition beside the first comparison. Avoid shortening the label to “start” because the briefing template has a narrow column. If the layout needs fewer words, change the layout before changing the meaning.

Use **published detection date** for the value in that field. Reserve **retrieval time** for your office's source capture. Reserve **first observation** for the earliest retained capture in which your office found the row. Those labels describe separate evidence.

When an earlier capture is unavailable, record the gap. “First noticed by our office on October 28” is defensible within that limited history. “First published on October 28” requires publication evidence that noticing a row does not provide.

Do not use a detection date to complete a missing clinical timeline. If the lead needs clinical context, record the question separately. The administrative note should preserve the boundary between reading a source and interpreting an animal's history.

## Give each clock its own field

The official CSV provides separate collection and detection fields. The page also displays a modification date. Neither is your retrieval timestamp. [APHIS mammal CSV, header, accessed 2026.10.28](https://www.aphis.usda.gov/sites/default/files/hpai-mammals.csv).

Keep collection information under its original label. This guide does not assign it a definition beyond the published field. If its precise interpretation matters to a comparison, request that clarification before drawing a conclusion.

The page displayed **Last Modified: October 16, 2026** when reopened for this guide on October 28. Treat that as page metadata. It does not identify the publication time of each row. [APHIS mammal page, accessed 2026.10.28](https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/mammals).

Record a complete retrieval timestamp with its time zone. A source URL and timestamp let another staff member identify the capture you used. If the table and notes were retrieved separately, retain both times rather than implying simultaneous access.

Add an office comparison window as a fifth field. For example, two retained captures can define the period you compared. That window describes your review coverage. It does not define the period during which animals became infected.

## Compare retained evidence before calling something newly added

Keep the original source copies unchanged. Make working annotations in a separate briefing file. Label each capture with its retrieval time, source URL, and whether the request succeeded. Preserve the notes that governed interpretation at that time.

APHIS warns that data can be incomplete and that additional detections may be added. A briefing therefore needs room for older dates entering a later comparison. [APHIS mammal page, introductory data notice, accessed 2026.10.28](https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/mammals).

Before describing an addition, check whether both captures cover the same material. A filtered view and a complete file are different comparison sets. Document the filter if one was used. A record missing from a filtered view cannot establish absence from the publisher's entire table.

Use “present in the later capture and absent from the earlier capture” when that is all your evidence establishes. Keep the two capture references nearby. Do not invent the exact time between them when the publisher added the row.

Check the full row when deciding whether a record changed. A shared species and date are insufficient evidence that two entries concern the same animal. If correspondence remains uncertain, label the records as comparison candidates. Do not merge them to make the summary shorter.

## Worked example: an older detection enters the later capture

Everything in this example is fictional. The row labels are office comparison references, not APHIS identifiers. The dates and species describe a reading exercise, not current surveillance observations.

Assume the office retained complete fictional captures on October 21 and October 28, 2026. The later capture contains a row that the earlier capture lacked.

| Fictional comparison reference | October 21 capture | October 28 capture | Published detection date in this example |
| --- | --- | --- | --- |
| Example A, red fox | Present | Present | October 18, 2026 |
| Example B, domestic cat | Absent | Present | September 30, 2026 |

Write the change note as: “Example B appears in the October 28 capture but not the October 21 capture. Its fictional detection date is September 30.” Include references to both source copies.

That sentence separates a difference between captures from a date within the record. It leaves the publisher's exact addition time unresolved. It also avoids claiming that the office discovered a new local event on October 28.

Reject the proposed summary “A new outbreak started October 28.” Neither the office's observation date nor the fictional detection date supports that statement. Replace it with the documented source difference and a question for the clinical lead.

The lead's review question could read: “Does this older detection need context in this week's internal reading list?” Record the answer as the lead's dated decision. Do not rewrite the public row to incorporate that decision.

## Retain incomplete and changed strain labels

Preserve **HPAI Strain** exactly as supplied in each capture. Keep a separate interpretation field. Do not silently expand a shorter label to match a neighboring record or an earlier presentation slide.

APHIS explains that an incomplete subtype can reflect pending isolation or sequencing, or a detection that could not be further characterized. [APHIS mammal detections, HPAI Strain notes, accessed 2026.10.28](https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/mammals).

The office should therefore preserve an incomplete value without choosing one explanation for that particular specimen. The general note lists possibilities. It does not tell your researcher which possibility applies to an individual row.

For a fictional change exercise, suppose a comparison candidate shows `EA H5` in one capture and `EA H5N1` in another. Retain both values. Label the correspondence unresolved until the underlying rows support treating them as the same record.

Reject “a new strain arrived” as the default explanation. A changed label and a newly detected animal are separate propositions. The source difference can remain useful even when its cause is unknown. Give the lead the original values and the unresolved matching question.

## Preserve reporting scope when reading an older date

The page includes a dated September 3, 2024 reporting note concerning domestic and feral cats, including earlier detections. That note belongs beside comparisons involving that coverage. [APHIS mammal detections, footnote 2, accessed 2026.10.28](https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/mammals).

Retain the actual note with the capture instead of paraphrasing it from memory. If two office snapshots use different reporting scopes, flag that difference before discussing the number of rows. A larger file alone should not become a claim about disease growth.

Keep species selection explicit. If your reading list includes only one species, name that choice in the heading and worksheet. Keep excluded species outside the comparison statement. Do not label a selected reading list as a complete mammal surveillance summary.

Location also needs its own interpretation. The companion guide to [APHIS mammal locations and confidentiality substitutions](/articles/aphis-mammal-locations-confidentiality-clinic-briefing) explains why a displayed county may need a qualification. A correct date does not resolve uncertain geography.

## Use a source-change worksheet

These worksheet fields are editorial recommendations. They are not an APHIS reporting form, a clinical protocol, or a requirement imposed by the publisher. Adapt the layout to your office's approved review process.

| Field | Evidence or question to retain |
| --- | --- |
| Brief purpose | The administrative question and intended internal reader |
| Current source | Official page, supplied data link, and saved capture reference |
| Earlier source | Prior capture reference or explicit absence of comparison history |
| Published date | Original Date Detected value and linked publisher definition |
| Other source dates | Collection field and page modification label kept separately |
| Office clocks | Retrieval timestamp, time zone, and first retained observation |
| Comparison scope | Filters, species selection, and whether both captures are comparable |
| Record correspondence | Evidence for a match, or the unresolved comparison candidates |
| Changed values | Original and later labels without replacement of either capture |
| Limitations | Missing records, unavailable fields, source failures, and location qualifications |
| Clinical review | Question, assigned lead, review status, and dated decision |
| Next check | Office-approved review point and responsible staff member |

Before circulation, ask another staff member to identify which date belongs to the laboratory result. Then ask which date belongs to your office. If either answer requires guessing, revise the labels while the note is still a draft.

## Send questions to the lead with the evidence attached

Ask whether the comparison scope fits the intended meeting. Ask whether incomplete strain labels need additional source review. Ask whether a changed reporting note affects the reading list. Leave each unanswered question visible until the responsible person responds.

If the current source request fails, retain the failure as the result of that attempt. An earlier successful capture can support a clearly dated historical note. It cannot support a statement that nothing has changed since the failed request.

Keep accepted wording corrections with the office instructions. The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how source references and approved corrections can remain available to later work. Preserve the reason for a correction, not only the final sentence.

The [veterinary intelligence overview](/intelligence/veterinary-clinics) places this briefing beside other public-source review tasks. Scale With Search can scope a source record, comparison worksheet, and staff handoff around an approved reading question.
