An owner saves hundreds of useful links while researching a new service. Six months later, an agent retrieves one of them to justify a pricing decision. The page has changed. The original claim is gone, the article title is different, and nobody can show which version influenced the decision. The bookmark survived. The evidence did not. AI memory for URLs should preserve more than a clickable address. It needs the page identity, observed version, relevant claim, business use, review state, and a local evidence path when policy permits one. That record lets a later agent distinguish a reading suggestion from an approved source. Use the [content-research evidence workflow](/articles/ai-memory-content-research) when a saved claim will appear in published copy. It adds claim review and a correction path. ## A bookmark is a pointer, not a durable source A URL tells software where to request a resource. It does not promise that tomorrow's response will contain today's text. Publishers revise pages, redirects change destinations, domains expire, paywalls appear, and personalized pages can vary by account. Do not solve this by copying the whole web into a folder. Capture the minimum evidence needed for the business job. A content team may need title, author, publication date, relevant excerpt, and claim status. A compliance job may need a reviewed PDF, retrieval time, jurisdiction, and expiry date. The job defines the record. It should not become an unreviewed dump of every tab an employee opened. Basic Memory documents `memory://` addresses that can identify notes by permalink, path, or project-prefixed route. Its guidance prefers explicit project prefixes in multi-project work and permalinks when stability matters. That is a useful addressing pattern, but an address still needs source metadata and review rules around it. Keep the submitted URL, final canonical URL, title, publisher, author when present, publication date, fetched time, and content hash. Record redirect history when it changes identity. The evidence layer identifies the exact material used. Store a short excerpt or locator, a snapshot path when allowed, and the claim the source supports. A claim is not the whole page. One source may support several claims with different confidence and review dates. The decision layer explains why the source matters. Name the job, decision, reviewer, status, and next review. A research lead can be useful without becoming approved policy. Make that status visible. Apply the same test to URL memory. If copying is prohibited, store a permitted excerpt, screenshot reference, or retrieval receipt instead. Record the restriction. Do not invent local evidence when none was retained. Use a claim status such as `unreviewed`, `approved`, `superseded`, or `rejected`. Do not overload a confidence score to represent authority. A technically accurate page may still be the wrong source for a current price, policy, or contractual obligation. ## Separate the reading queue from approved sources Bookmarks are good intake. They are poor authority by default. Maintain a reading queue for unreviewed URLs. Promotion into the source register requires a named claim, business use, owner, and review date. Rejection should preserve a small receipt so the same weak source is not repeatedly rediscovered. Keep opinions and community reports labeled. They can identify questions, failure modes, or language buyers use. They should not silently support technical or legal claims. When a source supports a decision, link both directions. The source record names the decision. The decision names the source IDs that support it. This creates an evidence chain that a fresh operator can follow without the original browser history. ## Deduplicate canonical URLs and changed pages Normalize obvious tracking parameters before comparing URLs. Follow redirects in a controlled fetch. Read the page's declared canonical address, but do not assume it is correct. Preserve the submitted address and observed destination. Deduplicate by more than URL text. Compare canonical address, content hash, title, publisher, and meaningful body similarity. Two addresses can serve the same article. One address can serve materially different versions over time. When content changes, append an observation. Do not overwrite the earlier version that supported a decision. Mark whether the claim remains supported, needs review, or was superseded. The retention period should follow the job and source rights. It cannot decide which source has authority. Filter candidates by business ID, job, permission, status, and freshness before ranking text similarity. Prefer approved claims over unreviewed reading notes. Prefer a current official source over an old roundup when the task asks about current product behavior. Return the source ID, claim, fetched date, and evidence locator with the answer. If the current page conflicts with the retained version, show both and stop the affected conclusion. The reviewer decides whether the decision changes. Require a no-source result. When no approved source supports a claim, the system should say so instead of filling the gap from model knowledge. ## Run the URL memory test list Create a synthetic register and test these cases: 1. Save the same article with two tracking URLs. 2. Redirect the old URL to a different canonical address. 3. Change the sentence that supported an approved claim. 4. Remove the page and return a dead-link response. 5. Add an unreviewed forum post with stronger keyword overlap. 6. Ask for evidence behind the approved decision. 7. Ask for a source from another business namespace. 8. Delete the permitted snapshot under the retention rule. 9. Export the register and open it with a replacement tool. 10. Run a job with no approved source. Pass requires one logical source identity, preserved historical evidence, correct status filtering, no cross-business retrieval, and an explicit missing-source result. The output must name the exact source and observation used. ## Approval and stopping boundary The workflow may collect public metadata, normalize URLs, preserve permitted evidence, calculate hashes, flag changes, prepare review queues, and retrieve approved claims for a named job. It stops before bypassing access controls, copying restricted material, treating an unreviewed source as policy, changing an approved decision, exposing another business's register, or deleting retained evidence. The source owner approves promotion. The decision owner approves business use. The records owner approves retention and deletion. The system should retain the preserved source, retrieval date, canonical URL, and change status so the earlier claim remains reviewable.
