# ACS vacancy categories: separate for-rent estimates from total vacant housing

Before a property office discusses leasing workload, someone needs to check what its housing evidence counts. A total marked vacant can hide several categories. Treating that total as a queue of available rentals changes the question before anyone notices.

Start with a category sheet. Keep the public estimate separate from your company's current unit register. Then name the internal records needed for a workload decision.

This guide uses the American Community Survey (ACS), table B25004, as a research example. The selected edition is the 2024 ACS five-year product. It is not presented as the newest release. Every count and place below is fictional. No local estimate or available property was retrieved.

The broader [property management office guide](/for/property-management) covers work prepared from company records. Here, the reader's task is to preserve meaning when aggregate housing evidence enters an internal discussion.

## Record the table population before copying a number

The relevant population is vacant housing units, not every housing unit and not your company's managed units. Census subdivides vacant units by housing-market classification. See the [2024 ACS Subject Definitions, Vacancy Status, pages 47 to 49](https://www2.census.gov/programs-surveys/acs/tech_docs/subject_definitions/2024_ACSSubjectDefinitions.pdf), checked 2026.10.28.

Write the population in the sheet header. Leave a second field for the question your office wants to answer. For example: which public categories need explanation before we discuss our own leasing administration?

Keep the table identifier, product, edition, geographic identifier, and full estimation period beside that question. A place name alone is a weak reference. Your company might serve only part of that place or manage units across several places.

Also distinguish the date someone accessed a table from the period its estimates describe. A report opened this morning does not become a report of this morning's vacancy.

If the exported file lacks these details, hold the interpretation. Ask the researcher to restore the source reference. Do not fill missing metadata from a nearby chart with a similar title.

## Keep the categories separate

The [2024 ACS five-year B25004 variable dictionary](https://api.census.gov/data/2024/acs/acs5/groups/B25004.html) identifies the total and seven category estimates. It also identifies margin-of-error and annotation variables. Checked 2026.10.28.

Use the exact variable code as the stable reference. The short explanations below are reading aids, not replacement publisher labels.

| Estimate field | Category reading aid | Internal question to preserve |
| --- | --- | --- |
| B25004_001E | Total vacancy | Which categories make up this estimate? |
| B25004_002E | Offered for rent | What separate company records establish our actual leasing work? |
| B25004_003E | Rented before occupancy | Are we mistakenly counting this category as an uncommitted rental? |
| B25004_004E | Offered only for sale | Why would this belong in our rental workload calculation? |
| B25004_005E | Sold before occupancy | Have we separated sale status from rental administration? |
| B25004_006E | Seasonal or occasional use | Have we preserved this separate classification? |
| B25004_007E | Migrant-worker housing | Have we retained the category without inferring personal traits? |
| B25004_008E | Remaining vacancy category | What remains unknown about the reason for vacancy? |

Census includes units offered either for rent or for sale in the rental-offering category. Its rented-before-occupancy category includes arrangements agreed before move-in. Seasonal classification concerns seasonal or occasional use. The residual category covers units outside the preceding classifications. [2024 Subject Definitions, Vacancy Status](https://www2.census.gov/programs-surveys/acs/tech_docs/subject_definitions/2024_ACSSubjectDefinitions.pdf).

Do not add private interpretations to these labels. In particular, the residual category does not establish a repair backlog. A rented-before-occupancy estimate does not establish move-in appointments at your company.

## Work through a fictional category sheet

Imagine a researcher preparing background for a monthly operations meeting. The place is Fictional Area A. The period is 2020 through 2024. The product label is ACS five-year. None of these figures describes a real area.

| Category | Fictional estimate | Fictional margin of error | Editorial interpretation limit |
| --- | --- | --- | --- |
| Total vacancy | 1,000 | 160 | Aggregate context only |
| Rental offering | 260 | 80 | Not a current listing inventory |
| Rented before occupancy | 70 | 35 | Not an uncommitted rental count |
| Sale offering only | 90 | 40 | Separate from rental work |
| Sold before occupancy | 30 | 20 | Separate sale classification |
| Seasonal or occasional | 400 | 110 | Retain separate category |
| Migrant-worker housing | 10 | 8 | No household inference |
| Remaining vacancy | 140 | 60 | Reason unresolved here |

These invented category estimates add to the invented total. The margins of error are invented teaching values. They are not additive, and this worksheet performs no uncertainty calculation.

The first correction is editorial: replace “1,000 rentals available” with “fictional total vacancy estimate of 1,000 across several classifications.” The second correction is operational: remove any automatic transfer into the leasing queue.

The researcher can identify 260 as the fictional rental-offering estimate. That does not make 260 company assignments. The sheet has no building matches, management agreements, current listing confirmations, or office task records.

A useful meeting question follows: which part of our own intake process requires better evidence? The answer must come from the company register. The public sheet can explain context while the internal record establishes the actual job.

## Reject the tempting vacancy-rate shortcut

Suppose a colleague divides the fictional rental-offering estimate, 260, by total vacancy, 1,000. They label the result “rental vacancy rate.” Reject that label.

