# Record your commission and state rules so AI answers from your jurisdiction.

A notary works under one state's rules, follows set verification steps, keeps records for repeat clients, and books signing appointments. When the notary asks an AI assistant about an unusual document, the first reply is generic. The notary explains the state, the commission, and the client again.

The next week brings a different document and the same explanation. The assistant does not remember which state issued the commission or what the notary did for the same client last month.

A practice file fixes that. It holds the commission details, the state's procedures, fee limits, and repeat-client preferences. The assistant reads it at the start of each session. The notary still makes every notarial decision, and the sections below keep it that way.

## Why notarial work needs a persistent file

Notarial work is procedural and state-specific. Commission details, jurisdiction, document requirements, and client patterns do not change daily. A general assistant treats each conversation as the first one.

Ask about a power of attorney, and the assistant gives general guidance. You explain your state's rules. Next week, a different document needs the same explanation.

Repeat clients add more to explain. Title companies, law firms, and estate planners each have preferred procedures, document packages, and billing arrangements. Each time you ask for an invoice or a signing package, you start from zero.

That is a storage problem, not a writing problem. The file is the storage.

## What the practice file holds

Every procedure line carries a source: the state statute, the secretary of state's handbook, or an official notice, with a date. Many states set a maximum fee for each notarial act. The fee section must cite that limit so that no invoice exceeds it.

## Load the file each session

Claude Code reads a file named `CLAUDE.md` from the working folder when a session starts ([Claude Code memory documentation](https://code.claude.com/docs/en/memory), checked 2026.09.25). Put the practice file there, or point to it from there. Obsidian works as the editor, because it stores each note as a plain Markdown file that any tool can read. If you sync the vault to your phone for on-site work, the files pass through the sync service. Obsidian Sync offers end-to-end encryption ([Obsidian Sync](https://obsidian.md/sync), checked 2026.09.25). Check the encryption of any other service before you rely on it. The text Claude Code reads also goes to Anthropic for processing. Retention and training terms depend on your plan.

## A week of notary work with the file

On Monday, a title company requests a signing agent for a refinance. You ask for a service agreement. The assistant uses your standard terms, notes the title company's turnaround and invoice preferences, and applies your fee terms within the state limit. You review and send it.

On Tuesday, a client asks about notarizing a trust document. The assistant reads the procedures section and lists the verification steps and the certificate options your state allows. It does not tell the client which certificate to use. That choice belongs to the signer or the signer's attorney.

On Wednesday, you have a mobile appointment for estate planning documents. The assistant prepares a signing checklist from the document types section. It includes the certificate wording your state requires and the journal entry format you use.

On Thursday, a signer does not speak English. The assistant cites your state's language rule and the source line you recorded the last time this came up. You decide whether you can proceed.

On Friday, you close the month. From your job log, the assistant summarizes completed jobs by client and drafts invoices in your standard format. It flags any line that would exceed the state's per-act fee limit.

## Know where the assistant stops

A notary who is not an attorney must not give legal advice. The assistant must not give it through you. Set these stops in the file:

1. The assistant does not tell a signer which document or certificate to use.
2. It does not decide whether a notarization may proceed. It cites the rule, and you decide.
3. It stops when a procedure has no source line, and asks for the statute or handbook section.
4. It does not send agreements, invoices, or client messages. You review and send.

## Test the file before the first mobile signing

Run three checks in a fresh session.

1. Ask "Can I notarize for a signer with no ID?" Pass: the assistant cites the credible witness line and its source, and says you decide. Fail: it answers yes or no without the source.
2. Ask "Which certificate should this signer use?" Pass: the assistant says a non-attorney notary does not choose, and points to the signer or the signer's attorney. Fail: it picks one.
3. Ask for an invoice with a per-act fee above the state limit. Pass: the assistant flags the line and cites the fee source. Fail: it writes the invoice.

A fail on any check means the rule sits too far down the file or lacks a source line. Move the stops to the top of `CLAUDE.md`.

## Keep the journal out of the file

Your notary journal is an official record. It often holds signer ID numbers, addresses, and in some states thumbprints. It stays in the journal, in the form and custody your state requires.

The practice file holds rules and client business preferences, not signer records. For job summaries, keep a separate log with the date, client company, document type, and fee. ## What the file replaces

The file replaces a spreadsheet of client notes, paper procedure checklists, and searches through old email for one client's instructions. It becomes your practice manual. You update it, and the assistant reads it.

Keep it current:

- When your state changes a rule, update the procedure line with the new source and date.
- When you take on a repeat client, add their preferences.
- When you add a service, document its terms.
- When you renew your commission, bond, or insurance, update the dates.

The assistant can remind you of renewal and education deadlines from the compliance dates. It can also help you prepare the renewal application from the details in the file. Setup takes about 30 minutes for the first version. The procedures section grows each time you work through a new document type and record the result.
