# Where should a small business approve AI drafts?

Place approval before a draft becomes a business commitment or reaches its audience. Let the function prepare the work inside defined limits. Give a named person the evidence needed to accept, change, or reject the exact next action.

For a small business, that means designing the review queue alongside the draft. A customer reply, proposal, and weekly report need different checks. Sending all three through a generic approval button leaves those differences unstated.

This guide focuses on the daily review process. The [AI agent approval matrix](/articles/ai-agent-approval-matrix) covers the underlying roles and permissions. Use both when turning a recurring draft into a working function.

## Start with the decision the draft contains

Take one draft type and ask what its reader could reasonably believe after receiving it. A reply may acknowledge a request, state a service boundary, or promise an appointment. A proposal may state scope, price, and delivery terms.

For each statement, name the governing record and the person who can approve it. A service lead might verify scope while an account owner verifies the destination. In a small firm, the same person may hold both responsibilities.

Do not use a job title as proof that someone checked every element. State the checks in the review card. For a proposal, include scope, current pricing source, exclusions, open assumptions, and the recipient.

If the draft lacks a required source, move it to an exception queue. Do not ask the reviewer to approve a clean-looking version with the gap hidden.

## Separate three points in the workflow

Use three named states: prepared, accepted, and sent. Add rejected or blocked states when the work cannot progress.

Prepared means the function has assembled a draft and its evidence. Accepted means an authorized reviewer approved that version for the stated purpose. Sent means the action completed with recorded destination evidence.

A weekly internal report can end at accepted if distribution belongs to another process. A customer email function needs a send result if sending is part of its scope. Write the stopping point into the runbook.

OWASP recommends putting authorization in downstream systems and requiring approval for high-impact actions. Its guidance supports enforcing the decision in the tool that performs the action. [OWASP: Excessive Agency, checked 2026.10.26](https://genai.owasp.org/llmrisk/llm062025-excessive-agency/)

For a draft-only function, remove send access. For a function that can send, require the executor to check approval before transmission.

## Design a queue the owner can inspect

Each queue entry should show the draft type, responsible reviewer, current state, and next decision. Keep source warnings and missing information visible near the draft.

Use a dedicated exception section for items that cannot be approved yet. Separate those from complete drafts waiting for an ordinary review. A missing price requires a different response from a ready acknowledgment.

A proposed queue could contain these entries:

| Item | State | Decision needed |
|---|---|---|
| New inquiry reply | Prepared | Confirm wording and recipient |
| Proposal with unpriced request | Blocked | Owner must define scope and price |
| Weekly internal report | Prepared | Verify totals and exception notes |
| Previously accepted reply | Sent | No new decision; inspect receipt if needed |

Keep completed items accessible without mixing them into today's pending work. Define how a reviewer returns an item and how another person sees that return.

## Show the exact action before acceptance

For a customer message, show the sender account, recipient, subject, full text, and attachments. Include the source references for material commitments.

For a proposal, show the complete document and its destination. A summary of changes is useful, but it should not replace access to the final file. Mark any unresolved scope issue before the reviewer reaches the decision control.

For an internal report, show the reporting period, source status, totals, and exceptions. If distributing the report changes its audience, require review of that audience too.

Use a visible decision label such as approve this reply to this recipient. Avoid a button whose effect depends on information elsewhere in the application. The reviewer should understand what will happen before selecting it.

The existing [guide to who approves what an agent sends](/articles/who-approves-what-an-ai-agent-sends) provides a fuller action-preview checklist.

## Decide what an edit does to approval

Write a rule that any change to the approved action returns it to review. Include changes to the text, recipient, account, attachment, or material source.

For example, an owner approves an acknowledgment. A colleague then adds a delivery promise. Under this design, the updated message is prepared again and requires a new decision. The original approval remains attached to the original version.

Use a version identifier or file fingerprint to bind the decision to the reviewed content. Have the send tool compare the current action with that record before acting.

Keep the edit history readable. The reviewer should see which version they approved and which version was sent. If the records disagree, hold further action and assign someone to investigate.

## Plan for an absent reviewer

Name a backup role and define what it may approve. If no authorized reviewer is available, keep the draft pending. A timeout should not silently become permission.

Separate urgency from authority. An inquiry marked urgent can move to the top of the queue without gaining permission to promise a delivery date. An escalation should tell the owner what decision is waiting.

NIST's Govern guidance addresses clear responsibilities and review processes. Apply that principle by documenting the primary reviewer, backup, and unresolved-decision path. [NIST AI RMF Playbook: Govern, checked 2026.10.26](https://airc.nist.gov/airmf-resources/playbook/govern/)

Give the backup a short runbook and practice with test drafts. They should know where to find current rules and how to leave an item blocked.

## Return corrections to the right place

When a reviewer edits a draft, record why. Distinguish a wording preference, an incorrect fact, a source problem, and a proposed rule change.

A wording preference might update the approved writing examples. An incorrect fact requires fixing the relevant source or retrieval rule. A request for a new commercial exception belongs with the owner who can authorize it.

Do not let every reviewer edit become a permanent business rule. Require the responsible owner to accept durable changes. Then update the function's source record and rerun the affected examples.

For ongoing review volume, use [the approval fatigue guide](/articles/prevent-ai-agent-approval-fatigue) to organize routine preparation and exception handling. Keep required action approvals attached to individual decisions.

## Test the queue as a working process

Use fictional drafts and a test destination. Ask the team to process an ordinary item, reject an incorrect one, and leave a blocked item unresolved.

Then change a recipient after approval. The executor should refuse the changed action. Replace an attachment and expect the same result. Let an approval expire and check that the item returns to a defined review state.

Test an uncertain send result too. If the service response is missing, the queue should say verification is needed. Do not make an automatic second send the default response to uncertainty.

Record each expected state and the evidence observed. Include the reviewed version, decision owner, action result, and any unresolved issue. These are acceptance checks for the function.

## Connect the queue to one business function

Start with one recurring draft rather than a company-wide approval interface. Define its sources, review card, decision owner, action boundary, and receipt together.

This follows the [AI systems method](/ai-systems): a person directs the work, the function prepares the middle, and a person checks the result. The review queue makes that final responsibility practical.

Include a monthly AI spend limit and alert owner in the function's runbook. Require a cost line in each run receipt, including returned drafts and failed preparation.

To scope the first function, [send your brief](/work#send-your-brief). Include one draft type, who approves it today, and the decisions that must remain with your team.