The Census rental-vacancy definition uses rental inventory, including renter-occupied units, as its denominator. Total vacancy is a different population. [2024 Subject Definitions, Rental Vacancy Rate, page 48](https://www2.census.gov/programs-surveys/acs/tech_docs/subject_definitions/2024_ACSSubjectDefinitions.pdf).

This example does not calculate a rental vacancy rate. Record the proposed calculation as rejected because its denominator does not match the intended measure. Keep the original cells available for review.

Do not repair the calculation by adding the company's occupied units. That would combine a geographic estimate with a company-specific register. The numbers describe different populations and reference periods.

Also reject a claim that the seasonal category represents rentals your office could acquire. The sheet contains no owner instruction, availability confirmation, or service inquiry. A public estimate supplies none of those missing records.

An unresolved item should name the missing evidence. “Need approved rate definition and matching inputs” gives the researcher a next step. “Probably fine” gives the meeting an unsupported number.

## Compare the portfolio as a separate record

Prepare a second section for company operations. Use the company's chosen reporting date and its written status definitions. Keep identifying records inside the authorized office system.

For a fictional office, the current register might show twelve active leasing files, four signed files awaiting move-in administration, and three unresolved status checks. These are invented internal examples. They do not reconcile to the fictional geographic estimate.

The manager should check whether each internal category represents units, files, tasks, or appointments. One unit can generate several administrative tasks. A task count and a unit count need separate labels.

Ask the manager to name the evidence that creates each task. A current approved listing may support a listing-review task. A documented move-in appointment may support an appointment-preparation task. An aggregate estimate supports neither record on its own.

The [property management intelligence overview](/intelligence/property-management) describes a separate record-reconciliation approach. Keep that operational purpose distinct from this housing-estimate worksheet. Combining them should require an explicit question and reviewed source mapping.

## Use a worksheet that carries the limits forward

The following worksheet is an editorial recommendation. It is not a Census form or reporting requirement. Copy it into an internal research brief with a named reviewer.

| Field | What the researcher records |
| --- | --- |
| Office question | The exact background question under review |
| Publisher reference | Table URL and access date |
| Edition and product | Selected release and one-year or five-year product |
| Estimation period | Start year and end year, written in full |
| Geographic identity | Publisher identifier, name, and geographic level |
| Table population | The publisher's stated universe |
| Category identity | Variable code and original exported label |
| Estimate and uncertainty | Estimate, margin of error, and their annotations |
| Processing note | Any transformation, with its reason |
| Evidence limit | What this row cannot establish |
| Portfolio question | The separate company record needed |
| Review result | Accepted background, held, or rejected interpretation |

Store raw export values alongside the readable sheet. If an annotation appears, preserve it before formatting the number. A blank annotation cell needs a recorded meaning. It should not silently become “verified.”

Have a second reader reconstruct one row from the source reference. If that person cannot identify the product or category, return the sheet for correction. This is a practical handoff check, not a certification of statistical quality.

## Keep period and uncertainty questions attached

A correct category can still appear in a misleading comparison. Before comparing releases, use the companion guide to [ACS release windows and margins of error](/articles/acs-release-windows-margin-error-property-brief). It provides a separate comparison record.

For this sheet, require the full period beside every estimate. Retain the margin-of-error fields even when the meeting prefers a compact table. Put the detailed evidence in an attached research section rather than deleting it.

Record source failures explicitly. If a researcher cannot reopen the table, label the row held for source verification. If the company register is stale, hold the workload conclusion separately. One successful read does not clear the other problem.

Do not turn aggregate category data into household descriptions, applicant scores, neighborhood rankings, or contact lists. This research task needs none of those outputs. Keep its use confined to the stated administrative question.

## Review the sheet before making it recurring

Run the first review with one category and one geographic area. Ask the reviewer to check the original label against the explanation. Then ask a manager to identify the company record required for an operational decision.

Use a deliberate error during this rehearsal. For example, rename the fictional total as rental availability in a copy of the worksheet. The reviewer should reject that interpretation before the sheet reaches the meeting.

Also test a missing source field. Remove the estimation period from the rehearsal copy. The sheet should remain held until the researcher restores it. These exercises test the office review process, not the accuracy of invented data.

Keep the accepted template with those review notes. If a later export changes its columns, stop the import for a mapping check. Do not infer that an unchanged filename means unchanged evidence.

## Give the next manager a usable decision record

End the brief with three short entries: what the public table describes, what remains unresolved, and which company records control the next decision. Name the person responsible for checking each unresolved item.

A fictional closing entry might read: “Category reading accepted for background. Current availability remains unverified. The portfolio manager will review the current leasing register before assigning work.” This statement creates no forecast or staffing instruction.

Keep accepted corrections with the source record. The guide to [business memory for AI agents](/articles/business-memory-for-ai-agents-guide) explains how maintained files preserve decisions across later work. Here, the useful retained item is the category interpretation and its evidence limit.

If you want this worksheet incorporated into an office process, define the inputs, reviewer, and stopping conditions in a written scope. Scale With Search can scope that build around your approved records.
