# ACE maintenance notices: separate certification, production, and the event window

Before discussing shipment impact, identify the environment named in the maintenance notice. ACE means Automated Commercial Environment. [CBP documentation index](https://www.cbp.gov/trade/automated/catair). Then record the complete event window and its time zone. Keep the bulletin's publication time in a separate field. Give the responsible system owner the source and a specific applicability question.

A useful desk note should answer three questions immediately. Which environment does the notice name? When does the stated event occur? What evidence connects that environment to the work under review? An unanswered connection stays unresolved.

This guide uses two dated U.S. Customs and Border Protection (CBP) bulletins as historical reading examples. Their windows describe announced events. They do not establish what happened to a shipment. The workflow below is a proposed internal review method, not a CBP operating procedure.

The [logistics and supply chain overview](/for/logistics-and-supply-chain) covers the broader office workflow. The [public notice intelligence guide](/intelligence/logistics-and-supply-chain) introduces notice matching. This article addresses one narrower task: getting an ACE maintenance notice to the right reviewer with its timing intact.

## Read the publication and the event separately

CBP sent Cargo Systems Messaging Service (CSMS) bulletin 70297705 on October 27, 2026, at 1:05 p.m. EDT. It announced certification maintenance for October 28, from 5:00 p.m. to 8:00 p.m. ET. Preserve those as separate publication and event fields. [Certification maintenance bulletin](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/430a869).

CBP sent CSMS 70299654 on October 28, 2026, at 9:00 a.m. EDT. It announced production maintenance beginning October 31 at 10:00 p.m. ET and ending November 1 at 4:00 a.m. ET. The event crosses a date boundary. [Production maintenance bulletin](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/430b006).

The two records need separate rows. A publication-date filter can find a notice without describing when its event occurs. Likewise, a later publication can describe a window later in the week. Keep both dates visible when preparing a shift handoff.

Record the retrieval time separately too. That timestamp describes your office's source check. It cannot replace the publisher's timestamp or establish that a maintenance event started on schedule.

## Preserve the environment named by the publisher

Use the environment wording from the bulletin. Avoid shortening both examples to “ACE maintenance” in the review queue. That shared label removes the distinction the system owner needs to assess relevance.

The certification example does not establish a production interruption. The production example does not establish that every activity associated with ACE will experience identical effects. Neither bulletin identifies a particular shipment in your company's records. Those are limits of the inspected text, not conclusions about your operation.

Ask the system owner which approved environment tag describes the activity under review. If the record says only “ACE,” request clarification. Do not fill the gap from the employee's role, customer name, or shipment urgency.

Also distinguish a system owner from a shipment owner. In the proposed workflow, the system owner checks the environment connection. The shipment owner evaluates any operational consequence after that connection has been established. Your company can assign both responsibilities to one person, but the questions remain separate.

## Keep the time zone attached to both endpoints

Preserve the source window before making any local calendar conversion. Include the start date, start time, end date, end time, and stated zone. A single date and a duration leave too much reconstruction for the next shift.

The production example deserves particular care because its start and end fall on different dates. Do not display it as an October 31 event with an unexplained 4:00 a.m. endpoint. Keep November 1 beside that endpoint. [Production window source](https://content.govdelivery.com/accounts/USDHSCBP/bulletins/430b006).

If your office needs a local calendar entry, retain the original window beside the converted values. Ask the responsible owner to check the conversion. A location-based time zone can carry rules that a fixed offset does not capture. Treat an unverified conversion as unresolved rather than presenting it as a source fact.

Avoid calculating an elapsed duration when the desk only needs the published endpoints. Calendar boundaries and zone handling create additional questions without helping an environment match. The original window is sufficient for the review note shown here.

## Build a small maintenance review worksheet

Use one worksheet per notice and candidate activity. The following fields are an editorial template. They do not require a new application or access to shipment documents.

| Field | What to record | Question for review |
| --- | --- | --- |
| Notice identity | CSMS number and original bulletin link | Is this the exact notice being discussed? |
| Publication | Publisher date, time, and zone | When did the publisher send it? |
| Environment | Wording used in the bulletin | Which approved activity tag could match? |
| Event start | Complete date, time, and zone | Is the start transcribed correctly? |
| Event end | Complete date, time, and zone | Does the end cross a date boundary? |
| Retrieval | Office access timestamp | When did someone inspect this source? |
| Candidate activity | Synthetic or approved internal identifier | What evidence connects it to the environment? |
| Missing evidence | Specific unresolved fact | Who can answer it? |
| Decision | Reviewer, date, and supporting reference | What was accepted or rejected? |
| Follow-up | Owner and next check | What remains open after this handoff? |

Keep source fields separate from reviewer decisions. The environment named in a notice is public evidence. A decision about your activity's environment belongs to your internal record. Combining them into one “affected” field hides the reasoning.

Allow an explicit unknown value. A blank cell can look like an accidental omission. “Environment tag not confirmed” tells the next reviewer why the candidate remains open.

## Work a synthetic possible match

Consider a fictional desk with two synthetic activity tags. `LAB-17` has an owner-approved certification tag. `DESK-42` has only a generic system tag. Neither label represents a real shipment, customer, or filing.

The desk opens the certification bulletin and copies its identifier, link, publication, and event window into a review row. The source-to-environment comparison finds a possible connection for `LAB-17`. The desk assigns an internal review question: does this planned activity use the environment named in this notice during the stated window?

For `DESK-42`, the comparison stops at missing evidence. The generic tag cannot establish a certification or production connection. The desk sends the environment question to its system owner before discussing timing with the shipment owner.

The proposed internal note reads:

> Synthetic internal review example. Notice 70297705 names certification maintenance. LAB-17 has a certification tag; relevance remains unconfirmed. DESK-42 lacks an environment-specific tag. System owner: confirm the activity connection before operations considers any schedule implication. Source and copied window are attached to the review row.

This note gives the reviewer a bounded task. It does not call either activity delayed. It does not change a commitment or prescribe a filing action. The useful output is a clear question with enough evidence to answer it.

## Route an uncertain match without spreading an outage claim

Choose an internal queue label that describes the evidence. “Environment review required” suits a candidate with incomplete tags. “Shipment delayed” would assert a consequence that the notice comparison has not established.

Assign one owner to resolve the missing fact. If the operations desk cannot identify that owner, record the routing gap. Forwarding the same headline to several teams does not supply a decision or create accountability.

Give the owner the original source link and copied window. Include the candidate activity reference only through approved private channels. A public bulletin does not justify placing customer identifiers in a shared research document.

Keep customer commitments unchanged while the review remains unresolved. If an authorized operations owner later approves a change, retain that decision separately. The bulletin, environment assessment, operational decision, and customer communication should remain individually traceable.

## Treat a passed window as a historical window

After the stated end time, label the window as passed in the review record. Avoid letting an old announcement remain an active interruption label merely because nobody closed the row.

Passing the endpoint does not prove service recovery or successful completion of a specific task. If the desk needs that answer, assign a separate verification question to the responsible owner. Record the evidence used for that answer.

For an unresolved historical candidate, preserve what was unknown at the time. A later reviewer should see whether the desk lacked an environment tag, an operational decision, or a follow-up check. Deleting the open row would remove that distinction.

If a subsequent bulletin changes the earlier message, link the two records. Do not infer that a newer headline automatically replaces an older one. The [corrected CSMS message guide](/articles/csms-corrected-notice-original-message-review) shows how to preserve an explicit correction relationship.

## Check the source trail at shift handoff

Use the [publisher feed](https://content.govdelivery.com/accounts/USDHSCBP/widgets/USDHSCBP_WIDGET_2.rss) as a discovery starting point. Open the individual bulletin before copying its timing into the review row. Record an access failure as an access failure. A failed source read cannot support an empty “no relevant notices” conclusion.

For each open row, the outgoing reviewer should state the unresolved question and next owner. The incoming reviewer should be able to locate the original evidence without searching a chat history. A source link alone is insufficient when the missing question has disappeared.

Keep a short record of rejected matches too. For example, an owner may establish that the candidate activity uses a different environment. Preserve the reason and decision date so the next shift does not reopen the same uncertainty without new evidence.

The [business memory guide](/articles/business-memory-for-ai-agents-guide) explains how owned records carry decisions between tools and sessions. For this workflow, the durable record is the checked notice-to-activity connection, including rejected candidates and unresolved questions.

## Define the review before commissioning a build

Start with a manual sample containing a certification notice, a production notice, and an activity with an unknown environment. Ask your intended reviewers to complete the worksheet. Check whether they agree on the source fields and can identify the next decision owner.

Include a window that crosses midnight and a window whose endpoint has passed. Those examples test whether your presentation preserves dates and separates a historical announcement from an operational status. Resolve disagreements in the worksheet before automating its preparation.
